fix(db): grant regengine SELECT (status) on tenants (v139 / SEL-616) - #3741
SEL-616 DB half (separate from the UI degrade in #3740). Prod auth for Compliance Dashboard readiness fails because shared.api_key_store runs SELECT status FROM tenants WHERE id = ... while v111 only granted regenginecolumn-levelSELECT (id) on public.tenants.
This PR adds v139: column-level GRANT SELECT (status) ON TABLE public.tenants TO regengine only — never table-level SELECT — and extends the closed v111 inventory so a future cutover does not revoke it.
Structural + live scratch: status readable; name/settings/* denied; no table-level SELECT for regengine
Plain-language grant
The app role may read a tenant's status (active/suspended) so login can fail closed. It still cannot read tenant names, settings, or anything else on that table.
Prod apply
Do not apply to prod without C.Lee's own yes via DevOps. This PR only landed the migration in git and was exercised on a disposable local scratch DB. Applying to Railway/prod is a separate DevOps step after approval.
Live scratch on local Homebrew PG16: regengine reads status; denied on name/settings/*; information_schema.table_privileges empty for tenants; relacl has no table-level SELECT
CI on this PR
Note
Medium Risk
Changes PostgreSQL privileges for the production runtime role on a sensitive table; scope is narrow (one column) but incorrect grants could leak tenant data or break auth.
Overview
Fixes prod auth for Compliance Dashboard readiness by granting the runtime regengine role column-levelSELECT (status) on public.tenants. v111 only allowed SELECT (id), so shared.api_key_store.get_tenant_status could not read suspension state and could not fail closed.
v139 adds idempotent Alembic + Supabase migrations that GRANT SELECT (status) only—never table-level SELECT—so names, settings, and webhook config stay control-plane. The closed v111REGENGINE_COLUMN_GRANTS inventory is updated to ("id", "status") so a future runtime role cutover keeps the privilege.
New migration tests assert upgrade/downgrade SQL, Supabase parity, inventory shape, and on a scratch DB that regengine can read status but not name/settings/*, with no table-level SELECT.
Reviewed by Cursor Bugbot for commit a3978a6. Bugbot is set up for automated code reviews on this repo. Configure here.
Auth for Compliance Dashboard readiness fails in prod because
api_key_store selects tenants.status while v111 only granted SELECT (id).
Add alembic + supabase v139 with column-level SELECT (status) only, extend
the v111 REGENGINE_COLUMN_GRANTS inventory so cutover keeps it, and test
that regengine never gets table-level SELECT on tenants.
Do not apply to prod without C.Lee approval via DevOps. Pairs with #3740.

Walkthrough
The Alembic and Supabase migrations grant regengine column-level SELECT access to public.tenants.status when the table and role exist. The Alembic migration conditionally revokes that privilege on downgrade. The existing v111 grant inventory now includes status alongside id. Tests check migration parity, grant boundaries, status access, denied access to other tenant columns, and downgrade behavior.
The migration behavior is supported, but the new test can destabilize other migration tests by leaving Python’s Alembic module state altered; restore the prior entries before merging.
Security architecture risk: Low · up to a3978
The added permission is limited to tenant status and supports the existing fail-closed authentication check. It does not grant table-wide reads or tenant-data writes. Deployment still depends on correctly configured role restrictions and tenant filtering, and revoking the permission requires coordination with the grant inventory.
Retained concerns
No architecture-level concerns identified.
Security review details
Security Blast Radius
inferred — The new authority belongs to the shared regengine database role in each database where the grant is applied, not to an individual API key. Normal requests remain key-tenant-bound. Direct control of that database role can select tenant context, so potential status visibility is database-wide rather than intrinsically restricted to one tenant credential. The grant adds no tenant-status modification or other-column read authority.
Trust Boundaries and Controls
observed — The source-defined controls combine column ACLs, tenant RLS, and validated-key identity binding. The migration test encodes positive status reads and denial of name, settings, and SELECT *, but its simplified scratch table has no RLS setup; those assertions do not establish deployed tenant isolation or effective inherited privileges.
Resilience and Maintainability Implications
inferred — A skipped or revoked status grant leaves the existing authentication path fail-closed rather than admitting suspended tenants. Recovery remains operationally significant because unavailable status can deny otherwise valid tenant requests until the grant is repaired.
Hardening Proposals
proposed — At the approved deployment boundary, verify effective role attributes, memberships, ownership, tenant policies, and column/table ACLs. Include the authoritative inventory in any lasting privilege-revocation procedure. These are deployment assurances, not observed production defects.

Restore the previous sys.modules entries after loading v111.
The test removes the cached real alembic package instead of restoring it. The root pytest workflow collects other migration tests that import Alembic submodules in the same process. Later tests can therefore observe a new package with previously cached submodules.

Alembic+supabase pair equivalent: GRANT SELECT (status) ON TABLE public.tenants TO regengine only (guards: to_regclass + pg_roles); no table-level SELECT; supabase comments mirror alembic revoke.
Downgrade REVOKE SELECT (status) only; live scratch asserts cols_after == {id} (does not strip SELECT(id)).
REGENGINE_COLUMN_GRANTS["public.tenants"]["SELECT"] == ("id","status"); tenants absent from REGENGINE_TABLE_GRANTS; v111 cutover/_build_object_grants driven by inventory — consistent. No leftover id-only inventory drift.
test_v139 meaningful: structural column-only regex + inventory assert; live SET ROLE status OK / name|settings|* permission denied; table_privileges empty; relacl SELECT false; downgrade leaves {id}.
Idempotent: conditional DO + PG column GRANT; re-run safe.
Note (non-blocking): down_revision=a3f7ce361b0e (v137) — parallel head with #3729 v138 once both land; this PR alone is single-head (check_alembic_revisions.py → e7a1c9d2f4b0). Lead plans repoint after #3729 merges. Soft: v139 downgrade leaves inventory claiming status so a later cutover would re-GRANT (same pattern as #3729 inventory edits).
CI at review time: mostly pending/queued; Cursor Bugbot pass; local alembic revision guard clean. Meta fails (PR Blocker Checklist / Head SHA Check Guard) unrelated to grant correctness.
Delta 7691dd7..3ef0ce8: merge of main only (#3743 graph EPCIS export test patch). Grant/inventory/supabase/test_v139 blobs byte-identical to prior PASS.
Alembic: still single head e7a1c9d2f4b0 (check_alembic_revisions.py OK). down_revision remains a3f7ce361b0e (v137) — NOT repointed to v138 because #3729 is still OPEN and v138 is not on main; no parallel head on this branch. Lead repoint still owed after #3729 merges.
v139 GRANT/REVOKE column-only SELECT (status) unchanged; REGENGINE_COLUMN_GRANTS tenants=(id,status) intact; merged main does not touch grants/RLS/tenants.
CI: ~20 pass / ~41 pending; meta fails (Engine Review Pass awaiting this comment, Head SHA / PR Blocker) — not grant correctness.
Delta 3ef0ce8..17c40b3: merge of main only (#3736e68b62b — .secrets.baseline line renumbers + create_test_api_key.py chmod→stat.S_IRWXU). Grant / supabase / v111 inventory / test_v139 blobs byte-identical to prior PASS.
Alembic: single head e7a1c9d2f4b0 (check_alembic_revisions.py OK); down_revision still a3f7ce361b0e; no v138 on branch. Inventory tenants SELECT=(id,status) intact. Merged security-gate fix does not touch grants/RLS/tenants.

Prevent the cutover inventory from re-granting status after downgrade.
The v139 downgrade revokes SELECT(status), but rerunning scripts/apply_runtime_role_cutover.py reapplies the v111 inventory and restores that grant. Add partner_files / partner_file_derived / partner_file_deletion_log with

bucket policies. Mirror on Alembic; nullable raw_bytes + payload check on
fsma.manifest_blobs for later hash/pointer cutover. Migration-only; do not

* fix(storage): v138 alembic statement tuple + always-recompute delete_after
Codex FAIL on #3729: drop the runtime semicolon splitter (comment `;`
broke upgrade) in favor of an explicit _UPGRADE_STATEMENTS tuple like
v137, and fire partner_files_set_delete_after BEFORE INSERT OR UPDATE
so a direct UPDATE of delete_after cannot desync the retention clock.
Stub PG16 tests cover idempotent apply and the overwrite behavior.

* fix(storage): grant runtime INSERT on manifest_blobs.storage_url
Claude FAIL on #3732: partner-uploads cutover writes storage_url, but
v126 column INSERT excluded it. Extend v138 + v111 inventory so the
runtime role can insert pointer-only rows; keep created_at ungated.

* fix(runbook): allow storage_url INSERT in v126 grant verify
v138 grants INSERT on fsma.manifest_blobs.storage_url for partner-uploads
pointer rows. The verify runbook treated that grant as NOT READY; require
storage_url INSERT and keep created_at INSERT denied.
* fix(retention,schema): wire v138 partner deleted_at + regenerate snapshot
Live DB retention gate failed: partner_files / partner_file_derived /
partner_file_deletion_log carry deleted_at but _RESOURCE_RELATIONS left
every policy unwired (#2900). Add RetentionPolicy entries, map them to
the public relations, and route soft/hard/cleanup SQL through
_sql_target. Skip deletion_log in the cleanup sweep (append-only audit).
WS-2c schema parity: regenerate docs/schema/expected_schema.json for the
three new tables; raw_bytes nullable on fsma.manifest_blobs is intentional
for pointer-only storage_url cutover (v138 payload check).
* fix(v138): grant DELETE on partner_files for retention sweep
Hard-delete cleanup needs DELETE on partner_files and
partner_file_derived as regengine; keep deletion_log append-only.
Update v111 cutover inventory so re-apply keeps the grants, and prove
the runtime role can purge an expired structural row.
* fix(v140): reparent partner-file storage onto v139
Merge main (v139 / e7a1c9d2f4b0 from #3741) and point the partner-file
storage retention migration at that head so alembic has a single head.
