feat(billing): list/founding plan catalog + env (A-2155/A-2158) - #3720
List monthly resolves STRIPE_PRICE_LIST_MONTHLY, falling back to deprecated STRIPE_PRICE_GROWTH_MONTHLY during the alias period. Founding uses STRIPE_PRICE_FOUNDING_MONTHLY only.
Annual is OPEN: price_annual=None; list/founding annual requests 400 ("not configured"), never fall back to monthly.
Pilot is one-time only: constants + _resolve_pilot_price_id; no recurring plan and no checkout quantity/webhook credit in this PR.
Enterprise remains sales-only with null prices/env and unlimited limits.
Every plan features list includes an EPCIS export Preview line.
list.facilities=-1 / founding.facilities=-1 (subscription quantity later); events_per_month=50000 retained from prior growth, with CTE caps marked OPEN.
Pricing page contract
list_plans still returns id/name/price_monthly/price_annual/features/limits.
list now also carries ga_monthly=999, partner_monthly=499, ga_annual=null, partner_annual=null.
Synthetic base entry mirrors list monthly amounts for the page's historical tier id.
Annual remains null until C.Lee approves annual pricing (OPEN); no invented Standard/Premium dollar SKUs (standard/premium omitted).
product_status: "Beta" on every payload.
Pricing page files are untouched — Claude owns the page follow-up.
Environment
New empty entries in .env.example for list/founding/pilot/metered price ids; deprecated aliases commented out. No real Stripe IDs committed.
docs/operations/FSMA_RAILWAY_DEPLOYMENT.md updated to the new env names.
Broader stripe ingestion suite and tests/billing pass locally.
TruffleHog scan of changed files: 0 verified/unverified secrets.
Scope / rollout
Redis mapping remains the sole subscription store.
No deploy, Railway, Stripe dashboard, secrets, frontend pricing page, or ~/agent-middleware-api changes.
Checkout facility quantity and pilot webhook credit are follow-up PRs.
Review
Codex reviews this PR.
Second-engine PASS + green CI required; no admin merge.
Note
Medium Risk
Changes canonical billing plans, Stripe price env resolution, and webhook price-to-plan mapping—revenue-critical paths—with a transitional alias period that operators must configure correctly in Railway.
Overview
Replaces the self-serve growth/scale Stripe catalog with list ($999/mo per facility) and founding ($499/mo per facility), keeps enterprise sales-only, and maps legacy plan ids (growth, starter, scale, etc.) to list while premium routes to sales.
Price resolution uses new env vars (STRIPE_PRICE_LIST_MONTHLY, STRIPE_PRICE_FOUNDING_MONTHLY, pilot and metered ids) with a transitional fallback from deprecated STRIPE_PRICE_GROWTH_MONTHLY to list monthly. Annual checkout for list/founding now 400s when annual is unset (no monthly price substitution). Adds one-time pilot fee constants plus _resolve_pilot_price_id and _plan_for_stripe_price (including pilot and deprecated growth monthly reverse-map); facility quantity checkout and pilot webhook credit are explicitly out of scope.
GET /plans adds pricing-page compat fields (ga_monthly / partner_monthly, null annuals), a synthetic base mirror of list, and product_status: "Beta" on every plan. Docs (.env.example, Railway runbook) and tests are updated to match the new catalog and alias period.

Walkthrough
The Stripe billing catalog replaces Growth and Scale with monthly-only List and Founding plans. It adds pilot price resolution and reverse mapping, updates legacy aliases, and rejects annual price requests when no annual price is configured. The plan-list response adds Beta status and compatibility pricing fields, including a synthetic Base entry. Environment templates and billing tests reflect the updated catalog and pricing behavior.
The billing behavior is mergeable with follow-up to restore the plan-mismatch test’s protection. Pilot payments do not grant subscription access through this webhook path.
Security architecture risk: Moderate · up to b4a75
The catalog change affects paid-access state, not just displayed prices. Legacy checkout recovery and rollback compatibility need attention. Facility-count billing also remains deferred, although the reviewed evidence does not establish a new access-control bypass.
Retained concerns
Medium · reliability · inferred: Legacy price recognition is removed before checkout recovery is demonstrably drained. Unlike the base, the head does not consult Scale monthly or Growth/Scale annual price variables. If a delayed or redelivered checkout references one of those prices and it is not also configured under a retained mapping, verification persists incomplete status and an empty plan identity. Subsequent status-only updates do not reconstruct that identity. This can disrupt paid-access state during rollout; the existence of affected production sessions remains unknown.
Security review details
Security Blast Radius
inferred — The identified transition risk affects tenant billing records processed against the changed catalog. A public caller can select a configured plan, but the reviewed flow does not introduce authority to choose another tenant or an arbitrary Stripe price.
Trust Boundaries and Controls
observed — Pilot is outside the recurring plan catalog, and the live checkout route remains subscription-mode. Completion begins with incomplete status when no subscription is present. Recognizing pilot prices in the reverse lookup therefore does not establish a reachable one-time-payment path to recurring entitlements in this PR.
Resilience and Maintainability Implications
observed — The existing webhook machinery buffers early subscription updates, checks event timestamps, deduplicates deliveries, and releases failed processing claims for retry. Mapping and lookup writes are not one atomic transition, but that characteristic predates this PR and is not retained as an introduced concern.
Hardening Proposals
proposed — Separate prices permitted for new checkout from legacy prices accepted when verifying previously issued sessions. Retire verification mappings only after the relevant completion and redelivery window is accounted for, and include persisted plan identities in the rollback contract.

Preserve legacy price mappings for in-flight checkouts
If a Scale checkout (or an annual Growth checkout) was created before deployment but completes or settles afterward, its configured Stripe price now reverse-maps to None. In webhooks.py, _handle_checkout_completed consequently writes status="incomplete" and an empty plan even when Stripe reports an active subscription and settled payment, causing the subscription gate to deny a paying customer access. Retain reverse mappings for previously sold prices during the transition; disabling new purchases through _resolve_price_id does not require rejecting existing purchases.

Avoid overriding the portal return URL with an empty value
For environments populated from this example, leaving this non-secret setting empty disables the billing portal even after Stripe credentials are configured. Both portal handlers in routes.py read it with os.getenv("STRIPE_PORTAL_RETURN_URL", DEFAULT_PORTAL_RETURN_URL), which returns the empty string rather than the default, and _validate_redirect_url then raises HTTP 400 (missing_redirect_url). Comment out this optional setting or supply the existing valid default so callers that omit a return URL can still manage their subscriptions.

Restore exact response-key assertions.
The current subset assertion accepts unexpected fields for every plan. The /plans route emits compatibility fields only for list and base; exact per-plan assertions would prevent internal fields from leaking into the public response.

Minor · Functional Correctness · Quick win
Mismatch test no longer exercises the claim-versus-Stripe-truth branch.
The metadata claim at line 646 is "scale". _normalize_plan_id now maps scale to list. The Stripe price price_growth_m also maps to ("list", "monthly"). So stripe_plan == plan_id, and the stripe_plan_metadata_mismatch branch in _handle_checkout_completed never runs.
The test passes without checking the H2 control. This control stops a client-supplied metadata.plan_id from overriding the plan the Stripe price maps to.
Use a claim that normalizes to a different canonical plan, for example "founding" or "enterprise". Keep the assertion that the stored plan is list.
Proposed fix
- "plan_id": "scale", # claim richer than what was paid+ "plan_id": "enterprise", # claim richer than what was paid

Pilot prices unlock paid access
Medium Severity
_plan_for_stripe_price now treats configured pilot Price IDs as a catalog match (pilot / one_time). The existing checkout webhook already treats any successful reverse-map as Stripe-side truth and will persist that plan and keep an entitling status. Identifying a pilot Price therefore grants paid access instead of failing closed, even though this PR does not add pilot checkout or webhook credit handling.

Amounts: list $999/mo, founding $499/mo; pilot constants 200000 / 150000 cents; PILOT_DURATION_DAYS=90, PILOT_CONVERT_WINDOW_DAYS=30.
Stale $832 / $1999 / $1666 (and annual growth/scale) removed from PLANS; tests assert they are gone.
Stripe Price IDs from env only (STRIPE_PRICE_LIST_MONTHLY, STRIPE_PRICE_FOUNDING_MONTHLY, pilot envs); deprecated growth monthly alias only as fallback; no hardcoded live Price IDs; no secrets in code (.env.example placeholders empty).
Annual correctly OPEN (None) and 400s without falling back to monthly (#2928 preserved).
Facilities -1 (quantity-driven) for list/founding; checkout quantity deferred to follow-up (documented).
No outreach copy changes.
Tests pin approved dollars only; env stubs are test Price env values, not invented product data.
Compared PR-owned commits only (merge of main at 3b79fed excluded from the verdict surface). The sole PR-specific change is in services/ingestion/tests/test_billing_usage_routes.py: test_get_usage_returns_current_period_row now expects response.plan == "list" when the stored mapping still says growth, matching PLAN_ALIASES["growth"] = "list" and get_usage's _normalize_plan_id call. That alias resolves to the A-2155 list SKU ($999/mo), not a different price, and does not bypass per-facility quantity (facilities remain quantity-driven / -1; quantity wiring is the follow-up checkout PR).
Catalog unchanged from prior PASS: list $999, founding $499, pilot $2,000 / $1,500 (30-day convert), 90-day pilot constants present. No 83200 / $832 and no catalog $1999 / 199900 price_monthly reintroduced by the main merge (the existing amount_due: 199900 in the invoice-list test fixture was already present at 04afc74 and is not a plan price). Stripe Price IDs remain env-only; no live secrets (tests use sk_test_123 placeholders; .env.example values are empty).
Commits since prior PASS are main-only: #3710 supply-chain baseline, #3653 DEMO-DOC-ID removal, #3724 SC2155 export split, plus this merge.
Two-dot check: git merge-tree --write-tree f8c27278 a849876a tree 518f46225e8153462580caac17434fc535074daaidentical to head tree. Merge resolution adds no non-main changes.
Two-dot file list vs prior PASS: only .github/workflows/security.yml, ingest page/tests, scripts/ci/supply_chain_baseline.json. No billing/plan/stripe path changes.
Prior PASS on catalog/prices stands. Base main accepted.

Preserve legacy Stripe price aliases during the catalog cutover.
The previous catalog supported STRIPE_PRICE_GROWTH_ANNUAL, STRIPE_PRICE_SCALE_MONTHLY, and STRIPE_PRICE_SCALE_ANNUAL. The new reverse lookup omits them. A delayed or redelivered checkout event can therefore set an existing subscription mapping to status="incomplete" and plan_id="". The subscription gate denies incomplete, so the subscriber can lose access.
Keep the legacy price IDs mapped until an explicit Stripe migration completes. This does not enable new annual checkout.
