feat(billing): checkout facility quantity per facility (A-2155) - #3726
143 passed locally; broader ingestion Stripe suite also green.
Required before merge: second-engine PASS + green CI; no admin merge. Codex reviews this PR.
Note
Medium Risk
Touches Stripe checkout quantity, subscription mapping, and entitlement limits—incorrect quantity or metadata could mis-bill or mis-enforce facility caps, though validation and Stripe-side quantity reconciliation reduce exposure.
Overview
This PR wires per-facility billing into Stripe checkout for the new list and founding plans (building on the catalog/env rename from growth/scale). Checkout accepts optional facility_count, validates 1–100, uses it as the subscription line item quantity, and echoes facility_quantity in session/subscription metadata and the API response while amount stays the unit monthly price.
The Next.js billing checkout proxy forwards facility_count to ingestion. Webhooks and subscription refresh persist facility quantity (preferring the list/founding line item over metered add-ons), and get_subscription exposes it as facilities_limit when known. Legacy plan aliases still resolve to list with the same quantity behavior; annual checkout now 400s instead of silently using monthly prices.
Also included: /plans compatibility fields for the pricing page, pilot price constants/helpers (checkout credit deferred), docs/.env.example for new Stripe price IDs, and a fix so an empty STRIPE_PORTAL_RETURN_URL falls back to the default portal URL.

Walkthrough
The Stripe catalog now uses List and Founding as self-serve plans, maps legacy aliases, and supports pilot price resolution and deprecated List price fallback. Annual requests without configured annual prices return an error. Checkout validates facility quantities for List and Founding and sends the quantity to Stripe. Subscription status uses a positive stored facility quantity when available. Configuration examples, deployment documentation, package exports, and billing tests are updated.
Legacy-price checkout events may fail to establish entitlements, and multi-facility customers can see an incorrect subscription limit. Resolve or explicitly accept both billing risks before merging.
Security architecture risk: Moderate · up to 5f2fe
Tenant isolation and payment-verification controls remain in place. However, billed facility quantities do not reach stored subscription state, and older checkouts can lose price recognition during rollout. These gaps can make reported limits and paid-access state inconsistent with completed purchases.
Retained concerns
Medium · architecture · observed: The new quantity contract has a producer and reader but no persistence owner. Checkout sends the billed facility quantity to Stripe, while completion and subscription-update handlers omit it from tenant subscription state. Subscription reporting consequently falls back to -1 for List and Founding instead of the purchased quantity. This creates billing-state ownership drift; it is not evidence of a current facility-count authorization bypass because the inspected paid-access gate checks status only.
Medium · reliability · inferred: The catalog transition also removes recognition of historical Scale and annual prices from checkout verification. A legacy checkout completing after deployment can therefore persist an incomplete subscription with an empty plan despite successful payment, affecting the paid-access gate. The handler acknowledges that outcome, so ordinary duplicate delivery does not repair it. A later subscription refresh or status event can restore active status but does not reconstruct plan identity. Exposure depends on outstanding legacy sessions and configured prices, which were not supplied; this is not a claim that all existing subscribers lose access.
Security review details
Security Blast Radius
observed — Anonymous checkout initiation already exists. The new attacker-controlled field selects a billed quantity between 1 and 100; it does not select an existing tenant. Authenticated checkout binds to the principal's tenant, while anonymous completion uses server-side bindings or provisions a new tenant.
Trust Boundaries and Controls
observed — Checkout ignores body-supplied tenant identity for binding. Subscription reads require billing.subscription.read and principal-bound tenant resolution, which rejects a mismatched tenant. The quantity and alias changes do not replace these identity controls.
observed — Webhook processing requires a configured secret and valid Stripe signature before deduplication and dispatch. Checkout completion verifies the subscription's actual price and requires settled payment before persisting an entitling status.
Resilience and Maintainability Implications
observed — Existing lifecycle controls include releasing webhook claims on handler failure, rejecting older subscription events, and skipping refresh for terminal customer-deletion state. These controls do not synchronize quantity or repair an unrecognized plan; successful catalog-gap handling is acknowledged rather than retried as a failure.
Hardening Proposals
proposed — Give verified subscription-item quantity an explicit persistence owner and synchronize it through completion, updates, and recovery. Bind the quantity to the recognized facility-billing item so unrelated add-on quantities cannot become facility limits.
proposed — Separate prices offered for new checkout from prices recognized for historical purchase verification, and define a rollout and rollback window that covers outstanding sessions and replayed events.

Full details: Title check
Explanation
The title names the main change: per-facility checkout quantity for billing, tied to A-2155. The changeset adds facility_count to checkout, uses it as the Stripe line-item quantity, and returns facility_quantity. The title is specific, follows the conventional commit style, and is under 72 characters. It omits the catalog rework, but that is expected for a short title.
Full details: Description check
Explanation
The description follows the template's main sections in substance. It has a Summary with bullet points, and it states the facility quantity behavior, metadata handling, and out-of-scope items. The Test Plan lists the four test files and says 143 tests passed. The Type of Change checkboxes are not ticked, and the Checklist and Related Issues sections are missing. The description also links PR #3720 as a dependency, but it does not give a formal Related Issues entry. The description is mostly complete, so the check passes, but the author should tick the Type of Change box (New feature, or Enhancement) and complete the Checklist and Related Issues sections.

Incremental code (vs 04afc747) — looks good
facility_count → Stripe line_items[].quantity for list/founding; default 1; reject <1 and >100 before Stripe.
Metadata facility_quantity on session + subscription; response keeps unit amount and exposes facility_quantity.
get_subscription prefers stored quantity over plan limit -1.
No stale $832/$1999; Price IDs still env-only; no outreach; no secrets.
FAIL — stacked base incorrect
Expected: base = deepseek/billing-catalog (#3720) so the GitHub diff is qty-only.
Actual: base = main. PR Files changed includes the catalog commit; stack contract broken.
Commits are stacked on the branch tip, but the PR must be retargeted before merge/review re-check.
Retarget base to deepseek/billing-catalog (or to main only after #3720 merges and the PR shows a single incremental commit), then request a delta re-review.
Codex flagged the invoice list test still using a literal Scale $1,999
cents value. Both sample invoice amounts now come from
PLANS list/founding price_monthly * 100, and the mapping plan_id is list.

Persist facility_quantity during checkout completion.
_handle_checkout_completed stores initial_mapping without facility_quantity. For facility_count=3, get_subscription therefore reports the plan fallback -1 instead of 3.
Add the field to the webhook mapping and assert it in the completed-checkout test.

Claimed fix vs prior FAIL — verified
Prior FAIL (bbc9e78 / review 5686008544) was stacked-base only. Lead superseded retarget; base main accepted for this review.
Invoice fixture delta: list_cents / founding_cents derived from PLANS[...]["price_monthly"] * 100; no 199900 literal; mapping plan_id is list. Good.
Still correct
List $999 / founding $499 per facility in PLANS; facility_count → Stripe line_items[].quantity (default 1, reject <1 / >100); metadata facility_quantity; response unit amount unchanged.
Price IDs env-only; no secrets; tests use Stripe/mock placeholders only (no invented GLNs/phones/addresses).
FAIL — catalog rename breaks usage test
CI Ingestion full suite (xdist signal) on this head: services/ingestion/tests/test_billing_usage_routes.py::test_get_usage_returns_current_period_row — AssertionError: assert 'list' == 'growth'.
The test stores plan_id: "growth" and asserts response.plan == "growth", but A-2155 _normalize_plan_id correctly aliases growth → list. Update that assertion (and any sibling growth expectations in the same file) to expect list when documenting the alias, or store list and assert list. Do not weaken the alias.
Fix the usage test, push one commit, request delta re-review.

Delta vs prior FAIL (b3ad65c1)
test_billing_usage_routes.py::test_get_usage_returns_current_period_row now asserts response.plan == "list" with a comment that stored growth is normalized via PLAN_ALIASES. Prior FAIL cleared.
Merge 9bc91d14 brought main (incl. #3710 supply-chain baseline for regengine:ci, #3680 EPCIS tenant predicates, #3625 operator key masking, #3653 DEMO-DOC-ID removal). No billing regressions in that merge; #3710 addresses the prior unrelated repo-root red.
Re-checked (unchanged, still good)
List $999 / founding $499 per facility; facility_count → Stripe quantity (default 1, reject <1/>100); invoice fixtures from PLANS[*].price_monthly * 100 (no 199900).
Price IDs env-only; Stripe/mock placeholders only; no invented GLNs/phones/addresses. Base main accepted.
Render monthly-only tiers and use monthly checkout.
The billing contract intentionally returns null annual amounts. The pricing page currently requires numeric annual amounts, so it removes both the list and synthetic base tiers before rendering. If that gate is relaxed without changing checkout, PricingCheckoutButton still defaults to annual, which the billing service rejects because annual prices are unconfigured. Accept monthly-only tiers, render their monthly prices, and pass billingPeriod="monthly" for this page.

Persist verified facility_quantity on checkout and subscription.updated,
refresh it in get_subscription, and forward facility_count through the
frontend checkout proxy. Keep SCALE monthly reverse-mapped to list for
in-flight sessions; leave annual/pilot unmapped. Harden portal empty-env
fallback and tighten plan-list assertions.
Only list/founding (incl. alias) item quantities count as facility
quantity so metered add-ons cannot shrink facilities_limit. Align
test_stripe_plans_1342 with the scale-monthly / fail-closed pilot
reverse-map contract.

Price contract (unchanged / locked)
Same catalog as #3720 on this head: list $999/mo, founding $499/mo per facility; pilot $2,000 / $1,500 (30-day convert), 90-day duration constants; annual OPEN (400, no fallback). Public compat amounts still 999/499. No public price drift.
Does not trust client tenant inventory for billing quantity.
Tip b9ec9c41: _extract_subscription_facility_quantity prefers quantity on the list/founding (or alias) catalog item only — metered add-ons can no longer shrink facilities_limit. Metadata fallback retained; never invents a default.
Reverse-map suite synced with scale-monthly / fail-closed annual+pilot contract (same as #3720).
