SEL-616: Compliance degrades when readiness/summary returns 503 - #3740
Fixes the Compliance Dashboard blank-page failure when GET /api/v1/inflow-workbench/readiness/summary returns 503 (SEL-616). The page now keeps Import readiness / setup paths visible as sectional unavailable states instead of treating every load error as a full-page crash.
Root cause (prod)
The 503 is not a missing workbench table or _raise_persistence_unavailable path. Auth fails beforereadiness_summary runs.
Evidence (Railway RegEngine-Prod, QA window ~15:39–15:46Z Oct 28):
Repeated event="api_key_tenant_status_lookup_failed" for key_id="rge_inflow_read_bridge"
Error: permission denied for table tenants on SELECT status FROM tenants WHERE id = CAST($1 AS uuid)
Same timestamps as HTTP 503 on /api/v1/inflow-workbench/readiness/summary
Code inventory:
services/shared/auth.py → get_tenant_status → 503 detail "Authentication service temporarily unavailable" on lookup exception
services/shared/api_key_store.py runs SELECT status FROM tenants ...
v111 REGENGINE_COLUMN_GRANTS grants regengine only SELECT (id) on public.tenants — notstatus
Full SELECT on public.tenants is only on regengine_sysadmin
RLS policy tenants_runtime_own is fine once column privilege exists and app.tenant_id is set (already done in the store)
Triage suspected workbench persistence; prod logs show the bridge-key auth path cannot read tenants.status.
What this PR changes (in-scope)
frontend/src/app/dashboard/compliance/page.tsx — score and workbench failures stay sectional; Import readiness shows an unavailable / retry state; setup paths remain when the score is down
frontend/src/lib/api-hooks.ts — documents that callers must treat readiness 503 as unavailable, not a blank page
Tests in dashboard-load-errors.test.tsx for the degrade path
Does not touch router_policy.py, server/main.py, settings/products/audit-log/notifications (Codex SEL-614/615). Does not change auth or migrations (outside allowed files).
DevOps action required (prod DB)
Until this grant lands, readiness/summary will keep returning 503 even after this UI fix.
Apply a migration (or audited one-off) that adds:
GRANTSELECT (status) ON TABLE public.tenants TO regengine;
Update the closed allowlist so a future v111 cutover does not revoke it — extend REGENGINE_COLUMN_GRANTS["public.tenants"]["SELECT"] from ("id",) to ("id", "status") (new migration preferred over editing applied history).
Confirm RLS tenants_runtime_own is present and the bridge request sets app.tenant_id before the status lookup (already true in code).
Retest: signed-in Compliance Dashboard → readiness/summary should return 200 (empty summary is fine for a workspace with no preflight run). Confirm Railway no longer emits api_key_tenant_status_lookup_failed for rge_inflow_read_bridge on that path.

Overview
Fixes SEL-616 so a failing compliance score or workbench readiness/summary call no longer blanks the whole Compliance Dashboard.
Compliance page splits score vs Import readiness failures: score errors show a sectional "We could not load the compliance score." banner while Import readiness stays on screen with an unavailable message and Retry import readiness (or inline Retry when the score loaded). When only the score path is down, a dedicated Import readiness card still appears above setup content; the setup panel can show even when the score request failed. Readiness 401 must not look like an empty healthy workspace (no placeholder "No saved preflight run yet" / open-fix counts).
fetchWorkbenchReadinessSummary gains a doc note that callers should treat HTTP failures (especially 503) as sectional unavailability, not a full-page crash.
Tests cover readiness 401 (single attempt, auth-shaped error), dual score/readiness failures, and the unauthorized-readiness UI guardrails; the compliance load-error test expectations move from full-page to score-specific messaging.

Root cause of the prod 503 is outside this PR (regengine lacks SELECT
on tenants.status for the bridge-key auth path). Soften the Compliance
Dashboard so a score or workbench readiness failure stays sectional
instead of blanking the page, and document the DevOps grant in the PR.

Walkthrough
The compliance dashboard now handles compliance-score errors separately from workbench-readiness errors. When readiness fails, the dashboard can show an inline unavailable message and retry control while retaining the score view. When no score is available, the Import readiness panel remains visible after loading ends. Tests cover score and readiness failures, including HTTP 401 and 503 responses. A comment documents how callers should handle readiness HTTP failures.
The dashboard can hide available readiness information after a score refresh failure and can temporarily report no open fixes before readiness loads. Resolve these states before merging.

(1) Degrade UX: score and readiness failures are independent. Score errors always use sectional ErrorState + Retry (not full-page blank). Readiness isError → unavailable copy + Retry (never paints as compliant / empty success). Soft path is status-agnostic (any readiness HTTP/network error), not 503-only — still surfaces unavailable; score path remains the hard alert. Tests cover score retry, dual-fail (401 score + 503 readiness), and no “We could not load this page.”
(2) Proposed SQL correct and minimal: GRANT SELECT (status) ON TABLE public.tenants TO regengine matches get_tenant_status (SELECT status FROM tenants …). v111 has column grant SELECT (id) only (no table SELECT for regengine); extend REGENGINE_COLUMN_GRANTS["public.tenants"]["SELECT"] to ("id","status") via a new alembic+supabase migration — do not ad-hoc and do not broaden to table-level SELECT. Out of this PR’s file scope; required separately for prod 503.
(3) tenants.status is a lifecycle label (active/trial/suspended/archived) — not secrets/PII. RLS tenants_runtime_own (FORCE) scopes SELECT to app.tenant_id; store already sets context before the lookup. Column grant is safe.

Fallback readiness ignores pending state
Medium Severity
The new score-down Import readiness strip branches only on readinessFailed. While the workbench query is still pending, that flag is false, so the strip renders the success empty state (No data yet, 0 open fixes, export not eligible). apiFetch retries 503s for a couple of seconds, and a faster score failure (for example 401) opens this window before the sectional unavailable UI appears.

Show Import readiness when a score refetch fails.
When a score request succeeds and a later poll fails, TanStack Query keeps the prior score alongside scoreError. The !score condition hides this readiness card, while Line 528 hides the other readiness card. The dashboard then shows only the score error even if readiness is available. Render the readiness card independently of whether cached score data exists. (tanstack.com)

Do not report zero open fixes before readiness loads.
If the score request fails while readiness is pending, workbenchSummary is null and this card displays 0 open fixes. No readiness result supports that count. Show a loading or unavailable value until a summary exists, and apply the same rule to the score-present card at Lines 609-614.

* fix(db): grant regengine SELECT (status) on tenants (v139 / SEL-616)
Auth for Compliance Dashboard readiness fails in prod because
api_key_store selects tenants.status while v111 only granted SELECT (id).
Add alembic + supabase v139 with column-level SELECT (status) only, extend
the v111 REGENGINE_COLUMN_GRANTS inventory so cutover keeps it, and test
that regengine never gets table-level SELECT on tenants.
Do not apply to prod without C.Lee approval via DevOps. Pairs with #3740.
* fix(sel-616): allowlist v139 revision hex in secrets scan
detect-secrets Hex High Entropy String on the alembic revision id
assertion is a false positive; same pragma already used on the sibling
revision asserts in this file.
Delta re-review: since the previous PASS at 7a2c1bc (by claude), the only change is a clean main merge (includes #3743/#3736/#3741); PR diff unchanged.
Match #3707 wording: Preview stays evaluation-only without saying GA.
Refresh copy-lint baseline so the gate matches the scan.
Signed-off-by: Christopher Sellers <1@christophersellers.com>
Delta re-review of Claude's copy-gate tip only (head unchanged).
trust/page.tsx: Preview detail is not GA → has not reached general release (clears the live-claim hit on that line).
scripts/copy-lint/baseline.json: --update-baseline refresh. Tip vs parent regenerates to a single reduction (trust/page.tsx live-claim 1→0). Other baseline deletions match findings already absent on the tip-parent tree vs a stale main baseline (epcis-unlabeled / invented-entity / sandbox / dash-placeholder allowlist rows dropped, not added). No new allowlist for GA/certified/compliant/guaranteed/customer-count/pricing claims. Gate --gate vs main baseline exits 0; tip baseline == regenerated scan.
Merged main into the branch (no conflicts) and pushed a17d3ac.
Failing checks before this push:
Passwordless Auth E2E failed because the e2e backend had no ADMIN_DATABASE_URL set. That was a CI config problem, not this PR. Main fixed it in ci(frontend): set ADMIN_DATABASE_URL for e2e backend #3749, and the merge brings that fix in.
PR Gate: Frontend and the CI/Frontend Status Gates only failed because the E2E job failed. They should clear on the new run.
npm run lint: 0 errors (60 existing warnings), design-lint clean
copy-lint: pass
No code changes beyond the merge. The prod 503 still needs the DevOps grant described in the PR body (SELECT on tenants.status for regengine). That is auth/DB work, so I left it alone.
api-hooks: a 401 from readiness/summary is rejected after one request (no retry), and the error carries status 401.
Compliance page: score loads but readiness returns 401. The page shows the unavailable state, not placeholder data like 'No saved preflight run yet' or '0 open fixes'. I broke that branch on purpose and confirmed the test fails.
Full vitest after the change: 1650 passed, 1 expected fail, 2 skipped. Lint 0 errors.
Note: the page does not send the user to sign-in on a 401. It shows the same unavailable state as a 503. Adding a redirect would mean changing auth handling, so I didn't.

Cached score hides readiness strip
Medium Severity
The Import readiness fallback only mounts when scoreError is set and score is missing. React Query keeps the last successful score after a later refetch fails, and score content still requires !scoreError, so a poll failure after a good load hides both the main card and the fallback. Import readiness disappears again.
The reason will be displayed to describe this comment to others. Learn more.
In-flight readiness looks successful
Medium Severity
The score-error Import readiness strip treats any non-isError result as a real empty snapshot. While fetchWorkbenchReadinessSummary is still running — including apiFetch retries on 503 — workbenchSummary is null, so the strip shows “No saved preflight run yet”, 0 open fixes, and export not yet eligible instead of unavailable or loading.
Readiness 401 rejects once with a machine-readable auth status, and the
Compliance page shows the unavailable state instead of placeholder
readiness data when only readiness is unauthorized.
