fix(ingestion): align FDA CSV export KDE columns (C3) - #3722
Phase B item C3: align ingestion POST /api/v1/export/fda CSV columns with the compliance sortable KDE set (fallback path: expand FDA_CSV_HEADER rather than a full compliance delegate).
New columns: Reference_Document, TLC_Source_Reference, Immediate_Previous_Source, Additional_KDEs_JSON (harvester/field extras). Row builder uses row.get so it works before or after the shared KDE joins PR (#3721).
EPCIS stays Preview. No compliance completeness claim. No partner data. No production deploy. SEL-549 and SEL-590 holds unchanged.

Note
Medium Risk
Changes FDA records-request CSV shape and serialization on the ingestion export path; preview-labeled but format mistakes could affect downstream compliance workflows once populated via #3721.
Overview Phase B (C3) expands ingestion POST /api/v1/export/fda so its CSV matches the compliance sortable KDE column set, without delegating to the full compliance generator yet.
The header gains Reference_Document, TLC_Source_Reference, Immediate_Previous_Source, and Additional_KDEs_JSON (harvester/field extras serialized as sorted JSON when present). Row mapping uses row.get for those fields so exports stay valid before shared KDE join work lands.
CSV assembly moves from manual comma-joining (with comma-to-semicolon hacks) to csv.writer, so multi-key JSON in Additional_KDEs_JSON stays parseable after download. Empty exports still return header-only output with the updated header.
Adds test_epcis_export_fda_csv_c3.py covering the new columns, reference/TLC population from synthetic fixtures, empty export, and JSON round-trip through CSV quoting.

Walkthrough
The FDA CSV export adds columns for reference documents, TLC source references, immediate previous sources, and additional KDE JSON. The export populates these columns from row data and serializes selected field and harvester details as sorted JSON. It uses csv.writer to serialize rows. Tests check header order, populated values, CSV parsing, and header-only output for an empty export.
The new FDA export columns may stay empty in production unless the underlying query supplies the KDE data. The exported lot code can also be interpreted as a spreadsheet formula. Resolve both before merging.
Security architecture risk: Low · up to 268a1
The export gains columns and proper CSV quoting without changing its authentication or tenant isolation. A reportable spreadsheet-formula issue remains in lot-code output, but it predates this PR and no broader exposure was identified. Population of the new fields depends on a separate query change that was not reviewed here.
Retained concerns
No architecture-level concerns identified.
Security review details
Security Blast Radius
inferred — An attacker authorized to ingest events can influence lot codes included in exports for that credential's tenant. The export query is tenant-wide rather than scoped to an individual uploader, so another authorized exporter can encounter a tainted row. Spreadsheet effects occur when a recipient opens the file and can follow subsequent file sharing; the evidence does not establish cross-tenant database access or server-side execution.
Security Findings and Attack Paths
observed — The retained reportable injection finding follows attacker-influenced persisted traceability lot codes into an unsanitized CSV cell and then spreadsheet formula interpretation. CSV ingestion checks minimum lot-code length and provides advisory integrity warnings, while the export writes the stored lot code directly. This condition predates the PR: the base endpoint emitted the same unsanitized field under the same tenant-bound loading path. Proper CSV quoting does not fix it, but no materially greater authority or independently attackable scope was established for this change.
Trust Boundaries and Controls
observed — The FDA route retains its API-key-backed tenant-context dependency. Tenant resolution uses authenticated principal identity, rejects conflicting caller tenant claims, and supplies the tenant used by the event and KDE query filters. These controls bound database access but do not neutralize hostile spreadsheet content inside otherwise authorized tenant data.
Resilience and Maintainability Implications
observed — The existing export guardrails remain: storage failure returns 503 rather than a misleading empty export, and results exceeding 50,000 events return 413 rather than a silently truncated file. The serializer change does not alter these completeness and failure-containment controls.
Hardening Proposals
proposed — Apply the shared formula-safety policy to externally controlled identifier cells at the final CSV boundary, including Traceability_Lot_Code, while preserving original identifiers in storage. Validate hostile-prefix behavior through CSV parsing rather than treating structural quoting as formula protection.

⚠️Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.
Test the authenticated tenant boundary independently of the request body.
_tenant_ctx copies tenant_id from the POST body, and both endpoint tests replace the database loader. These tests cannot detect an export that uses a caller-supplied tenant ID. Use a fixed authenticated test tenant, then add unauthenticated and mismatched-tenant requests that exercise the tenant passed to the loader.
As per path instructions, “Security-relevant changes need negative-path tests: unauthenticated access, cross-tenant access, invalid input, and replay,” and tenant IDs must come from the authenticated principal rather than the request body.

Load the new KDE values before exporting them.
_query_tenant_events selects none of reference_document, tlc_source_reference, immediate_previous_source, or the fields used for Additional_KDEs_JSON. Its returned rows therefore make all four new columns empty. The populated test cannot detect this because it replaces _load_export_rows with rows that contain those keys. Add tenant-scoped KDE joins or another explicit data source before reporting these columns as exported. (raw.githubusercontent.com)

Preserve JSON and reference values with CSV serialization.
When field_id and harvester_name are present, json.dumps produces an object with a comma between members. This line changes that comma to a semicolon, so Additional_KDEs_JSON is not JSON. Lines 745–747 also change commas inside reference values. Use csv.writer to quote cells instead of changing their contents; the existing compliance exporter demonstrates this approach. Preserve JSON syntax when serializing additional KDEs
When an export row contains two or more additional KDEs, replacing every comma with a semicolon corrupts the JSON object separators. The new harvest fixture already demonstrates this: its field ID and harvester name produce {"field_id": "FIELD-SVF-7"; "harvester_name": "Salinas Valley Farms LLC"}, which fails json.loads. Commas inside KDE values are also silently changed. Serialize the row with a CSV writer that correctly quotes the intact JSON, and extend the fixture test to parse Additional_KDEs_JSON rather than only checking for a substring.
FAIL — FDA CSV header/row wiring and synthetic C3 tests look right, and pairing with #3721 is disclosed, but Additional_KDEs_JSON is not valid JSON whenever ≥2 additional KDEs are present.
Blocking
services/ingestion/app/epcis_export.py:728 / :749 — json.dumps(...) then sanitize_cell(...).replace(",", ";") turns {"field_id": "FIELD-SVF-7", "harvester_name": "..."} into {"field_id": "FIELD-SVF-7"; "harvester_name": "..."} (JSONDecodeError). Column name and PR copy claim a JSON blob; the naive ,.join CSV builder cannot carry commas. Fix: use csv.writer quoting (preferred) or stop calling the cell JSON until quoting lands. Add a test with ≥2 additional keys that json.loads the cell.
Emit multi-key Additional_KDEs_JSON via csv.writer without comma→semicolon
replacement so the cell round-trips through json.loads after csv read.

Extra probe (not in suite): KDE values with commas, embedded quotes, and newlines round-trip through csv.reader + json.loads to the original dict; other cells with commas/quotes/newlines survive when read via csv on the full buffer (io.StringIO). json.dumps escapes newlines inside the JSON cell, so the cell itself stays single-line.

Keep the test tenant independent of the request body.
The fixture turns body["tenant_id"] into the test principal’s tenant. A cross-tenant request therefore cannot test whether the export ignores an unauthorized body tenant. Use a fixed principal tenant, then assert that a different body tenant does not affect the tenant passed to the loader. Exercise unauthenticated access without the authentication override. Delta re-review: since the previous PASS at 995a117 (by hermes), the only change is a clean main merge (includes #3743/#3736/#3741); PR diff unchanged.
Merged main into this branch. There were no conflicts. Local checks (Python 3.11): pytest services/ingestion/tests -n auto passed (rc=0).
Still blocking: SAST (Semgrep). I stopped here because the fix is in FDA export code.
The OWASP hard gate reports one finding this PR introduces: python.django.security.injection.csv-writer-injection at services/ingestion/app/epcis_export.py (the writer.writerow([...]) in the FDA CSV builder, around line 744). Main's version of the file has no such finding, because it built rows by joining strings. I reproduced it with semgrep --config p/owasp-top-ten on this head.
Several cells go out without sanitize_cell: event_type, TLC, quantity, unit, GLNs, temperature and sha256. The likely fix is to run every cell through sanitize_cell. That's safe for GLN, hash and numeric values, which never start with = + - @. Watch negative temperatures, though: sanitize_cell may prefix -5, so check what FDA-sortable output expects. The alternative is a justified # nosemgrep on that call.
The Docker Build (monolith) failure on the old head was a canceled run.
