feat(billing): pilot webhook fields + A-2159 credit (A-2155/A-2159) - #3730
Prices unchanged: list $999, founding $499, pilot $2000/$1500; no annual; no $1999 tier.
pilot_active entitles Beta 90 days; the shared gate downgrades expired pilots to pilot_expired so the API and supplier portal both deny after the term; credit via customer balance with a per-pilot Stripe idempotency key.
High Risk
Changes Stripe checkout, webhooks, customer balance credits, and paid-access gating—any bug affects billing accuracy or who can use the product.
Overview
Replaces the growth/scale self-serve catalog with list ($999/mo) and founding ($499/mo) billed per facility via Stripe subscription quantity, with legacy plan IDs aliasing to list and annual checkout returning 400 (no silent monthly fallback). Adds one-time pilot checkout (mode=payment, standard $2000 / convert_30 $1500), webhook state (pilot_active, 90-day current_period_end, convert window), and A-2159 pilot-fee customer balance credit when a settled subscription checkout follows.
Checkout and webhooks persist facility_quantity (capped at 100 on self-serve checkout); subscription reads expose it as facilities_limit. /plans adds pricing-page compat fields (ga_monthly / partner_monthly, synthetic base) and product_status: Beta. subscription_gate and the supplier portal now admit unexpired pilot_active, downgrading expired pilots to pilot_expired. Ops docs and .env.example document new Stripe price env vars (including deprecated growth monthly fallback for list).

Walkthrough
The billing catalog replaces Growth and Scale with List and Founding, retains Enterprise, and adds standard and convert-30 pilot prices. Checkout supports one-time pilot payments and facility quantities for recurring plans. Webhooks store pilot and subscription mappings, track facility quantities, and apply eligible pilot credits. Environment examples, deployment configuration, entitlement checks, supplier portal status checks, and tests are updated.
Resolve the webhook paths that can restore stale subscription state or grant pilot access to non-pilot payments, and restore exact plan-list test coverage before merging.
Security architecture risk: Moderate · up to 7d302
This changes how payments grant access and issue credits. Delayed events can restore previously revoked access, and concurrent processing can overwrite newer access decisions. Existing signature and tenant checks limit exposure but do not preserve state ordering.
Retained concerns
Medium · security · inferred: A delayed settled pilot event can restore pilot_active after customer deletion or subscription cancellation. Customer deletion removes customer/subscription lookups but leaves the session binding usable. The pilot handler does not reject terminal state or older events; it preserves existing subscription state only while that state is already entitling. It can therefore restore access and recreate customer routing until the original pilot term expires. Unlike the base checkout path, this new path grants access without retrieving a current recurring subscription.
Medium · security · inferred: The new conversion-credit helper persists the entire caller-supplied billing snapshot after Stripe accepts the balance transaction. With overlapping webhook workers, a cancellation or customer deletion can land during that call and then be overwritten by the older snapshot, restoring active state, older ordering metadata, and lookup bindings. Event-ID deduplication does not serialize distinct events for a tenant, and Stripe credit idempotency does not protect entitlement writes. Deployment concurrency is unverified.
Security review details
Security Blast Radius
inferred — The supported concerns affect a resolved tenant's billing entitlement and dependent paid API and supplier-portal access. They require genuine signed payment events and relevant prior billing state; arbitrary unsigned requests or cross-tenant access are not established.
Security Findings and Attack Paths
inferred — A delayed settled pilot event can resolve through a surviving session binding after customer deletion, replace the denied status with pilot_active, and restore customer routing. First delivery or a distinct asynchronous-success event is not prevented by same-event deduplication. Expiry bounds the restored pilot access but does not preserve revocation.
Trust Boundaries and Controls
observed — Checkout derives existing-tenant identity from the principal, ignores client tenant claims for routing, and uses configured Prices. Webhooks verify signatures and reject tenant-metadata mismatches. These controls constrain identity abuse but do not validate transition freshness.
observed — Pilot access requires paid or no-payment-required status. Missing, invalid, and expired pilot end times are denied by the shared expiry check; the supplier portal fails closed on entitlement uncertainty in production.
Resilience and Maintainability Implications
observed — Credit eligibility rejects explicitly unsettled, nonpositive-paid, already-applied, and expired-window cases. A stable tenant/pilot-session idempotency key is submitted to Stripe, limiting duplicate-request risk. This is separate from local entitlement consistency, and live retry semantics were not verified.
Hardening Proposals
proposed — Apply billing transitions through a tenant-scoped atomic freshness and terminal-state check. Persist credit completion as a conditional field update rather than rewriting entitlement snapshots, preserving newer revocations and identity changes.

Add Stripe idempotency for concurrent pilot-credit events.
For a subscription checkout, both checkout.session.completed and checkout.session.async_payment_succeeded reach _handle_checkout_completed, which calls the credit helper. Webhook deduplication uses event.id, so distinct deliveries are not serialized. Both can read pilot_credit_applied=false and create a negative balance transaction.
The pilot mapping’s session_id is later overwritten by the subscription mapping. Persist the pilot session separately and use it for the idempotency key. A caught mapping-write failure does not itself trigger a same-event retry because the helper returns normally.

Do not replace an explicit zero amount with the catalog fee.
allow_promotion_codes: True permits a 100%-off promotion. Stripe can then report amount_total == 0 with payment_status == "no_payment_required". The webhook marks that pilot as pilot_active, replaces zero with the catalog fee, and the next subscription checkout applies that fabricated fee as a customer-balance credit.
The catalog fallback is documented for an absent amount, so preserve it for missing values while treating an explicit zero as zero.

Preserve subscription state when processing pilot events.
Redis HSET merges the tenant hash, but the pilot payload overwrites every field that it contains. Both checkout event types reach this handler. A late or redelivered pilot event can overwrite a converted subscription and reset pilot_credit_applied to "false". The next subscription checkout can then apply the pilot credit again.
Unlike _update_subscription_status, this handler does not read the existing mapping or apply the last_event_created guard. Reject stale events, preserve existing non-pilot subscription fields, and retain pilot_credit_applied == "true".

A non-converting pilot keeps pilot_active access after its 90-day term. Deny pilot_active once current_period_end has passed.
The gate reads only status from Redis, and it allows pilot_active without a time check. The pilot checkout handler writes current_period_end 90 days after session creation, but no code on the gate path reads that field. No code moves a tenant off pilot_active by time. A pilot has an empty subscription_id, so the subscription refresh path and the pending-update path do not apply to it. The scheduler has no billing or pilot logic. After day 90, the tenant keeps passing the gate. This is a paid-entitlement expiry gap, not an attacker-driven authorization bypass.
Proposed fix
Replace the Redis read in _check_subscription_and_redis_health. Add datetime and timezone imports if the module does not already import them.
- status = client.hget(f"billing:tenant:{tenant_id}", "status")- redis_circuit._record_success()- return status, True+ status, period_end = client.hmget(+ f"billing:tenant:{tenant_id}", "status", "current_period_end"+ )+ redis_circuit._record_success()+ if status and status.lower() == "pilot_active":+ try:+ expired = not period_end or datetime.fromisoformat(period_end) <= datetime.now(timezone.utc)+ except ValueError:+ expired = True+ if expired:+ status = "pilot_expired"+ return status, True
Update the comment in require_active_subscription to match the new behavior:
- # A-2155/A-2159: ``pilot_active`` is written only after a settled- # one-time pilot payment and covers the 90-day pilot term. The gate- # does not evaluate ``current_period_end``; expiry is handled by the- # billing state (a later event moves the tenant off pilot_active).+ # A-2155/A-2159: ``pilot_active`` is written only after a settled+ # one-time pilot payment. The health check rewrites an expired pilot to+ # ``pilot_expired``, which is not in this set and is denied.
allowed_statuses = {"active", "trialing", "pilot_active"}

Restore an exact plan-ID assertion in test_returns_all_plans_with_expected_shape.
The old test required the exact plan-key set. The new subset check {"list", "founding", "enterprise", "base"} <= set(by_id) passes even if list_plans emits an invented tier, for example standard or a $1,999 SKU. The PR objective states that no new tier is allowed. The response set is fully determined by PLANS plus the synthetic base entry, so an exact equality check is safe.
As per path instructions: "Flag tests that were weakened, skipped, or loosened (broader asserts, removed tenant checks, xfail) to make a change pass."

Require a pilot signal before a payment-mode session grants pilot_active.
mode == "payment" alone sends a session to _handle_pilot_checkout_completed. That handler writes status = "pilot_active" for the 90-day pilot term once the payment settles. Any one-time Checkout session on the Stripe account reaches this branch, including a Payment Link or a product other than the pilot. Such a session can grant pilot entitlement without a pilot purchase.
The webhook processes only Stripe-signed deliveries. The sender is therefore a real Stripe customer who completes a non-pilot one-time session. The repository creates payment-mode sessions only for pilot checkouts, so exposure depends on one-time products or Payment Links that exist on the Stripe account.
Treat a payment-mode session as a pilot only when plan_id == "pilot" or a reverse-mapped pilot Price matches. Otherwise, log an error and return without granting entitlement.
Proposed change to the pilot predicate
- is_pilot_checkout = (- str(session.get("mode") or "") == "payment"- or plan_id == "pilot"- or _session_price_ids_are_pilot(session)- )+ is_pilot_checkout = plan_id == "pilot" or _session_price_ids_are_pilot(session)+ if not is_pilot_checkout and str(session.get("mode") or "") == "payment":+ logger.error("stripe_payment_session_not_pilot_ignored", session_id=session_id)+ return
Confirm that no dashboard-created Payment Link or one-time product on this Stripe account should reach this handler.

The comment says the gate does not evaluate current_period_end and that billing state handles expiry. This is now false. _check_subscription_and_redis_health downgrades an expired pilot_active to pilot_expired (Lines 188-199). Persist only pilot_credit_applied after the credit. Do not rewrite the full mapping snapshot.
The credit helper writes its stale full mapping after the Stripe call. A concurrent subscription webhook can update the Redis hash during that call. The later write can restore older status and last_event_created values.
_store_subscription_mapping merges fields with Redis HSET, so a partial mapping is sufficient.

Both credit tests use mappings without pilot_session_id. Both tests assert the customer_id fallback key. The production path always writes pilot_session_id, and the key pilot-credit:{tenant_id}:{pilot_session_id} is never asserted. A regression in that path would not be caught. Add one case where the mapping carries pilot_session_id="cs_x" and the expected key is pilot-credit:<tenant>:cs_x.

Codex review — pilot webhook + A-2159 credit (A-2155/A-2158/A-2159)
Head re-verified: 783852505c2bc68f7e8b2aec5dca3e18da009ac5.
What looks correct
Pilot checkout: mode=payment, quantity forced to 1 (1 facility); fees $2000 / $1500; 90-day current_period_end from session created + PILOT_DURATION_DAYS*86400 (UTC).
convert_30 window: pilot_convert_window_end from session created + 30 days; credit skipped when variant==convert_30 and end <= now (UTC, fail-closed on bad timestamps); standard pilot clears stale window (Bugbot 3a2bdf4b).
A-2159 credit: negative Customer.create_balance_transaction (applies to next/first invoice); gated on settled payment + paid cents; pilot_credit_applied + Stripe idempotency_key=pilot-credit:{tenant}:{session}; only on entitling subscription checkout.
Webhook signatures still verified via stripe.Webhook.construct_event + STRIPE_WEBHOOK_SECRET before handling.
Gate/supplier portal: pilot_active allowed only while current_period_end not past.
No stale $832/$1999 in this diff (tests assert absent); Price IDs env-only; no outreach; no secrets committed.
FAIL blockers
Stacked base incorrect: expected base deepseek/billing-checkout-qty (#3726); actual base main. GitHub diff is the whole stack, not pilot-only. Retarget before merge.
Pilot variant prefers checkout metadata over Stripe Price when metadata is present._handle_pilot_checkout_completed uses metadata.pilot_variant whenever it is standard/convert_30, and only falls back to _pilot_variant_for_price_ids when metadata is absent/invalid. That breaks the stack’s own “Stripe-side truth” rule used for subscription plan mapping: a convert_30 Price with standard metadata skips the 30-day window; a standard Price with convert_30 metadata invents a window. When expanded line items (or subscription price IDs) reverse-map to a configured pilot Price, Price must win; metadata only when no pilot Price can be resolved.
Nits (non-blocking once blockers fixed)
subscription_gate comment still says the gate does not evaluate current_period_end, but _check_subscription_and_redis_health does for pilot_active.
After Stripe credit succeeds, Redis persist failure returns False while Stripe already moved money; idempotency key covers retries — keep the loud error (already present).
Retarget base + fix variant derivation from Price, then delta re-review.

Assert the credit flag from a fresh subscription mapping.
The current mapping is the backing dictionary in fake_redis.hashes. The helper mutates it before calling _store_subscription_mapping, so a no-op persistence write can still pass the test. A reread detects the issue only if the helper receives a copy.

Codex FAIL on #3730: metadata.pilot_variant won whenever it was
standard/convert_30, so a convert_30 Price with standard metadata could
skip the 30-day window and the reverse could invent one.
Price reverse-map now wins whenever a configured pilot Price resolves.

Apply the pilot credit before the initial subscription invoice is finalized.
The conversion route creates a mode="subscription" Checkout Session. The webhook waits for settled payment, then calls stripe.Customer.create_balance_transaction. Stripe defines payment_status="paid" as funds available, and customer balance is applied when an invoice is finalized. Therefore, the conversion invoice is already paid before this credit is created. The credit remains available for a later invoice instead of reducing the promised conversion charge.
Apply the eligible credit from a pre-finalization path such as invoice.created, or use an invoice-specific Checkout credit mechanism. Do not create it only from checkout.session.completed.

⚠️Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.
Resolve the pilot Price for unexpanded webhook sessions.
Stripe does not return Checkout Session line_items by default. The checkout event passes its session object directly to this handler, so resolved_price_ids is normally empty and the new Price-over-metadata rule never runs. If a convert_30 Price arrives with standard metadata, the handler omits the 30-day window and can grant a credit after that window. Retrieve the session’s line items before selecting the variant, and test the unexpanded event shape. (docs.stripe.com)

Codex delta review — pilot webhook + A-2159 credit (A-2155/A-2158/A-2159)
Head re-verified: 7d302345b38481b6761c7c46ef3e1d391a6196d9.
Claimed fixes vs prior FAIL — verified
Prior FAIL (7838525 / review 5686009010): stacked-base superseded by Lead (base main accepted); metadata-over-Price blocker fixed.
_pilot_variant_for_price_ids returns Optional[str] (None when unmapped). _handle_pilot_checkout_completed: Price wins when reverse-mapped; metadata only when unmapped (with stripe_pilot_variant_unmapped_price_fallback warning); mismatch logs stripe_pilot_variant_metadata_mismatch; no mapped Price + no metadata fails closed to standard.
New tests: price wins over standard metadata, price wins over convert metadata, unmapped fallback with structlog assert. Invoice fixture same PLANS-derived pattern (no 199900).
Gate comment updated to match current_period_end evaluation for pilot_active.
Still correct vs A-2158
Pilot fees $2000 / $1500 convert_30; 90-day term; quantity forced to 1; A-2159 negative balance credit with idempotency; convert window fail-closed; webhook signature still verified. No stale $832/$1999. Data-free Stripe/mock placeholders only.
CI Ingestion full suite (xdist signal) on this head: test_billing_usage_routes.py::test_get_usage_returns_current_period_row — assert 'list' == 'growth'.
Stack introduces growth→list alias without updating that usage assertion. Fix in this PR (or land the #3726 fix first and merge main in) before PASS. Do not weaken the alias.
Note (non-blocking for this billing review): Repo-root security/RLS/isolation suite also red on test_check_supply_chain.py::test_real_tree_passes_with_committed_baseline (image-digest on .github/workflows/security.yml:872regengine:ci). This PR does not touch that workflow; treat as unrelated main/baseline drift unless it blocks required checks at merge time.

Late pilot settlement skips conversion credit
High Severity
A subscription checkout that arrives while the prior pilot is still unsettled skips the A-2159 credit, and the later pilot settlement path never retries it. After an ACH/SEPA pilot, conversion can complete first; when checkout.session.async_payment_succeeded later marks pilot_payment_settled, _handle_pilot_checkout_completed only preserves the live subscription and does not call _apply_pilot_credit_if_eligible. The customer paid the pilot and converted, but the balance credit is never issued unless they check out again.

Conversion checkout clears live pilot
High Severity
An unpaid or unverifiable subscription checkout overwrites a tenant's existing pilot_active status and 90-day current_period_end with incomplete. Credit is correctly skipped, but the paid Beta term is not preserved, so a converting pilot loses API and portal access for the whole ACH wait—or permanently if they abandon checkout. The same hash is also updated by later customer.subscription.updated / .deleted events.
Module stripe-billing logger was already bound with production
processors, so structlog.testing.capture_logs() missed the
price-wins-over-metadata warnings even though the handler logged them.
Use an uncached wrap_logger, matching the missing-handlers suite.
a337085 is a clean merge of main (2nd parent c770b2b, ancestor of origin/main). All 15 files vs 1st parent took main's blob; no unique conflict resolutions.

Fixture _uncached_webhook_logger (autouse): monkeypatch restores webhooks_mod.logger after each test; matches the established test_stripe_webhook_missing_handlers_1189 pattern (structlog.wrap_logger(None, cache_logger_on_first_use=False)). Enables capture_logs() to see price-over-metadata warnings already emitted by the handler — observability fix, not a behavior mask. No cross-test leakage concern.

Conversion checkout revokes paid pilot access
High Severity
An unsettled subscription checkout overwrites a live pilot_active mapping with incomplete and a blank current_period_end. A converting pilot who pays by ACH or SEPA loses the remaining paid 90-day term immediately, and a later async_payment_failed never restores it.
