fix(edi): release the ISA13 claim when an interchange is not stored - #3782
ISA13 claim released when nothing was stored.check_and_record_interchange claims the ISA13 before content validation and ingest, and nothing released it. Any rejection after reservation, server error (e.g. the CSV/EDI import 500), or 201 with every event rejected left the claim for the 7-day TTL, so the partner's corrected resend got 409 "already processed — no events were ingested". New dedup.release_interchange, applied to both EDI endpoints through a decorator plus a request-scoped contextvar, so the route bodies are not reindented and this merges cleanly with fix(ingestion): give EDI events the shipping KDEs validation requires #3781.
edi_ingestion/routes.py:85 loaded app.edi_ingestion.rejection_log, which does not exist in the consolidated server (app is services/graph/app), so every logged EDI rejection returned 500. Now resolved relative to __package__, keeping the lazy lookup the tests rely on.
Follow-up once #3780 merges: drop the ("edi_ingestion/routes.py", "app.edi_ingestion.rejection_log") entry from PENDING_ELSEWHERE in test_no_absolute_app_imports.py (that file is not on main yet).

Medium Risk
Changes partner-visible dedup behavior on the critical EDI ingest path; incorrect release could allow duplicate ingest or wrongly clear another request’s claim, though owner-only Lua and event idempotency keys mitigate the latter.
Overview ISA13 dedup no longer blocks partner retries after failed ingest. Redis reservations now store a per-request claim token instead of a static placeholder, and release_interchange deletes the key only when that token still owns it (Lua compare-and-del). Both ingest_edi_856 and ingest_edi_document wrap with _release_isa13_unless_stored, which tracks claims in a contextvar and releases them on exceptions or when ingestion_result.accepted is zero—so content rejections after reserve, ingest errors, and “201 with no accepted events” no longer leave a 7-day 409 on corrected resends.
Consolidated-server fix: EDI rejection logging now imports .rejection_log relative to the ingestion package instead of app.edi_ingestion, avoiding 500s when app is the graph service package.
New tests cover resend after rejection, ingest failure, all-rejected responses, and concurrent/timeout Redis edge cases for release semantics.

The ISA13 dedup claim is taken before content validation and ingest and
was never released, so a rejection after reservation, a server error, or
a 201 with every event rejected left the claim in Redis for 7 days and
the partner's corrected resend got 409 "already processed — no events
were ingested". Both EDI endpoints now release the claim unless at least
one event was accepted.
Done with an endpoint decorator and a request-scoped contextvar rather
than wrapping the route bodies, so the routes are not reindented.
Also resolve the EDI rejection log relative to its package: in the
consolidated server ``app.edi_ingestion`` does not exist (top-level
``app`` is services/graph/app), so every logged EDI rejection was a 500.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Redis deduplication reservations now store request-specific claim tokens. Both EDI ingestion endpoints track the reservations made during each request. They release those reservations when ingestion raises or returns without accepted events. Tests cover rejection, exceptions, zero-accepted-event responses, and token-matched release behavior.
Failed or empty EDI ingests now release their ISA13 claim, so partners can retry. In rare cases, such as an error after the database commit, the claim can be released even though events were stored. A resend with changed content could then be stored as new events. Dedup keys are also shared across tenants. Resolve or explicitly accept these before merging.
Security architecture risk: Moderate · up to b8d04
Request-specific ownership checks protect concurrent reservations, and unsuccessful ingestion can now be retried without waiting seven days. Shared reservation keys still permit cross-tenant blocking under existing conditions, but that exposure predates this PR. Exception-driven cleanup also makes recovery depend more explicitly on downstream event idempotency.
Retained concerns
No architecture-level concerns identified.
Security review details
Security Blast Radius
inferred — The existing collision exposure crosses tenants that share the Redis namespace and matching envelope identifiers. A caller satisfying ingestion authorization and partner checks can reserve a matching tuple through an accepted submission, causing another tenant's submission to receive 409 for up to seven days. The independently affected unit is a matching interchange tuple, not unrestricted access to another tenant's stored data.
Security Findings and Attack Paths
observed — The retained cross-tenant denial-of-service finding predates this PR. Base and head use the same tenantless reservation key and the same authorization path. Cleanup reduces reservation retention after failed or empty ingestion; no introduced or materially worsened exposure was established for this finding.
Trust Boundaries and Controls
observed — Both endpoints require edi.ingest permission and resolve the tenant from the authenticated principal. Conflicting tenant overrides are rejected. Envelope consistency and trading-partner checks precede Redis access, but the tenant-specific allowlist is permissive when unset and does not isolate the shared key namespace.
Resilience and Maintainability Implications
observed — The exception cleanup path can release a reservation after durable storage, because ingestion commits before session cleanup and response construction. Identical normalized retries are bounded by tenant-scoped persistence idempotency and advisory locks, rather than Redis alone. These controls do not prove deduplication for a changed submission using the same ISA13, and deployed database constraints were not independently verified.
Hardening Proposals
proposed — As separate hardening, scope reservation keys to the authenticated tenant and apply that identity consistently to acquisition and release. Define migration behavior for existing global keys so the namespace change does not silently remove replay protection during rollout.

Keep the ISA13 claim after the database commit succeeds.
ingest_events commits at services/ingestion/app/webhook_compat.py:557. Cleanup then runs in the finally block at lines 567-568 (next(db_gen, None)). The rollback handler at lines 563-565 does not cover that block. An exception raised after the commit therefore propagates to the endpoint. The same applies to any exception raised after ingest_events returns, such as in the response path at routes.py:785-804.
_release_isa13_unless_stored in services/ingestion/app/edi_ingestion/routes.py:115-119 releases every reserved claim on any exception. The events from that request are already committed. A corrected resend with the same ISA13 then bypasses dedup and can create duplicate records.
Release a claim only when persistence has not committed. Have ingest_events mark the commit point, or track it in the request-scoped list, so the decorator keeps claims after that point. Add a test that raises after the commit and asserts that the claim is retained.

Track only confirmed Redis reservations.
When Redis is unavailable, check_and_record_interchange fails open with (False, None), but _enforce_envelope_integrity still appends the identifiers to _reserved_interchanges. Since release_interchange later performs an unconditional delete using a fresh Redis client, request A can delete request B’s reservation after Redis recovers. A later replay can then bypass the deduplication claim.
Return an explicit reserved flag that is true only after SET NX succeeds, and append to _reserved_interchanges only when that flag is true. Add a regression test for the Redis-unavailable-then-recovered sequence.
This is a narrow race, not a major-impact failure. The direct impact is temporary loss of deduplication protection, and the module documents downstream CTE-hash idempotency as a fallback.

A claim is only recorded after check_and_record_interchange returns not-duplicate. The 409 duplicate path and the 422/403 envelope and allowlist rejections raise before the append, so a duplicate request can never release the first request's ISA13.
The wrapper releases on any exception, and on a response whose ingestion_result is None (advisory rejection) or has accepted == 0. It keeps the claim when at least one event was accepted. Both success paths return EDIIngestResponse(ingestion_result=...), so a stored document never loses its claim.
functools.wraps keeps the endpoint signature, so FastAPI still builds the Form/File dependants, and the new tests go through the real router. The contextvar is set and reset per request, and _enforce_envelope_integrity runs in the same context (sync call in an async endpoint).
_record_edi_rejection now does a package-relative import_module, which fixes the consolidated-server app shadowing.
Local (box): EDI + r3 fixture suites 271 passed, 3 skipped (main 265 plus the 6 new tests). test_edi_date_reject_resend.py 11 passed. CI: all relevant checks green; only Engine Review Pass and PR Blocker Checklist / Head SHA Check Guard are red, and Head SHA Check Guard / status passes.
Non-blocking:
release_interchange deletes the key unconditionally. If Redis errored during the check (fail-open, nothing set) but is reachable at release, this can delete a key a concurrent request set. Consider returning a "was_set" flag from check_and_record_interchange and only recording the claim then.
BaseException also covers CancelledError. A disconnect after ingest_events commits releases the claim, and the event-hash idempotency is then the only guard against a resend. That is acceptable but worth a comment.
An advisory-mode rejection now frees the ISA13, so an identical resend writes a second rejection-log row. This is probably intended.
The PENDING_ELSEWHERE entry in #3780 for this import can be dropped once this lands.
check_and_record_interchange returns (False, None) both for a real
claim and when it fails open on a Redis error, so a request that never
held the claim could still DELETE the key at release. After a transient
SET failure that removes a concurrent retry's claim, and a later replay
can ingest the same interchange again.
Store a per-request token as the key's value and release through
compare-and-delete. A request without the claim is now a no-op, and a
SET that landed but lost its reply is still freed. A plain "was set"
flag would leak that second case for the full 7-day TTL.

CodeRabbit minor, routes.py:488-491 (track only confirmed reservations), and review note 1: fixed in this commit, with an owner token instead of the suggested flag. A reserved / was_set flag stops the stray delete, but it can't tell a failed SET from one that landed and lost its reply. That second case would hold the claim for the full 7-day TTL and turn the partner's resend into a false 409. Compare-and-delete handles both.
CodeRabbit major, routes.py:95-131 (keep the claim after commit): the finding is real but I'm not making the code change. An exception after db_session.commit() in ingest_events (session cleanup, or building the response) does free the claim for stored events. An identical resend still can't store them twice: the event hash fields are unchanged and the (tenant_id, idempotency_key) unique indexes stop it. So the failure is lost ISA13 dedup in a narrow window, not duplicate records. One gap remains: a resend with changed content gets a new key and would be stored as new events. Closing that means passing a commit signal through ingest_events, the shared write path, which is too much for this window. The _release_isa13_unless_stored docstring now records the behaviour. If you'd rather close it anyway, that's a separate change.
Review note 2 (BaseException covers cancellation): the same docstring now covers it, as you suggested.
Review note 3 (advisory rejection frees the ISA13): intended. Nothing was stored, so a second rejection-log row for an identical resend is correct.
Review note 4 (PENDING_ELSEWHERE entry in #3780): not changed here, because it can only be dropped once this PR lands.
Scope the EDI deduplication key to the authenticated tenant.
_dedup_key builds the Redis key from the ISA sender, ISA receiver, and ISA13 values only. check_and_record_interchange and release_interchange do not take a tenant argument. Two tenants that submit the same envelope identifiers therefore share one key. If the first tenant's interchange is accepted, its claim remains. The second tenant then receives HTTP 409 duplicate_interchange, and its events are not stored. Repository guidelines require Redis keys to be tenant-scoped.
The partner allowlist does not prevent this collision. verify_trading_partner_allowed permits every sender when the tenant's EDI_PARTNER_ALLOWLIST_TENANT_<ID> variable is unset. The token check in release_interchange prevents one request from deleting another request's claim. It does not isolate tenants.
Include the authenticated tenant ID in the reservation and release path:
_dedup_key in services/ingestion/app/edi_ingestion/dedup.py: include the tenant in the key.
check_and_record_interchange and release_interchange: accept the tenant and pass it to _dedup_key.
_enforce_envelope_integrity and the reserved tuple in wrapper in services/ingestion/app/edi_ingestion/routes.py: store the tenant with each claim so the release call computes the same key.
Add a test in which two tenants submit the same ISA sender, receiver, and ISA13. Assert that both tenants can ingest.

No merge-blocking defect found. The Lua compare-and-delete protects another request's claim, including when Redis applies SET but its reply is lost. Both endpoints release claims after rejection or failure and keep them when ingestion reports accepted events.
Non-blocking:
Tests omit cancellation, advisory rejection, partial acceptance, and post-commit failure and retry. The last matters because exception cleanup releases the claim even after a commit and then relies on database idempotency.
Dedup keys have no tenant scope, so identical sender, receiver and ISA13 values across tenants can cause cross-tenant 409s. This predates the PR.
Verification was code inspection only. Codex did not run the tests because its Python had no pytest.
