fix(edi): scope the ISA13 dedup key by tenant - #3810
_dedup_key built edi:interchange:{sender}:{receiver}:{isa13} with no tenant. Two tenants receiving the same sender, receiver and ISA13 collided: the second got a 409 "already processed" with nothing ingested.
The key is now edi:interchange:{tenant}:{sender}:{receiver}:{isa13}. tenant_id is a required first argument on _dedup_key, check_and_record_interchange and release_interchange, and routes.py passes it through, including the reserved-claim tuple that _release_isa13_unless_stored hands to release_interchange. The two dedup warning logs now include the tenant. The fail-open behaviour on Redis errors is unchanged.
Decision: leave them. They are no longer read and expire on their own within the 7-day TTL. No migration and no dual read.
They can't be rekeyed, because they don't record which tenant they belong to.
Reading them as a fallback would keep the cross-tenant 409 alive for up to 7 more days, which is the bug being fixed.
The cost: an interchange first seen before the deploy and resent within the TTL gets past Redis (checked against real Redis, see Verification). It then reaches the (tenant_id, idempotency_key) unique indexes on the event tables, which stop an identical resend from storing twice. The idempotency key is a content hash, so an identical resend produces the same key. The partner sees a success response rather than a 409. This is the same fallback the module already documents for its fail-open case.
Old and new keys can't collide. A new key starts with a tenant UUID (36 characters) where an old key had a GS sender ID (15 characters at most).
A rollback behaves the same way in reverse: old code ignores new keys and they expire.
Tests
Two tenants with identical sender, receiver and ISA13 both get 201, on /ingest/edi and /ingest/edi/document, with two distinct keys.
A true replay within one tenant still gets 409 duplicate_interchange, on both routes.
A rejection under one tenant doesn't touch the other tenant's claim.
Unit test that _dedup_key differs across tenants.
With the tenant temporarily removed from the key, the collision, claim-scoping and key tests all fail.
Verification
python3 -m pytest services/ingestion/tests -q --no-cov passes (Python 3.11 from requirements.lock). The live-Postgres tests skip locally.
Against real Redis, using dedup.py from the production image: tenants don't collide, replay is detected, TTL is 604800, the release Lua script only deletes the owner's claim, the other tenant's claim survives, and a resend after an old-format key is not blocked.
Combined production-image verification (2026-11-05): built with current main and PRs #3781, #3813, and #3817, using Postgres 17 and Redis 7 with no import shim. Both EDI routes stored one event per tenant for identical sender, receiver, and ISA13; true replay within either tenant returned 409. A future-dated document returned 400, and its corrected resend stored successfully. A complete record closed tenant A's gap while tenant B's stayed open. The FDA CSV export returned 200. These runtime results depend on the KDE fixes in #3781 and #3817; they do not broaden this PR's diff.
Medium Risk
Changes EDI ingestion dedup semantics and Redis key shape; mis-scoping would either restore cross-tenant 409s or weaken replay detection, though event-table idempotency still backs fail-open paths.
Overview
Fixes a cross-tenant false duplicate where two tenants ingesting the same partner envelope (identical GS sender/receiver and ISA13) shared one Redis key, so the second tenant could get 409 duplicate_interchange with nothing stored.
The interchange dedup key is now edi:interchange:{tenant}:{sender}:{receiver}:{isa13}. tenant_id is required on _dedup_key, check_and_record_interchange, and release_interchange; _enforce_envelope_integrity passes sender_tenant_id, and the ISA13 release tuple includes tenant so claim release stays tenant-scoped. Dedup error logs now include tenant.
Within-tenant replay behavior is unchanged (409 on true retransmission). Tests cover two tenants with the same envelope both succeeding, per-tenant 409 replay, and rejection/release not affecting another tenant’s claim.

The ISA13 dedup claim is taken before content validation and ingest and
was never released, so a rejection after reservation, a server error, or
a 201 with every event rejected left the claim in Redis for 7 days and
the partner's corrected resend got 409 "already processed — no events
were ingested". Both EDI endpoints now release the claim unless at least
one event was accepted.
Done with an endpoint decorator and a request-scoped contextvar rather
than wrapping the route bodies, so the routes are not reindented.
Also resolve the EDI rejection log relative to its package: in the
consolidated server ``app.edi_ingestion`` does not exist (top-level
``app`` is services/graph/app), so every logged EDI rejection was a 500.

check_and_record_interchange returns (False, None) both for a real
claim and when it fails open on a Redis error, so a request that never
held the claim could still DELETE the key at release. After a transient
SET failure that removes a concurrent retry's claim, and a later replay
can ingest the same interchange again.
Store a per-request token as the key's value and release through
compare-and-delete. A request without the claim is now a no-op, and a
SET that landed but lost its reply is still freed. A plain "was set"
flag would leak that second case for the full 7-day TTL.

Two tenants receiving the same sender, receiver and ISA13 shared one
Redis key, so the second got a 409 with nothing ingested. Add tenant_id
to the key and to check_and_record_interchange, release_interchange and
the reserved claim in routes.py.
Old-format keys are left to expire: they carry no tenant to rekey with,
and reading them would keep the collision alive for the TTL.

EDI interchange deduplication now scopes claims by tenant and stores a unique claim token in Redis. The ingestion endpoints track claims and release them when an endpoint raises or returns no accepted ingestion result. Tests cover claim cleanup, ownership checks, tenant isolation, and replay behavior.
Corrected EDI submissions can be rejected for up to seven days, leaving valid events missing. Release claims after partial rejection before merging.
Security architecture risk: Low · up to 103f3
Tenant-scoped reservations remove cross-tenant collisions, and ownership-checked cleanup protects concurrent requests. Authorization remains unchanged. The remaining risk is a bounded deployment tradeoff: old and new versions do not share replay reservations, while database deduplication protects identical event content rather than every payload using the same interchange number.
Retained concerns
Low · reliability · inferred: Deployment and rollback split interchange replay protection between incompatible Redis namespaces. A valid retransmission with the same tenant, sender, receiver, and ISA13 can pass a reservation held only by the other version. Database content idempotency suppresses identical events, but changed event content can be stored separately. This narrows replay containment during version transitions without expanding tenant authority.
Security review details
Security Blast Radius
inferred — The changed replay behavior affects EDI ingestion and its downstream event stores within the caller's authorized tenant. Tenant-prefixed keys remove the previous ability for matching envelope identifiers in one tenant to block another tenant's ingestion. The traced flow does not grant additional ingestion privileges.
Security Findings and Attack Paths
inferred — The namespace-transition replay concern is not an established cross-tenant or privilege-escalation vulnerability. Reaching persistence still requires edi.ingest permission, principal-bound tenancy, and envelope validation. Content-changing retransmissions can produce different database identities, but the caller already controls interchange identifiers within that authorized ingestion scope.
Trust Boundaries and Controls
observed — Request-supplied tenant values are checked against principal identity before becoming Redis key material. Envelope identifiers remain subject to mismatch and configured partner-allowlist checks. The allowlist's permissive behavior when unconfigured is unchanged, not a newly introduced control weakening.
Resilience and Maintainability Implications
observed — Atomic token comparison prevents stale or failed-open cleanup from deleting a different request's reservation. Cleanup failures are logged and leave expiration as recovery. Redis-error fail-open behavior is unchanged; the PR improves claim ownership rather than making Redis a durable acceptance ledger.

Reviewed tenant propagation through reservation and owner-token release, both route callers, Redis fail-open handling, and the legacy-key TTL decision. The focused route/envelope suite passes (41 tests); no production or test changes were made during this review. The partial-acceptance suggestion was resolved with the persistence-key evidence: blindly releasing that claim would make corrected/reordered replay unsafe. No blocking findings in the tenant-scope change.
