fix(edi): separate in-flight ISA13 claims from stored interchanges - #3811
In-flight retransmits. A claim starts as pending:<token> with a 300s TTL and becomes stored:<token> with the 7-day TTL once events are accepted. A retransmit during a pending claim now gets 503, so a partner is no longer told "already processed" about an attempt that can still fail.
Killed workers. A worker that dies between claim and commit leaves a claim that expires in 5 minutes, not a 7-day false 409. With UvicornWorker, gunicorn's --timeout 120 watches for a silent worker, not request length. It bounds this path only because nothing between the claim and the end of ingest_events awaits, so a slow ingest stops the heartbeat. If that path gains a real await, a request could outlast the 300s claim, leaving the event-table unique key as the fallback. This comes from reading the code and was not run.
Replay evidence.ingest_events ran rules on replays under a freshly minted id, writing rule_evaluations and exception_cases that pointed at no event, and counting the stored copy as a sibling of itself in mass balance. Rules and exceptions are now skipped when both stores report the event as already there. This code is shared with the other ingest_events callers.
Zero quantity. The /documentedi_non_positive_quantity 422 now writes a rejection record against the line's resolved lot.
Advisory rejection. Added the missing test for the ?strict=false release path.

409, unchanged
The production error handler reduces a 5xx to type and message, so the 503 has no structured error code. Partners get the status, the header and the message. Each 503 is also captured by Sentry when SENTRY_DSN is set. Documented in TRACEABILITY_FILE_INTAKE.md.
Deliberately not done: partly accepted interchanges
This was in scope, and I dropped it after review. Releasing the claim is not safe today. Event idempotency keys include edi_line_index, edi_isa13 and control numbers, and leave out quantity. Reproduced through the real route:
Remove a bad line and resend under the same ISA13: the remaining lines get new keys and are stored twice.
Correct a quantity in place: the keys match, the old value stands, and the response is a clean 201.
So a partly accepted interchange keeps its claim, as it does on main, and a resend gets 409. The rejected lines still need a new ISA13, and because edi_isa13 is in the keys, that path can re-store accepted lines. That also happens on main. Fixing it means a stable line identity in the key formula, which is its own change.
Known limits
Resends changing only quantity or unit are skipped by the replay check as well, because neither key covers them. Both stores already drop those values. The lost signal is the rule result: under RULES_ENGINE_ENFORCE=all such a resend is now accepted rather than rejected.
Rule rejection audit still records the candidate event id. Pre-existing.
Same event under another source: when only the canonical key matches, for example a different source or quantity, rules still run under a fresh candidate id, as on main. Evaluation rows then point at an id in no event table, and the stored row can count as a sibling. An earlier commit here anchored to the stored row, which Codex correctly blocked because it evaluated incoming values against a row holding other values. A proper fix needs a decision on how conflicting content is handled, tied to the key work.
Test plan
services/ingestion/tests: 6354 tests, 0 failed, 65 skipped (live Postgres tests among them, not run locally)
New replay tests fail with the webhook_compat change reverted
New 503 tests run with the production exception handlers installed
dedup functions against real Redis 7.4, including both Lua scripts
ruff 0.15.5 check and format on the changed code and test files
/verify on the production image with Postgres and Redis, using a 944: stored key and TTL, 409 replay, 503 with Retry-After, delete-and-resend adds no rows to event, rule_evaluations or exception_cases tables
/verify for the same-canonical-key case: a resend with another source and quantity leaves the stored canonical row and its evaluations byte-identical. A control with anchoring restored changed them.
945, multi-line partial acceptance, and a real concurrent in-flight request were not exercised at runtime
Runtime after #3813 merged: with no shim, from the source tree under uvicorn with Postgres and Redis (not the production image), a 944 returned 201 with stored: and a 7-day TTL, replay 409, pending 503 with Retry-After: 30, and a zero-quantity 856 with its own REF*LT was recorded against that line's lot. Earlier /verify runs in this PR used the production image with a since-fixed import shim.
Outside this change:
A valid 856 returned 201 with accepted=0 on the real KDE gate when last run, so the stubbed 856 tests here do not reflect production.
A zero-quantity 944 gets 422 fsma_validation_failed first, so the new rejection_id path is reached on 856 and not on that 944.
The older FSMA validation rejection paths still record the form lot.
Medium Risk
Changes partner retry semantics and Redis dedup state for all EDI intake, plus shared webhook ingestion behavior on idempotent replays; behavior is heavily tested but affects production trading-partner integration.
Overview Partner-visible dedup. ISA13 interchange dedup in Redis now uses short-lived pending: claims (300s) that flip to stored: (7 days) only after at least one event is accepted. Retransmissions while still pending return 503 with Retry-After: 30 instead of 409; confirmed replays stay 409duplicate_interchange. Failed, empty, or advisory rejections still release the claim; partial accepts keep it (unchanged resend semantics). Intake docs describe the new behavior.
Ingestion replay. When both CTE and canonical persistence report an idempotent replay, ingest_events skips rules evaluation and exception-case creation so replays do not attach evidence to minted ids or double-count lots.
Document route.edi_non_positive_quantity on /document now logs an EDI rejection against the line’s resolved lot (with needs_review / rejection_id on the 422), not only the form TLC.

The ISA13 dedup claim is taken before content validation and ingest and
was never released, so a rejection after reservation, a server error, or
a 201 with every event rejected left the claim in Redis for 7 days and
the partner's corrected resend got 409 "already processed — no events
were ingested". Both EDI endpoints now release the claim unless at least
one event was accepted.
Done with an endpoint decorator and a request-scoped contextvar rather
than wrapping the route bodies, so the routes are not reindented.
Also resolve the EDI rejection log relative to its package: in the
consolidated server ``app.edi_ingestion`` does not exist (top-level
``app`` is services/graph/app), so every logged EDI rejection was a 500.

check_and_record_interchange returns (False, None) both for a real
claim and when it fails open on a Redis error, so a request that never
held the claim could still DELETE the key at release. After a transient
SET failure that removes a concurrent retry's claim, and a later replay
can ingest the same interchange again.
Store a per-request token as the key's value and release through
compare-and-delete. A request without the claim is now a no-op, and a
SET that landed but lost its reply is still freed. A plain "was set"
flag would leak that second case for the full 7-day TTL.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Two tenants receiving the same sender, receiver and ISA13 shared one
Redis key, so the second got a 409 with nothing ingested. Add tenant_id
to the key and to check_and_record_interchange, release_interchange and
the reserved claim in routes.py.
Old-format keys are left to expire: they carry no tenant to rekey with,
and reading them would keep the collision alive for the TTL.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
A claim now starts as pending with a 300s TTL and becomes stored with the
7-day TTL once events are accepted. A retransmit during a pending claim
gets 503 with Retry-After instead of a terminal 409, and a worker that
dies mid-ingest no longer leaves a 7-day false 409.
Exact replays of stored events no longer write rule evaluations or
exception cases under an id that exists in no table. Evaluations anchor to
the persisted canonical row.
The /document zero-quantity 422 writes a rejection record.
A partly accepted interchange keeps its claim on purpose: event keys
include line position and leave out quantity, so a corrected resend could
store accepted lines twice or drop a correction.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
EDI interchange claims now have pending and stored states. The routes return HTTP 503 with Retry-After for pending duplicates, retain claims after partial acceptance, and record review-needed rejection details for non-positive quantities. Webhook ingestion skips rule evaluation when both stores identify an exact replay; other persistence combinations continue to trigger evaluation.
Retransmit handling is clearer, with 503 for in-flight interchanges and 409 for stored ones. A small residual risk remains if a request outlives the 300-second pending claim. It is mergeable with owner awareness.

No merge-blocking defect found at this head. The previous head 0c7c671e got BLOCKED from Codex: evaluation anchored to an existing canonical row while using the incoming values. Commit 46111e45 removed that anchoring.
Non-blocking:
When a CTE row is new but the canonical row exists, evaluation still uses a generated canonical id that is never persisted. This predates the PR. The new test checks that the existing canonical id is untouched, not where the evidence points.
The added tests mock Redis and persistence, so they do not exercise real claim expiry, concurrent requests, or database-backed replay.
Verification was code inspection only. Codex did not run the tests because its Python had no pytest.

Codex review of head 46111e4 (headless codex exec, read-only, full diff vs merge-base with main): FAIL.
Tenant-scoped claims and pending/stored responses improve retry handling, and the tests cover many failure paths with synthetic fixtures and mocked storage. But deployment compatibility breaks.
Defects:
services/ingestion/app/edi_ingestion/dedup.py:61 (and the call site _dedup_key(tenant_id, sender_id, receiver_id, isa13)): adding tenant_id to the Redis key makes existing seven-day dedup markers unreachable after deploy. Retransmissions of interchanges seen before deploy bypass the 409 protection, and modified or reordered lines can create extra events. Needs a read-through or migration of legacy keys, or a documented decision.
The legacy-format test (_seed_key) seeds a new-format key with an old-style value, so it does not reproduce a real pre-deploy key and masks the regression.

No merge-blocking defect found at this head. Two earlier heads got BLOCKED from Codex: 0c7c671e for anchoring evaluation to an existing canonical row, and 3654e54e for recording a zero-quantity rejection against the form lot instead of the line lot. Both are fixed. The PASS for 46111e45 went stale when main was merged in.
Non-blocking:
When a CTE row is new but the canonical row is deduplicated, rule evaluation still uses a generated canonical id that is never stored, so evaluation rows and exception cases can reference a nonexistent event. This predates the PR, and the new mixed-dedup test preserves the behavior without checking evidence linkage.
Redis tests simulate stored values and Lua results. They do not exercise real TTL expiry or overlapping requests.
Codex ran the two focused test files, and both passed.
