feat(suppliers): track data gap time to fix per supplier - #3572
Opening gaps: when validation flags a missing KDE or a failed CTE rule, ingest opens a gap event. A partial unique index (uq_data_gap_events_open) plus ON CONFLICT DO NOTHING allow exactly one open row per (tenant, supplier, lot, CTE, kind, key).
Closing gaps: a gap closes only when a record for the same lot code and CTE passes validation. closed_at, closing_record_id and closing_record_hash (the stored canonical sha256 of the closing record) are set. A record that still fails keeps the gap open.
Fail open: gap writes run after the ingest commit. Errors are logged and never block ingest. Both ingest paths are wired: webhook_router_v2/routes.py and webhook_compat.py.
Endpoint:GET /v1/supplier/gap-time-to-fix (admin service), limited to the caller's own facilities. It returns open gaps, median time to fix, the oldest open gap, at risk (open longer than 24h) and has_data.
UI: the suppliers page shows these per facility, shows "No data" for a supplier with no gap history, and cites 21 CFR 1.1455(c)(1).
No test data: no sample, seed or test records are in the app. Tests are logic and unit only, using primitive values with no made-up records.
Migration: created on deploy via Alembic
alembic/versions/20261024_41f96588d87c_v135_data_gap_time_to_fix.py (revision 41f96588d87c, down revision 1faec7148e78) creates public.data_gap_events with the same SQL as supabase/migrations/20261024060000_data_gap_time_to_fix.sql: RLS enabled and forced, tenant isolation, and no DELETE for the app role. The downgrade drops only what it created. Railway applies Alembic on deploy, so merging this PR creates the table in production. C.Lee's yes is required before merge. It has not been applied anywhere.
Until the table exists, ingest keeps working (fail open) and the endpoint returns an error, so the view shows "Gap time to fix unavailable".
At risk definition (no new DDL)
At risk means a gap on a lot listed in fsma.request_cases.affected_lots, on a request case that is not yet submitted or amended, that is still open at that case's response_due_at: opened at or before the due time and not closed by it (21 CFR 1.1455(c)(1)). The badge reads "At risk: open when FDA records response is due" with the citation next to it. The endpoint also returns at_risk_gap_count.
The old gap age check is kept only as "Internal target: fixed within 24 hours of flag" (past_internal_target), with no regulatory citation. at_risk_threshold_seconds became internal_target_seconds.
Can the app update response_due_at? No. It is set only when a case is created: POST /api/v1/requests (services/ingestion/app/request_workflow_router.py, CreateRequestCase.response_hours, default 24) computes it in services/shared/request_workflow/intake.py; the UI at frontend/src/app/requests/page.tsx always sends response_hours: 24. No route or UI edits it afterward: PATCH /api/v1/requests/{id}/scope changes scope fields only, and every other UPDATE fsma.request_cases changes status or counts. A due time FDA agrees to cannot be recorded through the app today. This PR does not add one.

Known limits
Ingest events carry no supplier id, so supplier_key is resolved through supplier_traceability_lots and falls back to unassigned.
Gap writes are not atomic with ingest, so a lost close leaves a gap open.
The endpoint aggregates in Python.
Note
Medium Risk
Introduces production DDL (RLS/grants) and hooks both ingest paths; gap writes are isolated fail-open but migration must be applied for the feature and endpoint to work.
Overview
Adds data gap time-to-fix tracking: a new public.data_gap_events table (Alembic v135 + matching Supabase SQL) records open/close lifecycle per validation gap, with a partial unique index for one open row per identity and closing receipts tied to persisted CTE SHA-256 hashes.
Ingest now queues validation outcomes on both webhook paths and calls shared.data_gap_tracking.record_outcomesafter the ingest commit (fail-open; never rolls back accepted events). Admin exposes tenant-scoped GET /v1/supplier/gap-time-to-fix for the caller’s facilities, including median fix time, 24h internal target, and at risk gaps tied to unanswered request_cases at response_due_at. Suppliers UI loads that API and renders per-facility GapTimeToFix with 21 CFR 1.1455(c)(1) citations where applicable. Route manifest and tests updated accordingly.

Open one gap event per flagged missing KDE or failed CTE validation, close it only when a passing record for the same lot and CTE arrives, and store a receipt hash of the closing record. Adds a per supplier view with open gaps, median time to fix, oldest open gap and a 24 hour at risk flag citing 21 CFR 1.1455(c)(1). Migration included but not applied.

The change records KDE and rule-validation gaps during webhook ingestion and closes gaps when accepted events include valid receipt data. A tenant-scoped endpoint returns supplier gap counts and timing summaries. The supplier dashboard displays those metrics, unavailable or no-data states, and at-risk status.
Update the schema snapshot and correct gap recording before merging. As written, backend CI fails, and some supplier gap histories or risk indicators can be lost or inaccurate.
Security architecture risk: Moderate · up to bd5bd
Tenant and facility read restrictions are preserved, but gap history can report a fix without a passing validation verdict, lose earlier supplier history during attribution, or miss outcomes after ingestion succeeds. These issues affect the integrity of the new compliance indicators rather than establishing cross-tenant access.
Retained concerns
Medium · security · inferred: The new close transition equates accepted persistence with passing validation. In the compatibility path, disabled enforcement accepts even a known critical rule failure and supplies a closing receipt with no gaps. The shared writer then closes existing gaps for that tenant, lot, and CTE. The authentic receipt does not establish that the failed validation was fixed. This newly affects gap evidence; it is not a newly introduced bypass of ingest enforcement.
Medium · architecture · inferred: A failure before a supplier lot exists is stored as unassigned. Later lot creation does not transfer that history, and another failure resolves to the facility key, which is a different unique-index identity. Facility summaries exclude the earlier unassigned row, so they can omit the original failure or understate its age and time to fix. Closing both rows together does not restore the missing supplier history.
Medium · reliability · inferred: Gap outcomes remain in memory until a separate transaction after ingest commits. Failed outcomes or the final gap commit are rolled back and logged without a durable recovery handoff in the inspected path. Interruption between transactions has the same completeness problem. Successful ingestion can therefore coexist with missing failure history or stale closure state, while summaries expose no completeness indicator. This is an intentional availability tradeoff, but it weakens the new evidence-backed indicators.
Security review details
Security Blast Radius
inferred — An authorized ingestion principal can influence gap state through event lot and CTE values within its authenticated tenant. A closing outcome updates every matching open gap for that tenant, lot, and CTE, regardless of stored supplier key; a batch can affect multiple lots. The traced endpoint exposes summaries only for the current user's facilities.
Security Findings and Attack Paths
inferred — The supported integrity path requires ingestion authority, an existing matching gap, and an acceptance policy that permits a still-failing CTE record. Such a record can receive a genuine persisted receipt and close the new gap state. Separate rule evaluations or exception entries may remain, so this does not establish deletion of all underlying compliance evidence or unauthenticated exploitation.
Trust Boundaries and Controls
observed — The endpoint requires existing user authentication, obtains tenant context, and derives facility keys using both tenant and current-user predicates. Summary queries use those keys and the tenant; an empty key list skips both queries and produces no supplier results. This supports rejecting the supplied read-authorization concern rather than inferring broader access from a missing facility list.
observed — The routed public-entrypoint changes in the two test files are a recorder stub, assertions, and route-inventory expectations. They do not themselves add production handlers or authority.
Resilience and Maintainability Implications
observed — Savepoints contain individual gap-write failures and the post-commit boundary protects accepted ingestion from gap-storage outages. The same boundary provides no durable recovery handoff in the inspected writer, so availability is preserved at the expense of gap-history completeness.
Hardening Proposals
proposed — Represent validation-pass, validation-fail, and no-verdict explicitly, independently of acceptance policy. Require a passing verdict and persisted receipt for closure; keep non-gating obligation alerts distinct from CTE validation.
proposed — Keep logical gap identity stable across supplier resolution and preserve the original opening time when attributing history. A durable outcome handoff with idempotent replay would retain ingestion availability without silently losing gap evidence.

Derive gap transitions from validation results, not acceptance
With the default RULES_ENGINE_ENFORCE=off, or nonblocking rule failures under cte_only, an accepted event can still fail CTE rule validation. _persist_canonical_and_eval evaluates those records and persists their failures, but this unconditional outcome has an empty gaps tuple, so record_outcomes treats it as passing and closes every existing gap for the lot and CTE. Those rule failures also never open gaps because the opening branch only handles enforcement rejections. This can report unresolved validation failures as fixed and understate supplier risk. Derive the gap outcome from the actual evaluation summary in both webhook paths, independently of whether enforcement permits ingestion.
The reason will be displayed to describe this comment to others. Learn more.
With RULES_ENGINE_ENFORCE=off, accepted records that still fail rule validation close all open gaps for their lot and CTE instead of keeping those gaps open.

Reviewed 5c5416d (code read-only; migration not applied; CI was still pending at review time, so merge stays gated on green).
Tenant / RLS
The second write runs after db_session.commit(), so the GUC is cleared, but the class-level Engine "begin" hook (shared/tenant_context.py ~L500, #2461) re-applies app.tenant_id from the request ContextVar on the next transaction. Ingest auth seeds that ContextVar (ingestion authz / tenant_resolution). Every gap SQL also filters on tenant_id = :tid explicitly. Under FORCE RLS, a missing context fails closed (insert/update rejected and logged), never cross-tenant. No cross-tenant read or write path found.
Endpoint: authenticated, tenant from TenantContext, facility list limited to tenant_id plus supplier_user_id == current_user.id, and summary SQL filters on tenant and keys. Route manifest entry is tenant-scoped.
RLS is enabled and forced, using the CASE-form sysadmin/tenant policy for both USING and WITH CHECK. anon and authenticated are revoked. The app role gets SELECT/INSERT/UPDATE with no DELETE.
The receipt CHECK constraint forces a 64-hex hash on every closed row. The partial unique index on open rows backs the ON CONFLICT. It's a new table, so non-concurrent index creation is fine, and the migration is idempotent.
Close matching
Closes are tenant + lot + CTE only, with arrival order kept within a batch. They happen only on the store-success path and need a valid id and hash; rejected and KDE-fail paths only open gaps. Rolled-back batch outcomes are truncated (del gap_outcomes[_pre_batch...]).
The receipt is store_result.sha256_hash, the persisted canonical ledger hash of the closing record, and verification query d1 checks it.
UI and data
The page shows "Gap time to fix: No data" or "unavailable" with no demo or sample data.
Tests are data-free: logic only, primitive placeholders ("l", "c", sha256(b"x")), with no invented lots, GLNs or records.
Non-atomic write: acceptable for R1, not a blocker. The failure mode is a logged warning plus a missing or late open/close, never a tenant leak or a false close, and the PR body documents it. Follow-ups, none blocking:
data_gap_tracking.py record_outcomes logs error=%s with raw exception text (same class as SEL-466). Prefer error_type only.
Until the migration is applied, every flagged ingest logs data_gap_write_failed and the suppliers page shows "unavailable". Expected, but the migration should be applied soon after merge, with C.Lee's yes.
Consider a reconciler or outbox later so lost closes self-heal (known limit 2).
The close ignores supplier_key, by design (lot+CTE). That's fine, but a lot remapped to a new facility will close the old facility's gaps.
The reason will be displayed to describe this comment to others. Learn more.
Open uniqueness includes unstable supplier key
Medium Severity
The open-gap unique key includes supplier_key, but that value is resolved at insert time from supplier_traceability_lots and falls back to unassigned. A later lot-to-facility assignment (or a facility move) makes the next failure insert a second open row for the same lot, CTE, kind, and key. That breaks the one-open-gap invariant, and the original unassigned row never appears on the facility view.
The reason will be displayed to describe this comment to others. Learn more.
New endpoint lacks isolation tests
Medium Severity
GET /v1/supplier/gap-time-to-fix is a new tenant-scoped route that reads tenant gap history, but the added tests only cover pure tracking logic and UI copy. There is no unauthorized, cross-tenant, or cross-user facility case for this handler.
The reason will be displayed to describe this comment to others. Learn more.
Loading treated as no gap data
Low Severity
getSupplierGapTimeToFix is fired in parallel and does not block facility render. Until it settles, gapTimeToFix is empty and gapTimeToFixUnavailable is false, so GapTimeToFix renders No data. That copy is reserved for a supplier with no gap history, not a request still in flight.

Return the tenant error contract for missing context.
A sysadmin without a tenant can reach this tenant-scoped endpoint because get_current_user permits that case. The handler then returns HTTP 400 with an unstructured detail. The repository contract requires HTTP 401 E_NO_TENANT.

Do not trim lot_code before it is stored or matched.
outcome.lot_code.strip() changes the traceability lot code before it is written to data_gap_events.lot_code. It also changes the value used to match supplier_traceability_lots.tlc_code and the close predicate. gap_identity (Line 111) trims the lot code in the same way.
Consequences:
If a TLC was persisted with surrounding whitespace, the gap supplier_key lookup does not match the lot. The gap falls back to unassigned, and the supplier view never shows it.
Two lots that differ only by whitespace are treated as one lot. A passing record for one lot can close the open gaps of the other.
Pass outcome.lot_code through unchanged for the lot-code columns and joins.

Stop the per-outcome loop after a systemic database failure.
While public.data_gap_events is absent, each outcome that reaches _apply_outcome opens a savepoint, runs SQL that fails, rolls back, and logs a warning. The cost grows with every outcome in the batch, and the ingest path pays it on every request. Aborting on ProgrammingError, OperationalError, or InterfaceError stops the loop after the first failure and logs it once. Add data_gap_events to the Alembic migration chain.
Supported deployments run alembic upgrade head, but this table exists only in supabase/migrations/20261024060000_data_gap_time_to_fix.sql. The post-commit calls in both webhook handlers therefore attempt INSERT or UPDATE against a missing table; record_outcomes logs those failures and drops the gap writes. The summary endpoint directly queries the same missing table and can fail.
Add an Alembic revision with the equivalent table, indexes, RLS, policies, and grants. Regenerate docs/schema/expected_schema.json from the Alembic head.

The close-receipt CHECK accepts a closed row with a NULL receipt.
For a closed row, the second arm evaluates closing_record_hash ~ '...'. If closing_record_hash is NULL, that expression is NULL. In a CHECK constraint, NULL passes. A row with closed_at set and no hash therefore satisfies the constraint.
The comment on Line 29 says a closed gap always carries a receipt, but closing_record_id is not checked at all. The database does not enforce the "no close without proof" rule that _apply_outcome enforces in Python. Any other writer, such as an ad hoc UPDATE or a future code path, can bypass it.
The migration is not applied yet, so you can change the constraint in place.

New table omitted from RLS coverage
Medium Severity
public.data_gap_events is a new tenant-scoped table with forced RLS, but it is not listed in PUBLIC_TENANT_SCOPED_TABLES. That public-schema gate is a curated list, not a sweep, so after alembic upgrade head the test never checks FORCE, a non-null tenant_id, or a real tenant predicate on this table. Behavior changes that touch tenant isolation require that coverage.

Delta review 5c5416d..2bdca3f (read-only; no migration applied; CI pending at review time, so merge stays gated on green).
Alembic v135 (41f96588d87c).down_revision = 1faec7148e78 (v134), and no other revision in the tree revises 1faec7148e78, so there's no new branch head. Every non-comment line of the Supabase SQL appears verbatim in the revision: table, both CHECKs, the partial unique index plus 2 indexes, ENABLE and FORCE RLS, the CASE-form policy (USING and WITH CHECK), and the role-guarded revoke/grant with no DELETE. It's IF NOT EXISTS and idempotent, and adds no DDL on existing tables. The downgrade drops only the policy, the 3 indexes and the table.
Log redaction. Both data_gap_tracking.py log sites (~L264, ~L271) now log only error_type=type(exc).__name__. The other two sites log only the tenant, and the ingest callers add no new logs. No raw exception text is left.
At risk._AT_RISK_SQL is tenant-scoped (g.tenant_id = :tid and r.tenant_id = g.tenant_id, plus RLS on both tables). It excludes submitted and amended, which matches the existing idx_request_cases_due predicate in V046 statuses. It matches lots exactly (g.lot_code = ANY(r.affected_lots), TEXT[]) and uses open-at-due semantics (opened_at <= due AND (closed_at IS NULL OR closed_at > due)). response_due_at is NOT NULL. COUNT(DISTINCT g.id) avoids double counting across cases. The 21 CFR 1.1455(c)(1) citation is accurate for the 24-hour FDA records request and now appears only next to the at-risk badge.
Internal target. The copy reads "Internal target: fixed within 24 hours of flag" and "Past internal target" (warning tone), with no citation, and a test asserts the link is absent. It doesn't read as a regulatory requirement.
Tests: the new tests are pure logic over relative timedeltas and primitive placeholders. No invented lots, GLNs or records.
Non-blocking:
Lot matching is exact. Request-case lots with different whitespace or case won't match gap lot_code, which is stripped. Fine for R1.

_AT_RISK_SQL treats a gap as at risk whenever it would be open at response_due_at, including when that timestamp is still in the future. Reject null closing receipts on closed gaps.
The closed branch of data_gap_events_close_receipt_check does not require either receipt field. PostgreSQL treats a CHECK condition as satisfied when it evaluates to true or null. With closed_at set and closing_record_hash null, the regex comparison yields null, so the whole constraint evaluates to null and the row passes. The same applies when closing_record_id is null. Apply the same change to the data_gap_events_close_receipt_check definition in supabase/migrations/20261024060000_data_gap_time_to_fix.sql. Both files define the table with create table if not exists, so edit both create table statements. Do not add a separate ALTER TABLE ... ADD CONSTRAINT step. The SQL migration is pending approval and reported as unapplied, so the edited definition applies to a fresh table. A separate ADD CONSTRAINT with the same name would fail on a table created from the corrected definition.

Make gap outcomes durable before acknowledging ingest.
gap_outcomes exists only in memory until record_outcomes runs after the ingest commit. If that write fails, a KDE validation failure has no durable data_gap_events record.
Rule rejections have a separate durable fsma.rule_rejections audit row, but no inspected path replays that row into data_gap_events. The gap-time-to-fix record is still lost. The same issue applies to both webhook paths.
Write a tenant-scoped durable retry/outbox record in the ingest transaction, then replay it into data_gap_events without blocking ingest. Do not only move the current fail-open call inside the transaction.

Regenerate the snapshot against a freshly migrated database and commit the result:

Minor · Track gap-summary loading separately. · page.tsx:233-242
When listSupplierFacilities() resolves before getSupplierGapTimeToFix(), the page sets loading to false and renders each facility. gapTimeToFixUnavailable is still false, and the facility has no summary, so GapTimeToFix displays “No data” while the request is pending. Add a pending state and render “No data” only after the request succeeds.

Capture and assert the complete gap outcome.
The recorder currently stores only the tenant, outcome count, and commit count. The happy-path assertion can pass when the webhook constructs an incorrect TLC, CTE, gap list, event ID, or SHA-256 hash. Store the received outcome and assert its fields.

Assert recorder payloads for rejection and guard paths.
test_validation_errors_reject_event checks the response but not the ValidationOutcome passed to record_outcomes. Retain the outcomes in the stub and assert the KDE gap. Add the same caller-level assertion to the enforced rule-rejection test in test_webhook_compat_enforcement.py. In the existing API-key failure and tenant-mismatch tests, assert that the recorder was not called.
Do not add a replay-order assertion here. ingest_events has no replay branch, and test_outcomes_apply_in_arrival_order already covers ordering in record_outcomes.

… R1 clock guard (#3612)
* fix(ingestion): keep real EDI event time instead of ingest time
Backfilled EDI older than 90 days had its timestamp snapped to now()
while event_date kept the real date, corrupting EPCIS eventTime and R1
time to fix. Keep the parsed source date; reject missing or >24h-future
dates with explicit HTTP 400 (future flagged needs_review).
Signed-off-by: Christopher Sellers <1@christophersellers.com>
* feat(ingestion): store EDI ingest time separately and add event-time mismatch check
Adds the edi_ingested_at KDE alongside the real EDI event time, a read-only
non-production script that counts events whose timestamp and event date
disagree by more than one day, and documents/tests that R1 time to fix
(#3572) reads ingest-time clocks only.
Signed-off-by: Christopher Sellers <1@christophersellers.com>
* fix(ingestion): validate EDI dates before reserving ISA13 and log rejections for review
Date rejections (missing_edi_date, invalid_edi_date, edi_date_in_future)
now run before check_and_record_interchange, so a corrected resend is not
refused as a 409 replay. Each rejection is written to the EDI rejection
log with needs_review=True and returns its rejection_id.
Signed-off-by: Christopher Sellers <1@christophersellers.com>
* fix(ingestion): keep EDI ingest time out of hashed KDEs; count distinct events
- Drop the edi_ingested_at KDE. It was a fresh timestamp inside the fields
compute_idempotency_key hashes, so a resend got a new key and backup
dedupe broke when Redis was down. Ingest time is the existing
fsma.cte_events.ingested_at column.
- check_edi_event_time_mismatch.py: COUNT(DISTINCT e.id) so an event with
both ship_date and event_date KDEs counts once.
- Tests: same-document-same-key test on the synthetic asn_856 fixture;
mismatch dates built relative to now.
Signed-off-by: Christopher Sellers <1@christophersellers.com>
* fix(ingestion): run EDI date check after allowlist, before ISA13 reserve
_enforce_envelope_integrity takes a before_reserve hook that runs after
the envelope and trading-partner checks and before the ISA13 is recorded.
The event-date preflight moved there, so a disallowed sender gets 403
with no rejection record. Tests now prove a corrected resend is accepted
(201) on both routes and that a disallowed sender with a bad date is 403.
Signed-off-by: Christopher Sellers <1@christophersellers.com>
* fix(scripts): read JSONB kde_value as text in EDI mismatch check
fsma.cte_kdes.kde_value is JSONB since v078. Extract the scalar with
#>> '{}' before the date regex and cast, as compliance_score.py does.
Add a test that runs MISMATCH_SQL against a real JSONB column in a
disposable Postgres (rls_postgres_or_skip), rolled back.
Signed-off-by: Christopher Sellers <1@christophersellers.com>
* fix(ingestion): harden EDI event-time mismatch check for Gemini FAIL
Address Gemini's FAIL on #3612 and the six open review threads:
- Rewrite bare postgresql:// URLs to postgresql+psycopg:// via
shared.db_url.sync_postgres_url (psycopg2 is not installed).
- Replace the production deny-list with a fail-closed host allow-list
(localhost/loopback/compose) plus --allow-host for scratch DBs.
- Filter MISMATCH_SQL to e.source LIKE 'edi%' and skip calendar-invalid
date KDEs via to_date round-trip; report invalids on stderr.
- Require --tenant-id or --all-tenants so the all-tenant scan cannot run
under the ordinary RLS-enforcing DATABASE_URL role by accident.
- Document closed_at = GREATEST(now(), opened_at) in data_gap_tracking.
Signed-off-by: Christopher Sellers <1@christophersellers.com>
* fix(ingestion): harden EDI mismatch date checks without to_date
Replace to_date round-trips with a non-throwing calendar predicate and
CASE cast so ISO-looking invalid dates like 2026-02-30 are counted
separately instead of aborting the diagnostic. Point the JSONB
integration test at a disposable schema so assertions still run when
fsma.cte_kdes already exists.
Signed-off-by: Christopher Sellers <1@christophersellers.com>
* fix(scripts): guard date casts with CASE and reject year 0000
* fix(scripts): use set_tenant_guc for EDI mismatch check
Replace the inline set_config('app.tenant_id') that Semgrep flags as
semgrep.adhoc-tenant-guc-set-config with the canonical helper. --tenant-id
is already documented as a UUID, so set_tenant_guc is the right call.

Overview
Adds data gap time-to-fix tracking: a new
public.data_gap_eventstable (Alembic v135 + matching Supabase SQL) records open/close lifecycle per validation gap, with a partial unique index for one open row per identity and closing receipts tied to persisted CTE SHA-256 hashes.Ingest now queues validation outcomes on both webhook paths and calls
shared.data_gap_tracking.record_outcomesafter the ingest commit (fail-open; never rolls back accepted events). Admin exposes tenant-scopedGET /v1/supplier/gap-time-to-fixfor the caller’s facilities, including median fix time, 24h internal target, and at risk gaps tied to unansweredrequest_casesatresponse_due_at. Suppliers UI loads that API and renders per-facilityGapTimeToFixwith 21 CFR 1.1455(c)(1) citations where applicable.
