streams: projection is the single-clock layout with translation progress measured at p + R @ (0.02, 0.02, 0.02), so tool rotation shows up as arc length. Decode, provenance and width routing are those of translation. Covered by the projection cases in test_arc_clock_contract.

`streams: projection` is the single-clock layout (M x 16, one clock per arm) with the
translation progress measured at `p + R @ (0.02, 0.02, 0.02)` instead of the end-effector
origin, so rotation about the tool shows up as arc length. Decode, provenance and the
width routing are those of `translation`; the open-loop evaluator skips the rotation video
cap for both single-clock layouts.
