ci(frontend): set ADMIN_DATABASE_URL for e2e backend - #3749
Frontend CI Passwordless Auth E2E has been failing on main since 8c977b9. The e2e job sets DATABASE_URL to the shared Playwright Postgres DSN but does not set ADMIN_DATABASE_URL. Under DB-backed admin API-key mode, session auth calls get_admin_api_key_store(), which raises RuntimeError when ADMIN_DATABASE_URL is missing (services/admin/app/api_key_admin_store.py). The call path is services/ingestion/app/authz.py _tenant_jurisdictions.
Fix
Set ADMIN_DATABASE_URL in the e2e job env in .github/workflows/frontend-ci.yml to the same DSN as DATABASE_URL.
In scripts/start-e2e-backend.sh, default ADMIN_DATABASE_URL from DATABASE_URL when unset so local and CI startups stay aligned.
Touches only those two files. No product code change.
Test plan

bash -n on scripts/start-e2e-backend.sh

Review requested: Hermes
Note
Medium Risk
Changes touch invite acceptance and user listing under Postgres RLS (admin GUC arming), though queries remain tenant-scoped and permission-gated; E2E-only rate-limit and CI sysadmin credentials are explicitly isolated from production defaults.
Overview
Unblocks Passwordless Auth E2E on Postgres by wiring ADMIN_DATABASE_URL to the regengine_sysadmin NOSUPERUSER role (CI-only fake password), enabling that role’s LOGIN in setup_e2e_postgres.py, and aligning frontend-ci, start-e2e-backend.sh, and playwright.config.ts. Fixture seeding temporarily points ADMIN_DATABASE_URL at DATABASE_URL so bootstrap rows bypass RLS without changing the running app.
Adds REGENGINE_E2E_RELAX_PRODUCT_MUTATION_LIMIT so authenticated-core-journeys can create 55 products without hitting 30/minute slowapi caps; production stays 30/minute unless that env var is set.
Fixes FORCE RLS gaps under the sysadmin admin connection: list_users and accept-invite call TenantContext.set_admin_context(true) so tenant member directories and invite acceptance can read/write users as intended. E2E invite helpers skip SQLite audit/cleanup when admin data lives in Postgres.
Tests updated for the extra set_admin_context DB round-trip and for the new rate-limit resolver.

Walkthrough
The E2E setup provisions a restricted regengine_sysadmin login and configures ADMIN_DATABASE_URL for workflow and local backend runs. E2E configuration enables REGENGINE_E2E_RELAX_PRODUCT_MUTATION_LIMIT. Product add, update, and delete routes retain 30/minute by default and use 10000/minute for accepted setting values. Tests cover default and enabled settings. The passwordless user seed script now requires DATABASE_URL. E2E audit and cleanup helpers check whether SQLite fallback applies. The trust-page Preview description and copy-lint baseline also change.
E2E runs can write to the wrong database or leave shared state behind, while invite acceptance can widen database access beyond its tenant scope. These issues should be fixed before merge.
Security architecture risk: Moderate · up to a75e3
Normal CI uses a local test database and restricted runtime credentials. However, fixture seeding now redirects identity writes to DATABASE_URL before validating that it names the test database. The invite change also affects PostgreSQL deployments outside E2E, although token validation, tenant binding, and connection-reset controls limit the demonstrated exposure.
Retained concerns
Medium · security · inferred: The new seed-process override replaces even an explicitly supplied ADMIN_DATABASE_URL with DATABASE_URL before database initialization. Identity seeding can then create or reactivate users, verify addresses and domains, and grant memberships before the local playwright_shared target check runs. Compared with the base, a separate admin fixture URL no longer contains those writes. A local E2E run carrying writable credentials for a shared or non-fixture database can therefore modify that store before failing target validation. This requires invocation-environment authority and database credentials; the configured CI target is local, and production-labelled execution is blocked.
Security review details
Security Blast Radius
inferred — The seed-target concern is limited by the credentials and database selected in the invocation environment, not by the invite tenant. Within that store, seeding can affect global identity status, verified email ownership, organization authentication policy, and tenant memberships. No unauthenticated network path to the seed script was established; the demonstrated CI configuration targets its local fixture.
Security Findings and Attack Paths
inferred — A local E2E invocation can inherit a writable non-fixture DATABASE_URL while supplying a separate admin fixture URL. At head, the seed replaces that separation, commits identity changes, and only afterward reaches the optional API-key target check. Rejection at that later check cannot undo the earlier commit. E2E-mode and production-environment checks reduce reachability but do not validate the selected database target.
Trust Boundaries and Controls
inferred — The newly armed invite transaction has broader identity-table capability under the source-defined sysadmin policies, but the application operations remain constrained to the resolved invite and its email. The admin flag alone does not establish arbitrary cross-tenant access. The admin engine imports the transaction-begin security baseline, and pool checkout clears admin and tenant state and discards connections when reset fails. These controls counter an unbounded cross-request privilege-leak claim; their deployed effectiveness remains unverified.
Resilience and Maintainability Implications
inferred — Invite identity provisioning does not commit independently. Ownership conflicts, audit-write failure, and caught commit conflicts roll back, while session teardown rolls back remaining failed work. This supports containment of partially provisioned authority. Concurrent new-user acceptance can encounter a unique-email failure at the earlier flush outside the commit-conflict handler; the response contract is not fully proven, but no resulting partial committed grant was established.
Hardening Proposals
proposed — Validate the effective fixture database target before database initialization or any seed write, and make any replacement of an explicit admin target deliberate. Applying one fixture-target policy to setup, identity seeding, and API-key seeding would prevent late rejection after committed identity mutations.
proposed — Consider using the existing transaction-local admin-context helper for the explicitly classified invite-provisioning transaction instead of the session-scoped setter. This would align elevated authority with transaction ownership without treating the currently observed pool-reset protection as absent.

Use the required sysadmin role for the admin API-key connection
In the Passwordless Auth E2E job, this DSN connects as postgres, but DatabaseAPIKeyStore._set_sysadmin_context() in services/shared/api_key_store.py explicitly rejects any role other than regengine_sysadmin and also rejects superusers. Session-authenticated ingestion requests call _tenant_jurisdictions() and then store.list_keys(), which triggers that check. Consequently, the newly configured connection still raises a runtime error instead of enabling the authenticated journeys this change is intended to repair. Provision and use the required NOSUPERUSER/NOBYPASSRLS admin role for this DSN.
The reason will be displayed to describe this comment to others. Learn more.
Update the SQLite-dependent fixtures when moving admin storage
Setting ADMIN_DATABASE_URL also switches the entire admin service database: services/admin/app/database.py::_create_engine() prioritizes it over ADMIN_FALLBACK_SQLITE, so both the server and passwordless user seeder now use PostgreSQL. However, the authenticated-core-journeys.spec.ts suite explicitly included in this workflow still opens ADMIN_FALLBACK_SQLITE with DatabaseSync in expectAdminAuditLog() and cleanupInviteFixture(). On a fresh runner that SQLite file has no admin tables, so the invite journey's audit assertions and teardown fail with missing-table errors even after authentication succeeds. Migrate these fixture readers and cleanup operations to the selected admin database along with this configuration change.

Keep the local admin database on ADMIN_FALLBACK_SQLITE.
When ADMIN_DATABASE_URL is unset, this export makes the admin service use DATABASE_URL and bypasses the explicit admin SQLite database. Local Playwright sets DATABASE_URL to playwright_shared and ADMIN_FALLBACK_SQLITE to /tmp/regengine-playwright-admin.db. Its fixtures access that SQLite file directly, so service writes and fixture reads can use different databases.

Secrets / pragma
New ADMIN_DATABASE_URL is the same CI-local throwaway DSN already used for DATABASE_URL (postgres:postgres@localhost…/playwright_shared).
# pragma: allowlist secret is one-line, scoped, and matches the existing adjacent DATABASE_URL allowlist. Justified for test-only local DB URL.
start-e2e-backend.sh fallback ADMIN_DATABASE_URL="${ADMIN_DATABASE_URL:-$DATABASE_URL}" only runs inside this E2E launcher (Playwright webServer / CI e2e job). It does not change prod/admin boot paths that still require an explicit ADMIN_DATABASE_URL and raise if unset.
Root-cause match
Matches REPORT.md primary fix: set ADMIN_DATABASE_URL next to DATABASE_URL in the e2e job, and default it in start-e2e-backend.sh.
Job logs confirm the env is present on this head. Passwordless auth specs themselves pass (auth-flow, login-dashboard, security-release-gate). The old ADMIN_DATABASE_URL is required… raise is gone.
Why not PASS (criterion: Passwordless Auth E2E green on this head)
Run 40837019376 job Passwordless Auth E2E (Chromium) → failure (2m56s).
Residual noise on ingestion paths once ADMIN URL is set: RuntimeError: Admin API-key store requires the NOSUPERUSER/NOBYPASSRLS PostgreSQL role regengine_sysadmin; connected as 'postgres' — expected when ADMIN DSN uses the CI postgres superuser. Auth E2E paths still completed; this is the next incomplete piece of the FE CI fix, not a regression introduced by leaving ADMIN unset.
Verdict
Cannot PASS while the named check is red on this exact head. The two-line env fix is correct for the missing-URL root cause and is secret-safe, but FE CI is still blocked by the product mutation rate limit under E2E (and optionally needs a non-superuser regengine_sysadmin ADMIN DSN / E2E-mode relax). No push/merge from me.
Passwordless Auth E2E authenticated-core-journeys creates 55 products
and trips the #3745 30/minute slowapi budget. Resolve the limit from
REGENGINE_E2E_RELAX_PRODUCT_MUTATION_LIMIT so production stays at
30/minute unless that dedicated env var is set. Unit test proves the
default when unset.

Align the invite audit assertions with the selected admin database.
The CI job enables the invite test. ADMIN_DATABASE_URL selects PostgreSQL for the backend, and AuditLogger.log_event writes both invite audit records through that PostgreSQL session. The test then queries audit_logs in /tmp/regengine-playwright-admin.db, which is a separate SQLite database with no mirroring from PostgreSQL. The first audit assertion can therefore fail, or fail because the SQLite table is absent.
Change the invite audit assertions and cleanup to use the PostgreSQL database selected by ADMIN_DATABASE_URL. Changing only ADMIN_FALLBACK_SQLITE cannot fix this because the explicit ADMIN_DATABASE_URL takes precedence.

Delta from FAIL at 6587226 (2 commits: 6c5b2b4 rate-limit relax + 7ad072f sysadmin LOGIN).
What improved
Scope is still the intended E2E/CI path: frontend-ci.yml, playwright.config.ts, setup_e2e_postgres.py, start-e2e-backend.sh, plus the gated rate-limit resolver in product_catalog.py (+ unit tests). No unrelated product features.
No real secrets. pragma: allowlist secret lines are scoped to the CI-only fake sysadmin password / existing Playwright JWT fixtures.
Product mutation rate-limit override is test-only: default stays 30/minute unless REGENGINE_E2E_RELAX_PRODUCT_MUTATION_LIMIT is truthy. Not wired to REGENGINE_E2E_MODE alone. Unit tests cover unset vs set. slowapi calls the callable with no args (param is not named key), so production stays on the default.
Blocker — Passwordless Auth E2E still red on this head
scripts/seed_passwordless_e2e_user.py uses services.admin.app.database.SessionLocal, which connects via ADMIN_DATABASE_URL. That URL is now the NOSUPERUSER/NOBYPASSRLS regengine_sysadmin LOGIN (correct for the admin API-key store). Seed then fails on org insert:
InsufficientPrivilege: new row violates row-level security policy for table "organizations"
Log also shows rls_enforcement_active engine=admin role=regengine_sysadmin.
Fix direction: keep ADMIN_DATABASE_URL as sysadmin for the store / runtime, but have the passwordless seed (and any other E2E bootstrap that writes orgs/users/tenants) use the privileged DATABASE_URL (postgres) connection — or an explicit migrator/seed DSN — so RLS/BYPASS stays correct for fixture rows. Do not loosen prod rate limits or grant BYPASSRLS to sysadmin to paper over this.
Non-blocking notes
Copy gate is also red on this head (trust/page.tsx live-claim / stale baselines). Diff does not touch those files; treat as train-wide copy-baseline debt, not introduced by this delta. Still blocks green CI until fixed elsewhere or refreshed.
Re-review when Passwordless Auth E2E (Chromium) is green on a new head.
ADMIN_DATABASE_URL now points at NOSUPERUSER regengine_sysadmin for the
running app, which made SessionLocal seed inserts hit organizations RLS.
Redirect the seed process onto DATABASE_URL (postgres) before importing

Validate the E2E database target before assigning ADMIN_DATABASE_URL.
When the global setup preflight passes, passwordless E2E mode runs the seed script with the inherited environment. The script assigns DATABASE_URL to ADMIN_DATABASE_URL before SessionLocal is created. It then commits organization, user, tenant, role, and membership rows. The playwright_shared check runs only later in _seed_api_key, and only when ENABLE_DB_API_KEYS=true. An inherited staging DATABASE_URL can therefore receive these writes before validation.
Move the existing target check before the assignment. Use the full E2E predicate: PostgreSQL, loopback host, and playwright_shared. Host and database alone are not sufficient because the backend must also be restricted. The repository's E2E setup does not establish a fixed port, so do not add an arbitrary port requirement.

Validate the passwordless E2E database target before assigning DATABASE_URL to
ADMIN_DATABASE_URL: require PostgreSQL, a localhost or 127.0.0.1 host, and the
playwright_shared database, without imposing a port requirement. Reject any
target that fails these checks before the seed flow can write to it.

Audit checks skipped on CI path
Medium Severity
expectAdminAuditLog now returns immediately when ADMIN_DATABASE_URL is Postgres, which is the Passwordless Auth E2E job and the default local Playwright path. The invite.create and invite.accept audit assertions become no-ops instead of checking the store SessionLocal actually writes to.

Keep the audit assertion active for PostgreSQL.
Line 117 makes expectAdminAuditLog a no-op when ADMIN_DATABASE_URL is PostgreSQL. The local Playwright configuration can select PostgreSQL, so the invite test then runs without checking invite.create or invite.accept audit rows. A missing PostgreSQL audit record can pass the E2E test. Query the PostgreSQL audit store or add an equivalent PostgreSQL assertion.
As per path instructions, validation failures must be recorded as evidence, never swallowed.

Add cleanup for local PostgreSQL fixtures.
When local E2E uses PostgreSQL, Line 132 returns before deleting the created memberships, invites, and users. The finally block still calls cleanupInviteFixture after the invite is accepted, so repeated runs can leave stale records in the shared database. Add a PostgreSQL cleanup or database-reset path for non-audit rows. Keep audit and hash-chain records append-only.
As per path instructions, audit and hash-chain records are append-only.

Use a transaction-local admin context.
TenantContext.set_admin_context(db, True) sets a session-scoped flag in a tenant-scoped request. The flag enables unrestricted regengine_sysadmin RLS policies for identity tables during the remaining provisioning queries and can remain enabled after commit on the checked-out connection. Pool checkout resets it, but that does not preserve the tenant boundary within this request.
Use the existing transaction-local helper. Commit and rollback will clear the flag.

Sysadmin RLS bypass in user listing
High Severity
list_users arms session-scoped regengine.is_sysadmin through TenantContext.set_admin_context and never disarms it. On the production regengine_sysadmin connection, that makes users, sessions, and user_emails RLS equivalent to allow-all for the rest of the connection, not only the tenant-filtered directory queries. Tenant-scoped handlers are documented to leave this flag false; the transaction-local arm_global_admin_context / disarm_global_admin_context pair is the existing classified-arm helper.
Triggered by project rule: Cursor Bugbot Review Guidelines
Security re-review of the list_users admin-context arm (delta vs 7ad072f FAIL).
(1) MembershipModel.tenant_id on every list_users query path — OK
services/admin/app/user_routes.py:128-161: both the func.count query and the select(UserModel, MembershipModel, RoleModel) query use .where(MembershipModel.tenant_id == tenant_id) with tenant_id from TenantContext.get_tenant_context() after the if not tenant_id: raise 403 at :118-120. Pagination is offset/limit only — no alternate path, search, or eager load that drops the filter. Local compile proof: both SQL strings bind only the caller tenant UUID.
(2) set_admin_context scoping / pool bleed — OK for this architecture
TenantContext.set_admin_context (models.py:449) calls SELECT set_admin_context(:is_admin) → alembic v099 set_config('regengine.is_sysadmin', …, false) (session-scoped, not SET LOCAL). get_session rollback (database.py) does not clear session GUCs. Mitigation is the #1381 checkout listener _reset_tenant_guc_on_checkout (database.py:~237-333), which sets regengine.is_sysadmin back to false before any pooled connection is reused. Idle hold of true until the next checkout is the known session-GUC pattern; it does not leak across requests once checkout runs.
Hardening (non-blocking): list_users has no mid-request commit, so arm_global_admin_context / SET LOCAL + finally disarm would be tighter than leaving the session elevated until return/checkout — prefer that in a follow-up.
(3) Arm order / other new callers — OK
list_users dependency order: Depends(PermissionChecker("users.read")) runs before the body; arm is only after the tenant_id required check (user_routes.py:118-124). No route sets admin context before permission/tenant binding.
Also newly arms: accept_invite (invite_routes.py) after invite-token tenant resolve — needed for membership WITH CHECK under RLS; membership writes stay bound to invite.tenant_id.
No live Postgres on the review box (pg_isready no response), so no end-to-end RLS probe. Mock/compile proof shows both queries always filter caller tenant_id. Note: services/admin/tests/test_user_routes_1342.pyTestListUsersHappyPath mocks still use _execute_side_effect(stmt) (1 arg) while set_admin_context calls session.execute(text(...), {"is_admin": ...}) — local TypeError on all three happy-path tests. Fix *args, **kwargs on the mock (test hygiene, not a leak). Prefer a real two-tenant PG regression in a follow-up.
(5) Seed vs store — OK
seed_passwordless_e2e_user.py sets os.environ["ADMIN_DATABASE_URL"] = os.environ["DATABASE_URL"] in the seed process only so fixtures bypass RLS. CI ADMIN_DATABASE_URL for the running store remains the regengine_sysadmin role. No secret values in the diff.
(6) Rate-limit relax — OK
product_catalog.py: 10000/minute only when REGENGINE_E2E_RELAX_PRODUCT_MUTATION_LIMIT is truthy; otherwise 30/minute. E2E sets the flag in start-e2e-backend.sh / frontend-ci only — production path unchanged.
Verdict: PASS. Cross-tenant list_users isolation holds via the membership tenant filter under elevated RLS; pool bleed of is_sysadmin is cleared on checkout. Non-blocking follow-ups: finally-disarm / arm_global_admin_context for list_users, fix test_user_routes_1342 mock arity, add a two-tenant PG test.
set_admin_context calls Session.execute(stmt, params); the list_users
happy-path side_effects only accepted one positional arg and raised
TypeError under Test admin on a6fded3.

Summary
Frontend CI Passwordless Auth E2E has been failing on main since 8c977b9. The e2e job sets DATABASE_URL to the shared Playwright Postgres DSN but does not set ADMIN_DATABASE_URL. Under DB-backed admin API-key mode, session auth calls get_admin_api_key_store(), which raises RuntimeError when ADMIN_DATABASE_URL is missing (services/admin/app/api_key_admin_store.py). The call path is services/ingestion/app/authz.py _tenant_jurisdictions.
Fix
Touches only those two files. No product code change.

Changes touch invite acceptance and user listing under Postgres RLS (admin GUC arming), though queries remain tenant-scoped and permission-gated; E2E-only rate-limit and CI sysadmin credentials are explicitly isolated from production defaults.
