test(admin): prove list_users stays tenant-scoped under sysadmin RLS - #3766
After #3749, list_users arms regengine.is_sysadmin so users_self_or_admin FORCE RLS can return co-members. That arm must stay transaction-local and must not widen the directory across tenants.
Changes
Switch list_users from session-scoped set_admin_context(True) to arm_global_admin_context / disarm_global_admin_context (SET LOCAL) inside try/finally.
Keep the existing MembershipModel.tenant_id filter so the admin GUC only unlocks peer rows within the caller's tenant.
Add tests/shared/test_list_users_tenant_isolation_live.py: seed two synthetic tenants with disjoint members, call list_users under each tenant as regengine_sysadmin, assert each response contains only that tenant's emails, then roll back.
Update TestListUsersHappyPath mocks for the extra disarm execute.
Live DB suite picks up tests/shared/test_list_users_tenant_isolation_live.py via the *_live.py glob
Backend CI green on this PR (ignore Vercel Preview Built if Git integration is silent)
Review requested: Hermes
Note
Medium Risk
Changes how the admin user directory arms RLS bypass (SET LOCAL vs session GUC), which is security-sensitive, though scope stays tenant-filtered and is backed by new isolation tests.
Overview list_users no longer calls session-scoped TenantContext.set_admin_context(True) to satisfy users_self_or_admin FORCE RLS for peer visibility. It now arm_global_admin_context / disarm_global_admin_context around the count and join queries inside try/finally, so regengine.is_sysadmin is transaction-local and cannot leak on pooled connections. The existing MembershipModel.tenant_id filter is unchanged.
Coverage adds a live Postgres test that seeds two tenants and asserts each list_users call returns only that tenant’s members, registers list_users on the global admin arm allowlist as tenant-scoped-directory, and adjusts unit mocks for the extra disarm execute.
The same PR also bumps pypdf to 6.21.4 (CVE notes in requirements.in) and tightens frontend follow-redirects / minimatch overrides plus lockfile churn; pyasn10.6.5 in the root lock.

Walkthrough
list_users now arms transaction-local global-admin context before its existing tenant-scoped queries and disarms it in finally. Unit mocks return count and row data on specified execute calls. A live-Postgres test seeds two tenants and checks that each tenant’s listing contains only its active members and count. The global-admin context allowlist records the list_users call site as tenant-scoped-directory. Dependency constraints raise minimum versions for follow-redirects, minimatch, and pypdf.
A database error during user listing can be obscured by a secondary cleanup failure, although tenant isolation and dependency resolution appear intact.
Security architecture risk: Low · up to b450f
The change bounds administrative database access more tightly while retaining tenant filters and existing authorization checks. No newly exposed cross-tenant access was established. Remaining uncertainty concerns live database configuration and unexecuted failure-path validation.
Retained concerns
No architecture-level concerns identified.
Security review details
Security Blast Radius
observed — While armed on a regengine_sysadmin connection, existing policies permit cross-tenant access to users, memberships, and roles in the admin database. The flag is not itself tenant-scoped; this endpoint's returned directory is bounded by its explicit membership predicates. The base implementation already enabled the same global flag.
Trust Boundaries and Controls
observed — The inspected policies require the regengine_sysadmin database role as well as the armed flag for global access. The HTTP permission check remains outside and before the arm. Authentication's bootstrap arms are disarmed before tenant-scoped route work, so the normal request path does not establish nested active authority.
Resilience and Maintainability Implications
observed — The helper pair assigns true and then false rather than restoring a captured prior value. Nested use would therefore revoke an outer arm, but no production nested invocation was established. This is a composition limitation, not an observed privilege-expansion path introduced by this endpoint change.
Hardening Proposals
proposed — Add live failure-path validation for query abort, response-construction failure, and repeated requests, checking that administrative authority is absent after request teardown. Explicitly document whether nested arm/disarm use is unsupported.

Disarm the admin context only after successful queries.
A PostgreSQL execution error can abort the transaction. The finally block then attempts another SQL operation through disarm_global_admin_context(db). SQLAlchemy or PostgreSQL can reject that operation, which can replace the original query error. get_session rolls back only after the route cleanup completes.
Build the response, disarm the context, and return it on the success path. Let the error path re-raise without another SQL operation.

Add a failure-path test for list_users.
Make the count query raise and assert that the original exception propagates. Assert that no disarm execute runs after the failed query. The production fix should disarm only after successful queries and rely on dependency rollback when PostgreSQL aborts the transaction.
