Reliability plan CI items (a–d). Source: Reliability runbook railway-deploy-storm-crash-at-boot (Oct 10–11 storm: ~107 prod deploys, every one crashing at boot on a SyntaxError) and the GitHub prod plan (merge queue on main).
What changes
a) Merge-queue readiness — merge_group triggers (queue itself is NOT enabled by this PR)
pr-gate.yml (emits all 4 required contexts: CI Status Gate, PR Gate: Backend/Frontend/Workflow Contract): merge_group: [checks_requested]; base/head SHAs fall back to github.event.merge_group.*; merge-group runs never cancel each other; non-required PR-only jobs (path detection, size, commit lint, labels, review gates) skip on merge_group. Frontend mirror waits up to 140 min on merge groups (the PR-only rerun helper can't recover them).
backend-ci.yml, frontend-ci.yml: merge_group trigger so "Backend/Frontend CI Status Gate" exist on merge-group SHAs (PR Gate mirrors them).
scripts/check_workflow_inventory.py check E (+ tests): required-context emitters and the mirrored gates must keep a merge_group trigger, otherwise the queue would deadlock.
Runbook: docs/runbooks/BRANCH_PROTECTION.md "Merge queue" section (ruleset on main, squash, ALLGREEN, 180-min check timeout, how to turn it off).
b) Compile check before merge — new compile-check job in backend-ci (python -m compileall over server, services, alembic, plugins/fsma, scripts; tests excluded) added to the Backend CI Status Gateneeds, so it is enforced through the existing required "PR Gate: Backend" — no new required context. The import of server.main already runs in the docker-build job (production image) and feeds the same gate.
c) Dependabot — npm already had minor-and-patch/major groups. pip runtime and GitHub Actions groups now split minor/patch vs major. Security-critical pip packages stay solo PRs (deliberate).
d) Cap concurrent deploys — deploy.yml: deploy-main concurrency moved to the deploy job (the one that runs railway up) with cancel-in-progress: false, so CI waits for newer pushes run in parallel while rollouts are serialized. One Railway rollout at a time; an in-flight railway up is never cancelled; GitHub keeps only the newest pending run, so bursts still collapse. Triggers and how production deploys are unchanged. visual-production.yml already non-cancelling; no other deploy workflows changed.
Railway-side (not changed here, needs C.Lee's yes in the dashboard): make sure Railway's own GitHub auto-deploy on the production service is off (or Wait for CI on), so deploy.yml is the only deploy path; consider a shorter healthcheckTimeout than 300 s.
After merge
Enable the merge queue via a repository ruleset on main (squash, ALLGREEN, 180-min timeout). Reversible: disable/delete the ruleset.
Validation (local)
PyYAML (duplicate-key strict) on all changed files; check_workflow_inventory.py passes; inventory tests 16 passed; compileall passes on py3.12; actionlint clean on changed workflows (ShellCheck findings pre-existing).
Follow-ups from review: merge-group backend run lookup now uses the current event (context.eventName); deploy concurrency scoped to the deploy job.
Written by Codex (codex CLI) on the Mac; reviewed by DevOps.
Note
Medium Risk
Changes merge/deploy/branch-protection plumbing and production rollout serialization; misconfiguration could block merges or queue deadlocks until ruleset and triggers align.
Overview
Prepares main for a GitHub merge queue (ruleset still enabled separately): pr-gate.yml, backend-ci.yml, and frontend-ci.yml gain merge_group: checks_requested, with PR Gate using merge-group SHAs, longer frontend waits, and PR-only hygiene jobs skipped on merge groups. check_workflow_inventory.py check E (plus tests) requires those emitters and mirrored CI workflows to keep merge_group or the queue would deadlock; the branch-protection runbook documents the expected ruleset.
Adds a compile-check job in backend CI (python -m compileall on backend paths, no deps) wired into Backend CI Status Gate so syntax errors fail before Docker/image work.
Dependabot now splits root pip runtime and GitHub Actions updates into minor/patch vs major groups (security-critical pip packages stay ungrouped).
Deploy moves deploy-main concurrency to the deploy job with cancel-in-progress: false, serializing railway up while wait-for-ci can still run in parallel on push storms.

Backend and frontend CI workflows now support merge-group events. The PR gate selects merge-group SHAs and waits for the corresponding checks. The workflow inventory guard checks merge-group trigger coverage. The deploy workflow preserves in-progress deployments. Dependabot groups major updates separately from minor and patch updates.
Production can silently roll back to an older commit when CI finishes out of order. Prevent stale deployments before merging.
Security architecture risk: Moderate · up to 1ddc5
Preserving active deployments reduces interruption risk, but parallel CI waits allow an older revision to deploy after a newer one. This can unintentionally reverse a production fix while reporting success. Exact-revision CI checks remain enforced, and no new deployment privileges are declared.
Retained concerns
Medium · reliability · inferred: Deployment serialization does not preserve revision order. An older main push can finish its parallel CI wait after a newer push has deployed, then deploy its older checkout. The health check accepts that older SHA because it matches the older run. Unlike the base's workflow-wide cancellation, the new configuration permits this automatic rollback path. It could reverse a security fix or other recovery deployment unless an external freshness control intervenes.
Security review details
Security Blast Radius
inferred — The ordering concern reaches the configured production application service and potentially its consumers, rather than only CI results. It does not establish arbitrary-revision deployment by an unauthenticated attacker: automatic runs originate from main pushes and still require successful CI for their exact SHA. Actual Railway credential scope beyond the selected target was not established.
Security Findings and Attack Paths
inferred — A late older deployment can undo a newer security fix without bypassing CI: both revisions can have valid historical approvals, and verification accepts whichever SHA belongs to the active run. No specific vulnerable revision, deliberate exploitation, or production occurrence was established.
Trust Boundaries and Controls
observed — The always-on PR Gate includes secret scanning with a merge-group base-SHA fallback. Its aggregate requires explicit success from both area mirrors, the workflow contract, and secret scanning, so skipped or cancelled dependencies do not satisfy that aggregate.
Resilience and Maintainability Implications
observed — Failed CI and missing deployment secrets stop execution before upload. After upload acceptance, the workflow polls deployed identity and fails on nonconvergence, but contains no explicit compensating rollback or provider fencing on interruption. That recovery limitation predates this PR; disabling automatic cancellation reduces one interruption source without proving provider-side recovery ownership.

Autofix · Keep fixing CodeRabbit findings and required CI, and resolving merge conflicts
For a merge group, this query excludes the merge_group backend run. If its status gate has not completed after 10 minutes, the shim reports that Backend CI was not triggered and fails the required checks. Use context.eventName for the event filter. (docs.github.com)

PASS — merge-queue readiness, compile-check, Dependabot grouping, and deploy serialization look correct. Queue itself is not enabled here (ruleset still separate) as claimed.
Why
merge_group: checks_requested on pr-gate / backend-ci / frontend-ci; SHA fallbacks to merge_group.*; PR-only jobs gated with if: pull_request; frontend wait 140m on merge_group (no rerun helper) is explicit.
Backend run lookup uses context.eventName (not hard-coded pull_request) so merge_group waits see the right runs.
compile-check (compileall excluding tests) added to Backend CI Status Gate needs — no new required context. PYTHON_VERSION is workflow env 3.11.
Dependabot: minor/patch vs major groups for pip runtime and Actions; security-critical packages stay solo — matches copy.
deploy.yml: concurrency moved to the deploy job with cancel-in-progress: false — in-flight railway up preserved; pending still collapses per GitHub concurrency rules.
Inventory check E + tests lock merge_group on emitters and mirrored gates. Local: inventory tests 16 passed; check_workflow_inventory.py OK; compileall OK.
Preserve deployment ordering across push workflows.
When pushes A and B both pass their independent CI waits, B can acquire deploy-main first. With cancel-in-progress: false, A can deploy after B. The health check compares /health only with A's own SHA, so it can pass after A replaces B with the older revision. Preserve deployment ordering so an older workflow cannot deploy after a newer one.

Minor · Validate the merge_group activity filter. · check_workflow_inventory.py:195-205
Check E accepts merge_group: { types: [] } because it checks only for the event key. That workflow does not subscribe to GitHub's checks_requested event, so the required check is not emitted for a merge queue. Keep an omitted types value valid because GitHub runs all supported activity types by default.

Add a stale-push guard before the Railway deploy steps.
With cancel-in-progress: false, the deploy-main group only serializes deploy jobs. It does not order them by commit. Each wait-for-ci job runs independently. If the older push's backend CI finishes after the newer push's deploy has started or finished, the older deploy job queues and runs next. It then runs railway up on the older checkout (github.sha), which can roll production back to the older revision. The /health identity check compares against that same older SHA, so the job can still pass.
The backend CI gate for each push is not cancelled by a newer push. Its concurrency group includes github.run_id, and cancel-in-progress is false on push events. The older gate can therefore still turn green late.
The fix is a guard that skips the deploy on push events when main no longer points to github.sha. It applies only to push events, so a manual workflow_dispatch of an older ref still deploys. A small race remains between the check and the Railway upload.

merge_group readiness + compile-check + Dependabot grouping + deploy serialization. Queue itself is NOT enabled here.
merge_group gate-bypass audit:
Required contexts (CI Status Gate, PR Gate: Backend/Frontend/Workflow Contract) keep unconditional jobs (no merge_group skip if:). Job names unchanged vs workflow_inventory.txt.
backend-ci.yml / frontend-ci.yml / pr-gate.yml gain merge_group: types: [checks_requested] with NO paths filter on merge_group → mirrored gates always run on merge-group SHAs (cannot vacuous-skip via path filter).
Path-detect vacuous green for Backend/Frontend remains the same PR behavior (base/head fall back to merge_group.*); does not newly weaken required emitters.
PR-only hygiene jobs (path detection, size, commit lint, labels, tenant-isolation, sql-safety, etc.) correctly skip on merge_group; none are required contexts.
permissions stay contents:read / {} — not broadened. No pull_request_target.
check_workflow_inventory.py check E + tests enforce merge_group on emitters and mirrored gates (deadlock guard).
compile-check wired into Backend CI Status Gate needs (hard fail on syntax) without new required context name.
deploy concurrency moved to deploy job with cancel-in-progress: false (serialize railway up; don't cancel in-flight).
Local: test_check_workflow_inventory.py → 16 passed; check_workflow_inventory.py OK; compileall on gated paths OK. CI pending/requeued after main merge.
Nits (non-blocking): frontend merge_group wait up to 140/150 min is long but intentional without PR rerun helper; hygiene skips on merge_group mean those checks aren't re-run on the merge commit (PR already ran them).
scripts/check_workflow_inventory.py reports OK (34 workflows, 4 required contexts).
Every workflow file and dependabot.yml parses as YAML.
The earlier Passwordless Auth E2E failure predates main's e2e ADMIN_DATABASE_URL fix (#3749). Engine Review Pass was fixed in #3756.
Note: deploy.yml is currently disabled in Actions (see CLAUDE.md, "Deploying the backend by CLI"), so the serial-deploy change only matters if it's re-enabled.

Merge queue fails required status gate
High Severity
Skipping changes on merge_group also skips jev-evidence, which has no if and needs that job. CI Status Gate still requires jev-evidence to be success and fail-closes on skipped dependencies, so every merge-queue run fails the required aggregate check and the queue cannot merge.
