✨ dashboard: Review Queue collapsed row shows a priority-split history sparkline

Summary

• Added priority-split Review Queue history to the review queue API response.
• Replaced the collapsed Review Queue gauge with shared range controls, per-priority chips, delta, and a renderSparkline-backed priority history.
• Added server/UI coverage and a changelog fragment.

Validation

• git diff --check
• gofmt -l src/pkg/dashboard/api_review_queue.go src/pkg/dashboard/api_review_queue_test.go src/pkg/dashboard/review_queue_view_9607_test.go
• parsed inline dashboard JS with node --check

Note: per AGENTS.md, I did not run go test, go build, go vet, or citation guards locally.
