✨ dashboard: Agents sidebar link + up-next agent tiles in top navbar

Summary:

• Add the missing 🤖 Agents dashboard sidebar link so it participates in the existing section navigation and layout ordering.
• Mirror the first three scheduled agent run-order tiles into the top navbar, reusing the existing agent sort/countdown data and hiding the strip when no scheduled agents are present.

Validation:

• gofmt -l pkg/dashboard/agent_collapsed_tiles_test.go
• git diff --check

Note: repository AGENTS.md instructs agents not to run local go test/go vet; CI is the validation source.
