docs(product): FSMA 204 readiness gap analysis vs PRODUCT_PRD_2026-10 - #3701
Adds docs/product/FSMA_204_READINESS_GAP_ANALYSIS_2026-10-28.md: a capability-by-capability reconciliation of the external "RegEngine FSMA 204 Readiness PRD" summary (2026-10-28) against repo reality and against docs/product/PRODUCT_PRD_2026-10.md (2026-10-27). 18-row P0 matrix with file paths, 14 acceptance gates mapped to existing tests, 6 regulatory-accuracy corrections checked against repo copy, architecture and AI-boundary claims checked, proposed P1/P2 stories, and a separate "deferred, conflicts with 2026-10-27 decision" list (EDI 856 and SFTP intake).
The document is subordinate to the 2026-10-27 PRD and decides nothing. The six decisions of record in its section 9 and the section 7 non-goals stand; the new doc proposes stories for the founder to file or discard.
Three one-line doc fixes in the same lane: docs/README.md Product section now links both PRD documents; docs/product/PRODUCT_PRD_2026-10.md gets a "See also" line; docs/product/ROADMAP.md repoints its broken link from a non-existent path to docs/product/PRODUCT_ROADMAP.md (minimal fix, not a repoint to the PRD).
Note: docs/product/PRODUCT_PRD_2026-10.md has two pre-existing dangling path references (a git-ignored directory and a shorthand module path) that the link checker reports when run on that file. They predate this PR and are recorded in the new doc's section 11; CI does not run the link checker on docs/product/.

Overview
Adds docs/product/FSMA_204_READINESS_GAP_ANALYSIS_2026-10-28.md, a founder-review reconciliation of an external “FSMA 204 Readiness PRD” summary against PRODUCT_PRD_2026-10 and the repo. It is explicitly subordinate to the October PRD (section 9 decisions and section 7 non-goals stand); it does not change code, Linear, or the capabilities registry.
The new doc maps 18 external P0 capabilities to production surface, file evidence, and disposition (7 already covered, 9 partial → proposed stories, tenant exit export absent, EDI 856 / SFTP deferred as conflicting with the PRD). It also maps 14 acceptance gates to existing tests, checks regulatory copy, architecture, AI boundaries, and silent limits, and lists P1 story candidates S1–S8 (trace depth flags, lineage direction, EPCIS cap disclosure, append-only canonical events, waiver approver provenance, CTE label drift, FDA ZIP rule versions, blog/pricing copy) plus P2 and deferred items.
Doc navigation fixes:docs/README.md now links both PRD documents; PRODUCT_PRD_2026-10.md gets a one-line “See also”; docs/product/ROADMAP.md repoints a broken roadmap link to docs/product/PRODUCT_ROADMAP.md.

Walkthrough
The change adds a proposal that compares 18 external FSMA 204 readiness capabilities with the product PRD, repository implementation, production status, and test coverage. It records architecture and regulatory-copy findings, proposed and deferred work, and an open question about tenant exit export priority. The PRD and README link to the analysis. The roadmap pointer now uses the product directory path. No product code changes.
The assessment records the TLC gap and preserves existing product decisions. No merge-blocking risk remains.

…cation
An adversarial read of the document against the code at af5beee found
these inaccuracies; each is corrected to what the code does:
- _build_fda_package lives in fda_export_service.py, not the router
- the waiver route is PATCH, not PUT
- graph_outbox rows are enqueued by bulk-upload commit and erasure but
never drained; it is not "never populated"
- the allow_incomplete coverage bypass emits a warning log, not an
audit row (two places)
- RLS count stated as 50 Alembic revisions, not 54
- the compliance spreadsheet route is named
- no workflow runs check_docs_links.py; only its unit test does
- the EDI router has a second multi-set document route
- tenant-scoped audit-log and FDA-records exports exist; the gap is a
portability export
- the Jev apply switches are read in jev/settings.py and consumed in
csv_templates.py

⚠️Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.
Promote transformation-link failures to a data-integrity gap.
The row says a failed link insert logs a warning while the event persists, but assigns the gap to P2. The canonical event is inserted before _create_transformation_links, and that helper catches link errors and continues. A transformation can therefore be accepted without its input/output TLC genealogy. Treat this as P1 and require rollback, fail-closed behavior, or append-only validation evidence. Review comments at @docs/product/FSMA_204_READINESS_GAP_ANALYSIS_2026-10-28.md:
- Line 55: Update the `allow_incomplete` audit-trail description in row 12: the
export handler calls `persistence.log_export(...)` and refuses the response if
the audit write fails, so do not claim that no audit row is created. Describe
only the narrower gap supported by the implementation, such as missing bypass
details in the audit row.
- Line 48: Update row 5, “Preservation and hashing of original source
artifacts,” to mark email-attachment byte retention NON-PROD, consistent with
the production status of email intake; keep CSV and XLSX statuses unchanged
unless the row identifies a separate production route that stores email
attachment bytes.
- Line 6: Update the verification basis in the FSMA 204 readiness analysis to
reflect the reviewed revision: recheck claims tied to PRODUCT_PRD_2026-10.md,
webhook_models.py, and csv_templates.py at commit
28e10bddcd313a578b8bcedc975a4c139516c195, or state the exact changes after
af5beee. Keep the cited unchanged paths and their verified claims intact.
- Line 45: Update row 2 of the gap matrix to record that webhook-provided input
TLCs in `input_traceability_lot_codes` are not trimmed before entering canonical
`kdes`, while `_create_transformation_links` strips input TLCs before
source-event lookup and `input_tlc` insertion; assign a fix before marking
canonical TLC linkage as covered. Do not imply that output TLCs are stripped.
- Line 179: Update the row 18 rationale to distinguish data-subject
personal-data portability from tenant-level FSMA exit export, and do not use the
internal DPA template to justify reprioritization; base the priority decision on
an executed agreement or tenant-export contract, noting the template requires
counsel review before external use.

…eRabbit reviews
Verified against the code at 28e10bd before each edit.
- Section 6: the legacy CTE tables are not read-only yet. The EPCIS
ingest path still calls CTEPersistence.store_event(), which inserts
into fsma.cte_events; read-only retention is the Q2/SEL-589 target
and the active legacy writer is listed as a migration gap.
- Row 2: record the input-TLC trimming gap. The JSON events path
promotes input_traceability_lot_codes into kdes untrimmed while
_create_transformation_links strips them; CSV strips; output TLCs
are inserted unchanged. Folded into S6.
- Row 5: email-attachment bytes are NON-PROD, consistent with row 3
(email intake is off the production allowlist).
- Row 12: the allow_incomplete bypass still writes the export audit
row; the gap is that neither the row nor the package records the
bypass. S7 adds it to the package.
- Verification basis: 28e10bd, naming the three cited files that
changed since af5beee and were rechecked.
- Section 10: the DPA line is the data-subject portability right in an
internal template, not a tenant exit-export obligation; the priority
call rests on the executed pilot agreement.

… direction (#3713)
* feat(trace): report depth exhaustion and walk transformation links by direction
Stories S1 and S2 of docs/product/FSMA_204_READINESS_GAP_ANALYSIS_2026-10-28
(PR #3701). Both close a silent-truncation path the external readiness PRD
excludes: a trace that stopped at its depth limit read as complete, and the
FDA export lineage walk followed transformation links in either direction,
so a backward step to a parent lot followed by a forward step pulled in
sibling lots that never touched the seed.
S1, records trace (`/api/v1/records/trace/forward|backward/{tlc}`):
- CanonicalEventStore.trace_walk returns a TraceWalk with `truncated`
(result cap, #1282) and a new `depth_exhausted` flag, set when a lot was
reached at max_depth and never expanded. Conservative, no extra query.
- trace_forward / trace_backward keep the (links, truncated) contract by
delegating to trace_walk.
- TraceResponse gains `depth_exhausted` and `max_depth`.
S2, export lineage (`_expand_tlcs_via_transformation_links`, batch twin,
`/api/v1/fda/trace/{tlc}`):
- Direction travels as a column in the single recursive branch: forward
rows only join input_tlc, backward rows only output_tlc. `both` is now
the union of a pure forward and a pure backward walk (21 CFR 1.1350(c)),
not an undirected walk, so sibling lots are excluded.
- New `_expand_tlcs_detailed` returns TlcExpansion with `depth_exhausted`
and per-lot reach data; the list-returning functions wrap it.
- fetch_trace_graph_data labels nodes by the walk that reached them (a lot
two hops downstream was labelled upstream before), adds per-node depth,
and returns `direction` and `depth_exhausted`. The route accepts
`direction=forward|backward|both` (default both).
Export and /export/verify share the same walk, so they stay consistent.
Bundles produced before this change will not reproduce byte-for-byte when
sibling lots were present; no customer bundles exist (pre-production).
Tests: depth flags on the writer walk, router response fields, direction
SQL shape on the recursive CTE, a live PostgreSQL sibling-exclusion case,
and a new route test for /api/v1/fda/trace. Verified locally against a
scratch PostgreSQL 16 at alembic head plus the tenant-scope query gate.

* fix(scripts): spell the key-dir mode as stat.S_IRWXU for the Semgrep gate
Ported from #3736. The Semgrep OWASP hard gate on main has flagged
scripts/create_test_api_key.py:140 (insecure-file-permissions) since
#3625 and the main merge carried the finding into this branch. The
directory mode is unchanged (owner read, write and execute only; the
key file itself stays 0600). This no-ops once main carries the fix.

Claude-Session: https://claude.ai/code/session_01GyhDYG3ddQvVKyu2qtYfCj
* fix(trace): judge the depth limit per direction and keep graph edges inside the returned lots
Two review findings on the S2 walk.
depth_exhausted collapsed both walks to MIN(depth) per lot before
checking the limit, so a lot the backward walk found early hid a forward
frontier: with S -> A -> X -> S and X -> Y, a both-direction trace from S
at depth 2 omits Y (X sits at depth 2 forward, never expanded) yet read
depth_exhausted=false because X is at depth 1 backward. The CTE's final
select now takes MIN(depth) per (lot, direction) first and reports
whether any walk only reached a lot at the limit; the display depth is
still the shallowest reach. Rows without the new column fall back to
the collapsed depth.
fetch_trace_graph_data selected every link touching any returned lot,
so a sibling branch (A -> S when tracing B in A -> B, A -> S) and
opposite-direction neighbours leaked into edges and named lots absent
from nodes. Both ends must now be returned lots, in SQL and again on
the rows for persistence stubs.
Tests: unit cases for the per-direction limit (fake rows carrying the
fifth column, SQL shape) and for edge restriction; a live PostgreSQL
case for the cycle graph at depths 2, 3 and 4. All three failed before
the change. Tenant-scope query gate passes.
