frontend: EPCIS 2.0 export (Preview) on all plans; FSMA 204 24-hour records copy - #3583
Squash merge title: feat(frontend): show EPCIS 2.0 export (Preview) on all plans and cite FSMA 204 24 hour records rule
The first commit (27bcfc3, "frontend: ...") predates the Conventional Commits check and is not rewritten (no force push), so Commit Message Check will keep flagging it. The squash title above is the conventional message that lands on main.
Two copy changes:
frontend/src/app/pricing/page.tsx: every plan now lists "EPCIS 2.0 export (Preview)".
It is added to Base and Enterprise.
On Standard, the old line "FDA-oriented sortable export + EPCIS 2.0 export (Preview)" becomes just "EPCIS 2.0 export (Preview)". The sortable export is still listed on Base, and Standard includes it through "Everything in Base".
frontend/src/app/fsma-204/page.tsx: the "Typical response: 3-5 days, incomplete" line is replaced. It now says records must be provided within 24 hours of an FDA request, citing 21 CFR 1.1455(b)(3). The rest of the page already says 24 hours.
Tests: no unit, e2e, snapshot or content tests assert the old text, so no tests needed changes.
npm run lint: 0 errors (pre-existing no-console warnings in e2e).
tsc --noEmit: clean.
vitest on pre-revenue-copy, public-site-fixes and verify-no-sample: 23 passed.
The copy-lint check finds nothing in either page. Its gate run passes but prints 38 "baseline stale" notices, and the same 38 appear on clean main.
Not run: the full vitest suite, next build and Playwright.
Note
Low Risk
Copy and docstring-only changes with no runtime logic, auth, or data-path modifications.
Overview
Updates marketing and API documentation so EPCIS preview and the FSMA 24-hour records rule are described consistently across the site and SDK.
On pricing, EPCIS 2.0 export (Preview) now appears on Base, Standard, and Premium. Standard’s feature line no longer bundles FDA sortable export with EPCIS (sortable export remains on Base and via “Everything in Base”).
On the FSMA 204 guide, the “Without a system” card drops the informal “3–5 days, incomplete” line and instead states the 24-hour (or FDA-agreed) deadline, citing 21 CFR 1.1455(c)(1).
Python docstrings for export_fda and the FDA request export endpoint align the legal references with 1.1455(c)(3) (deadline after an FDA request) and (c)(3)(ii) (electronic sortable spreadsheet)—replacing the prior (b)(3) wording. No export behavior changes.

The FSMA page now states that records must be provided within 24 hours of an FDA request and cites 21 CFR 1.1455(c)(1). Two docstrings now cite provisions for the 24-hour deadline and electronic sortable spreadsheet requirements. The pricing page adds EPCIS 2.0 export (Preview) to Base and Premium. Standard’s combined export feature is replaced with the EPCIS preview feature.
This PR is copy and documentation only, and the FSMA 24-hour citation is now valid. One issue is worth following up: the SDK documents lot-scoped FDA exports, but the endpoint returns every tenant record in the date range. Either apply the TLC filter in the route or correct the documentation.

Scope: frontend/src/app/fsma-204/page.tsx, frontend/src/app/pricing/page.tsx (head unchanged at review time).
Blocking:
fsma-204/page.tsx: the new 24-hour line cites 21 CFR 1.1455(b)(3). The 24-hour record-availability requirement is 21 CFR 1.1455(c)(1) (the repo's own compliance matrix maps "Records available within 24 hours" to §1.1455(c)(1)). Please change the citation to 1.1455(c)(1). The claim itself is accurate; only the paragraph cite is wrong.
Passing:
EPCIS 2.0 export is labeled "(Preview)" on all three tiers. No overclaims.
Removing the unsourced "Typical response: 3-5 days" figure is an improvement.
Note: Standard's line dropped "FDA-oriented sortable export +"; it is still covered by "Everything in Base", so nothing is lost.
Merges cleanly with main (MERGEABLE). No fake/sample data added.
CI: all substantive gates green (Frontend/Backend gates, Unit Tests, Smoke, CodeQL, Semgrep). Copy gate fails on pre-existing findings in files this PR does not touch, and it is also failing on main. Engine Review Pass is waiting for a review. Some jobs were still queued.
Tests not run locally: the 1-minute load was 28.15, above the limit of 28. The change is copy-only.
eCFR: (b) has no (3); (c)(1) is the 24-hour FDA request; the sortable spreadsheet docstrings cite (c)(3)(ii).

* ci(vercel): diff ignore step against main merge-base; skip guard for non-frontend PRs
The ignore step diffed against VERCEL_GIT_PREVIOUS_SHA (the previous push), so a push that merged main or touched only non-frontend files cancelled the preview on frontend PRs (#3586, #3578, #3553, #3583: 'Canceled by Ignored Build Step'). The guard also failed backend-only PRs (#3599) whose preview is skipped by design.
* ci(vercel): skip Preview Access Link when no frontend preview URL

Citations, checked against the eCFR text of 21 CFR 1.1455:
regengine/client.py:475-478 and services/graph/app/routers/fsma/compliance.py:110-111 are accurate. (c)(3) sets the 24-hour deadline for an FDA request made in person or remotely, and (c)(3)(ii) requires the electronic sortable spreadsheet for 1.1325-1.1350 records.
frontend/src/app/fsma-204/page.tsx:282 cites (c)(1). That is also accurate, since (c)(1) carries the general 24-hour availability rule.
Merges 29792f6 and 56a2ef3: each merge result differs from its main parent only in the 4 PR files, and main made no changes to those files in between, so nothing from main was lost. No tests changed, so the real-data rule isn't touched.
Non-blocking:
fsma-204/page.tsx:282: both (c)(1) and (c)(3) say "within 24 hours (or within some reasonable time to which FDA has agreed)". Consider keeping that qualifier so "the rule does not wait" isn't read as having no exceptions. The code cites (c)(3) while the page cites (c)(1); both are valid.
regengine/client.py:477 ("all traceability records for the specified lot") is older wording. The graph endpoint at compliance.py:95 filters by date range only and doesn't filter by TLC. Follow-up only.
State: the branch is 4 commits behind main, and 0 threads are unresolved. PR Gate: Backend is still pending. Failing checks are Commit Message Check, Engine Review Pass (expected before this review) and visual-report (non-required).

Delta 5128ded..d034af3: cc5241d merges main (signed-off, conventional subject); d034af3 changes only frontend/src/app/fsma-204/page.tsx:282 to cite the full 21 CFR 1.1455(c)(1) rule (or a reasonable time FDA agrees to), which is accurate. Both commits carry Signed-off-by. Commit Message Check is re-running (pending). Branch is 3 behind main again.

Delta re-review d034af3..9c4d8da. The only new branch commit is 'chore: merge origin/main' (parents d034af3 + 206676d), signed off. git show --remerge-diff is empty, so my earlier PASS carries. The PR is 1 commit behind main again.
