test(fsma): data-free tests for 24h SLA, FDA export wiring and intake routes - #3590
Known failure: tests/docs/test_ingest_samples_validate.py on main (fixed by #3585).
Note
Low Risk
Test-only additions with no production or runtime behavior changes; low risk aside from possible brittleness if routes or constants are renamed without updating tests.
Overview
Adds data-free FSMA R3 regression tests (no records, CSV, or EPCIS payloads)—only constants, routing, and timestamp behavior.
In graph, new tests lock 21 CFR 1.1455(c)(1) recall SLA: RecallDrill.sla_status must use a 24×3600 second limit (via AST on the property source), expose MET / AT_RISK / BREACHED, and behave correctly for not-started, completed at exactly 24h vs 24h+1s, and in-progress thresholds (>75% → AT_RISK).
In ingestion, new wiring tests assert the FDA export router is mounted under _router_enabled("fda_export") and listed in _COMPLIANCE_ROUTERS, that GET /api/v1/fda/export calls _generate_csv, that FDA_COLUMNS drives CSV fieldnames (required spreadsheet headers per c)(3)(ii)), and that webhook, CSV, and EPCIS intake routes are registered at the expected paths.

Walkthrough
The change adds timestamp-based tests for the 24-hour recall SLA, including status boundaries for completed and in-progress drills. It also adds AST-based tests for FDA export and intake wiring, including router registration, spreadsheet endpoint configuration, CSV columns, and intake routes.
The new tests can be merged, though adding assertions for the exact SLA transition and PII forwarding would strengthen their regression coverage.

I reviewed by hand because the Mac's load was about 48, over the 28 limit, so DeepSeek wasn't run and I didn't run pytest locally. There's one commit, which adds two test files and nothing else.
services/graph/tests/test_r3_recall_sla_24h.py
These tests exercise the real RecallDrill.sla_status and duration_seconds (services/graph/app/fsma_recall/models.py:105-133) with nothing stubbed.
The boundaries match the code and the regulation. COMPLETED uses duration_seconds <= 24*3600 (models.py:123), so exactly 24h counts as MET (:65-69) and 24h+1s as BREACHED (:72-80). That's consistent with "within 24 hours" in 21 CFR 1.1455(c)(1). The in-progress cases (1h MET, 19h AT_RISK above 18h, 25h BREACHED) are far enough from the thresholds not to flake.
The test inputs contain no data: just timestamps and empty ids/tenant.
Nit, not blocking: test_sla_limit_is_24_hours_in_source (:40-48) is a static source check, and the boundary tests below it already pin the behavior.
Separately, a pre-existing code issue outside this PR: models.py:123 if self.duration_seconds and ... treats a 0-second completed drill as BREACHED. It's worth a follow-up.
These are AST checks only. They never import or call the routers, so they guard wiring (the router mounted via _router_enabled("fda_export") and listed in _COMPLIANCE_ROUTERS, GET /api/v1/fda/export -> export_fda_spreadsheet, _generate_csv with fieldnames=FDA_COLUMNS, plus the webhook, CSV and EPCIS intake prefixes and paths), not behavior.
They aren't over-stubbed (nothing is stubbed), but they're static. They'll catch removed or renamed wiring, but not a broken endpoint.
What's asserted differs slightly from the description: the test checks that export_fda_spreadsheet calls _generate_csv (:105-113). It doesn't check that the route "calls export_fda_spreadsheet"; that function is the handler itself.
The tests are data-free: only header names that are checked against the code's own FDA_COLUMNS, with no records, CSV rows or EPCIS documents.
CI at posting:
Passing: Alembic ID guard, Legacy Pattern Guard, Lint shared/ and Vercel.
Pending: most suites, including the Lint graph/ingestion jobs, the ingestion full suite and the PR Gate backend.
Failing: Engine Review Pass, Head SHA Guard and the PR Blocker Checklist. These are review gates waiting on a non-author review for this head.
This PASS covers the code. Merge only after the pending suites are green.

Add 18-hour boundary cases to the in-progress SLA test.
The in-progress test samples 1h, 19h, and 25h. It never samples the 75% point of the 24-hour limit (18h). A change that moves the AT_RISK transition from 18h to 19h would still pass this test. The 19h sample lands just past the new boundary, so it still reports AT_RISK. The docstring states the 75% boundary as the contract, so the test does not cover that boundary.

Assert that the route forwards include_pii.
The test checks only the _generate_csv function name. It does not check the argument value. A regression could omit include_pii or pass a constant while all current assertions pass. That could silently redact authorized PII or expose PII when redaction is requested. The current handler correctly uses include_pii=include_pii, but this wiring contract is not protected by the test.

Merge-only delta. Reviewed by hand; no dsh headless run.
Remerge-diff of b4ec85e is empty. The PR's 2 test files are byte-identical to b92e617, and the diff against main is only those 2 files (+262).
All real test, lint and security checks are green. CI Status Gate is an aggregate and was still pending.
Vercel Preview Built failed with "Vercel preview status ended success: Canceled by Ignored Build Step". This test-only PR doesn't change the frontend, so Vercel skipped the build. That's not a real build failure.
CI note: the only failing checks are gates that wait on an engine review of this head (Engine Review Pass: "No passing review from a non-author engine for current head SHA", plus the PR Blocker Checklist / Head SHA Check Guard aggregates). That is circular, so I am posting per C.Lee.
