ci(vercel): fix 'Canceled by Ignored Build Step' failures in Vercel Preview Built - #3614
Low Risk
CI and Vercel ignore-script behavior only; no application runtime, auth, or data-path changes.
Overview
Fixes Vercel Preview Built CI failures tied to ignored/skipped previews by aligning skip logic with how the PR actually changes frontend/.
vercel-ignore-build.sh no longer uses VERCEL_GIT_PREVIOUS_SHA as the diff base (which could cancel previews after merge-main or non-frontend pushes). It always compares HEAD to the merge-base with main (with a deeper fetch and the same origin/main fallbacks).
vercel-preview-guard.yml checks out the repo, sets a frontend job output from git diff on frontend/ since merge-base, and only waits for the regengine Vercel deployment when frontend=true. Backend-only PRs get an explicit “preview skipped” step instead of timing out or failing on “Canceled by Ignored Build Step”. The Preview Access Link job runs only when there were frontend changes and a preview URL was produced.

…non-frontend PRs
The ignore step diffed against VERCEL_GIT_PREVIOUS_SHA (the previous push), so a push that merged main or touched only non-frontend files cancelled the preview on frontend PRs (#3586, #3578, #3553, #3583: 'Canceled by Ignored Build Step'). The guard also failed backend-only PRs (#3599) whose preview is skipped by design.

Walkthrough
The preview workflow checks whether a pull request changes files under frontend/. It waits for a Vercel preview only when frontend files changed and the pull request is not from Dependabot. It reports when the preview wait is skipped. The access-link job requires frontend changes and a nonempty preview URL. The build script fetches origin/main and attempts to use its merge base with HEAD, with a fallback to origin/main.
Preview validation can be bypassed for some shallow-history or differing-base cases, so the fallback behavior should be aligned before merging.
Security architecture risk: Low · up to 21d0e
The changes are limited to preview selection and read-only repository access. The production-build guard is preserved, and access-link publication becomes more restrictive. No introduced security vulnerability was established, but preview selection after failed or interrupted fetches remains uncertain.
Retained concerns
No architecture-level concerns identified.
Security review details
Security Blast Radius
observed — The new repository-content permission is read-only and belongs to the preview-inspection job. The bypass secret and pull-request write permission remain in a separate job whose execution is now more restricted.
Trust Boundaries and Controls
observed — Preview readiness remains tied to the PR head SHA and expected deployment environment. Before exporting a URL, the workflow requires successful deployment status, HTTPS, and the configured project hostname pattern. These controls also existed at the PR base.

Skip the access-link job when no preview is requested
For a non-Dependabot PR with no frontend changes, this condition now skips the wait step and leaves preview_url empty while the preview job succeeds. However, the downstream access-link job still runs: its comment step only excludes Dependabot branches (line 218) and explicitly throws The preview job did not return an access URL when that output is empty (line 230). Consequently, backend-only PRs still get a failing workflow, just in a different job. Gate the access-link job or its comment step on a nonempty preview URL as well.

Do not use origin/main when the merge base is unavailable.
git fetch --depth=200 can leave the merge base outside the fetched history. The fallback then compares origin/main with HEAD instead of comparing the PR with its merge base. If both tips contain the same frontend change, the script can return 0 and skip the Vercel build, while the workflow's merge-base check detects frontend changes and waits for a preview.
Deepen the history when needed. If the merge base remains unavailable, build instead of skipping.

Ignore script (frontend/scripts/vercel-ignore-build.sh): OK. Exit 0 = skip only when git diff --quiet $BASE HEAD -- . is clean; every failure path (no merge-base in the shallow clone, no origin/main, diff error) exits 1 = build, so it fails safe. Production always builds. Diffing against the merge-base instead of VERCEL_GIT_PREVIOUS_SHA fixes the false skips on merge-main pushes. Scope . = the frontend root dir, same as the guard's -- frontend/. No secrets added.
Blocking: access-link (Preview Access Link) still runs on backend-only PRs. preview now succeeds with an empty preview_url, so the script hits throw new Error('The preview job did not return an access URL') and that job turns red on exactly the PRs this change is meant to stop failing. (Before, it was skipped because preview failed.) Fix: expose frontend as a job output and gate access-link on needs.preview.outputs.frontend == 'true' (or skip when the URL is empty).
Non-blocking: in the scope step, a failed git merge-base aborts the step under bash -e, so the guard fails closed. That's acceptable, but an explicit message would help.
Delta 02dd1f0..21d0e81: one non-merge commit, only .github/workflows/vercel-preview-guard.yml, +2 lines.
preview job outputs now has frontend: ${{ steps.scope.outputs.frontend }}; step id scope exists and writes frontend=true|false to GITHUB_OUTPUT.
access-link gets if: needs.preview.outputs.frontend == 'true' && needs.preview.outputs.preview_url != ''. Valid syntax, string comparison is correct, and it uses the needs..outputs context. On backend-only PRs, frontend=='false' means the job is skipped rather than red. That fixes my 02dd1f0 FAIL.
The ignore script and the merge-base logic are unchanged from 02dd1f0, which I already reviewed.
Non-blocking: Head SHA Check Guard and PR Blocker Checklist fail in 1s. This is probably the branch-name rule on gemini/ (like #3523), not this diff.

Root cause of Vercel Preview Built failing on 8 open PRs:
Error: Vercel preview status ended success: Canceled by Ignored Build Step.frontend/scripts/vercel-ignore-build.shdiffed againstVERCEL_GIT_PREVIOUS_SHA(the branch's previous push). A merge-main or non-frontend push therefore cancelled the preview on PRs that do change frontend (fix(copy): remove proof and case-studies pages, point CTE upload copy to /ingest, label EPCIS as preview #3586, fix(ingest): list per-event errors for rejected EPCIS batches #3578, chore(frontend): remove synthetic sample files #3553, frontend: EPCIS 2.0 export (Preview) on all plans; FSMA 204 24-hour records copy #3583). It now always diffs against the merge-base with main.vercel-preview-guard.ymlfailed backend-only PRs (test(admin): replace invented facility/TLC values with data-free placeholders #3599) whose preview is skipped by design. It now checks out, computes whether frontend/ changed since the merge-base, and only waits for a preview when it did.No settings changed.
