test(ingestion): restore CSV and EDI 856 fixtures with end-to-end FDA export tests - #3591
Restoring these three files is covered by C.Lee's scoped exception to the real-data-only rule. Webhook and EPCIS fixtures are left out on purpose until real partner files arrive.
Note: #3512 added sample_data/ to .gitignore. The CSV now lives under services/ingestion/tests/fixtures/, so nothing under sample_data/ is tracked. .gitignore is unchanged.
Tests
services/ingestion/tests/test_r3_restored_fixtures_e2e.py runs each fixture through ingest, then the KDE/CTE checks, then the gap flags (shared.data_gap_tracking), then the FDA sortable spreadsheet (_generate_csv, headers == FDA_COLUMNS). It asserts the run finishes within 24h (21 CFR 1.1455(c)(1)).
CSV:parse_csv_rows gives 3 harvesting events with no KDE errors. Gap transition is close. All 3 rows appear in the spreadsheet with their TLC, product, GLN and harvest date.
EDI 856:
The extraction matches the golden asn_856.expected.json.
The document has no lot number (LT is null), so FSMA validation rejects it.
The built shipping event opens missing_kde gaps, including ship_date and tlc_source_reference.
It produces no spreadsheet rows. This is the real behaviour of this real file.
Known failure: tests/docs/test_ingest_samples_validate.py on main (fixed by #3585).
Note
Low Risk
Test-only fixture restoration and new e2e coverage; no production ingestion or export logic changes.
Overview
Restores byte-for-byte CSV harvesting and EDI 856 ASN test fixtures under services/ingestion/tests/fixtures/ (with asn_856.expected.json for parsed output) and adds test_r3_restored_fixtures_e2e.py to exercise the full path: parse/ingest → KDE validation → shared.data_gap_tracking → FDA sortable CSV export, with a 24h SLA assertion tied to 21 CFR 1.1455(c)(1).
The harvesting CSV case expects clean parse, closed gaps, and spreadsheet rows matching fixture TLCs and harvest fields. The 856 case locks extraction to the golden JSON, builds a shipping event from the ASN number (no LIN/LT lot), expects FSMA validation failure, open missing-KDE gaps for ship_date and tlc_source_reference, and an empty export sheet.
Reviewed by Cursor Bugbot for commit 82cd226. Bugbot is set up for automated code reviews on this repo. Configure here.
The change adds an EDI 856 shipment fixture and matching expected JSON. End-to-end tests check CSV harvesting and spreadsheet output. They also check EDI extraction, missing-lot validation, open KDE gaps, and spreadsheet output. Both fixture tests check completion within 24 hours.
The PR does not change production behavior, but its new checks can pass without covering key ingestion and export paths. Correct the test inputs and end-to-end coverage before relying on these acceptance tests.

Explanation
The description follows the repository template sections (Summary, Type of Change, Test Plan, Checklist, Related Issues) only partially. It has a detailed summary of restored files, a test description, and a known-failure note, so the change is clear. Missing or incomplete items: the '## Summary' section is replaced by a table and prose, with no bullet list; the '## Type of Change' section has no checkbox marked; the '## Test Plan' section has no checkbox marked, although the tests are described in detail; the '## Checklist' section is not addressed, including the required justification if the new test uses 'sys.modules[X] = stub'; and the '## Related Issues' section is absent, although the PR references #3512, #3500, #3576, #3574, #3583, #3585, and #3588. The description also cites 'C.Lee's scoped exception to the real-data-only rule' without a link or explanation, which a reviewer cannot verify from the description alone.
Resolution
Mark the applicable Type of Change box. This change restores test fixtures and adds tests, so 'Unit tests added/updated' or 'Documentation' do not apply; mark 'Enhancement to existing feature' or leave a note if none fits. 2. Mark the Test Plan boxes that apply, such as 'Unit tests added/updated' and 'Integration tests pass' if the e2e tests pass. State whether the tests were run locally. 3. Complete the Checklist. Confirm that the code follows existing patterns, that no secrets are included, and that the documentation requirement is met or not applicable. 4. Confirm whether 'test_r3_restored_fixtures_e2e.py' uses any 'sys.modules[X] = stub' pattern. If it does, justify it in the description. 5. Fill in the Related Issues section with links, such as the restored PRs #3500 and #3512 and the related open PRs. 6. Link or briefly explain C.Lee's exception to the real-data-only rule. 7. Add a Summary bullet list of 1-3 points in the template format.

Run the end-to-end fixtures through persistence and the FDA export path.
_run_pipeline builds in-memory row dictionaries from accepted events and passes them to _generate_csv. It does not persist accepted events or validation failures. It also does not read records back through the persisted-event converter or an export entrypoint. Both tests can still pass if evidence persistence or record retrieval for FDA export breaks. Persist the fixture events through the ingestion path, read them back, and assert the gap state and spreadsheet from the retrieved records. _generate_csv remains the serializer under test.

Measure the FDA request-to-export path.
Both assertions time fixture parsing and direct in-memory CSV generation. They do not persist records, retrieve them through GET /v1/fsma/audit/spreadsheet, or measure response delivery. Add coverage that persists the fixture records, issues the spreadsheet request, and measures the response time. This protects against request-to-delivery regressions that the current assertions cannot detect. This is a recommended test-coverage improvement, not evidence of a current major production failure.

Fixtures invent traceability lot codes
Medium Severity
The restored CSV and EDI fixtures invent Traceability Lot Codes such as LOT-ROM-2026-0312A and treat ASN-12345 as a TLC, along with fabricated harvest dates, quantities, facility names, and GLNs. The real-data-only rule flags invented KDEs and synthetic TLCs in test fixtures.

EDI test ignores rejection path
Medium Severity
After _validate_edi_as_fsma_event raises, the test still calls _build_ingest_event_for_set and runs gap tracking plus _generate_csv. Production ingest_edi_document stops there and never builds an event, records gaps, or emits spreadsheet rows. The ASN-12345 TLC is also not how ingest assigns a lot.
Use a valid TLC before testing the 856 null-lot behavior.
ASN-12345 fails both the 15-character minimum and the FSMAEvent TLC format validator. The ValidationError therefore does not test the missing line lot. For transaction set 856, the validator retains the caller-supplied TLC when lot_number is absent; only 944 and 945 require a non-empty lot.
Use a valid FSMA TLC and assert the 856 fallback explicitly. This is separate from the persistence/retrieval and request-to-delivery timing coverage findings.

The remerge of 5611545 is empty. The fixture blobs match, and they stay within the C.Lee-approved scope (sample_data/ and services/ingestion/tests/fixtures/).
Non-blocking notes:
The 24h SLA assertion is trivial.
_export_row is a row shape built by the test.
The ingest route is composed from internal helpers rather than called end to end.
