fix(graph): honor tlc filter on FDA request export - #3644
Squash title: fix(graph): honor tlc filter on FDA request export
Problem
regengine/client.pyexport_fda(tlc, ...) sends tlc to /api/v1/fsma/compliance/export/fda-request, and its docstring (around line 477) promises records "for the specified lot". The route only read start_date and end_date, and query_events_by_range had no lot filter, so the export returned every lot in the range. Raised by CodeRabbit on #3583 (client.py around lines 477 to 478): #3583
Change
compliance.py: optional tlc query param (1 to 256 chars), passed to the query; logs has_tlc_filter.
queries.py: optional tlc kwarg with WHERE ($tlc IS NULL OR l.tlc = $tlc); no tlc keeps the old behavior.
New regression test services/graph/tests/test_fda_request_export_tlc_filter.py (5 tests, all fail on main, pass here).
With this, the client.py docstring is accurate again; no client change needed.
Not in scope: the query default limit of 500 can still truncate large ranges.
Note
Medium Risk
Changes FDA compliance export filtering used for FSMA 204 reporting; behavior is additive when tlc is omitted but incorrect lot matching could affect regulatory exports.
Overview
The FDA request export (GET /export/fda-request) now accepts an optional tlc query parameter and passes it through to query_events_by_range, so exports can be limited to a single Traceability Lot Code instead of every event in the date range.
When tlc is set, the Neo4j query adds l.tlc = $tlc (exact match; no trim or case folding). Omitting tlc keeps the previous date-range-only behavior. Empty tlc is rejected with 422. Logging includes has_tlc_filter.
Regression tests cover route forwarding, validation, and Cypher parameter binding.

export_fda in regengine/client.py sends tlc, but the fda-request route
accepted only start_date and end_date and exported every tenant event in
the range, other lots included. The route now takes an optional tlc
(1 to 256 chars, passed through unchanged) and query_events_by_range
filters on l.tlc = $tlc as a bound parameter. Without tlc the export
keeps the date range behaviour.
Adds regression tests for the route and the query.

The FDA request export now accepts an optional TLC query parameter with a length constraint of 1–256 characters. The route forwards the value to the event-range query. When supplied, the query filters joined lots using exact TLC equality without trimming or case folding. Tests cover forwarding supplied and omitted values, rejecting an empty value, and query predicate and parameter binding.
The export change appears functional, but auth, tenant-isolation, validation, and replay regressions could go undetected.
Security architecture risk: Minimal · up to 86079
The new optional lot filter narrows exported records without granting additional access. The reviewed changes preserve authentication, tenant scoping, query parameterization, and CSV safeguards. No material security risk was identified in the changed export path.
Retained concerns
No architecture-level concerns identified.
Security review details
Security Blast Radius
inferred — Within the inspected export path, the added selector operates inside the existing tenant scope. It does not supply a tenant, choose another database, or broaden the underlying matching rows. No additional cross-tenant or privileged reachability is established by this change.
Security Findings and Attack Paths
inferred — The reviewed TLC input does not create a query-syntax injection path: it is bound as data rather than interpolated into Cypher. The comparison also preserves the tenant and CSV control points. No introduced or worsened security concern was identified in this inspected flow.
Trust Boundaries and Controls
observed — The test ranges routed as public-entrypoint signals contain constants, fixtures, mocked route calls, and assertions. Authentication overrides and rate-limit storage resets occur in that test module; they are not changes to the production export’s dependencies or rate-limit decorator.
Resilience and Maintainability Implications
observed — The production operation remains a read followed by CSV serialization. Its existing asynchronous database context encloses the query, and serialization follows context exit. The TLC change does not introduce shared persistent mutation, reservations, or a multi-step recovery protocol.

Explanation
The title "fix(graph): honor tlc filter on FDA request export" matches the main change. The PR adds an optional tlc query parameter to the FDA request export route and filters the Neo4j query by lot TLC, which the title describes. It uses a conventional commit format and names the affected component (graph) and feature (FDA request export). The title is specific and short, at 50 characters and 8 words.

Explanation
The description follows the repository template in its main parts. It has a Problem section, a Change section, and a regression test note. It links the issue SEL-553 and the related PR #3583. The Summary section is present in substance, but the template's Type of Change and Test Plan checkboxes are not marked, and the Checklist section is absent. The description does not state the test-plan status in the template's checkbox format. The required Summary, Test Plan, and Checklist content is only partly present, so the description is mostly complete.

Fix is correct: queries.py:201 adds ($tlc IS NULL OR l.tlc = $tlc) as a bound parameter inside the existing f.tenant_id = $tenant_id scope; compliance.py:100 bounds tlc 1..256 and passes it through. Tests: 13/13 pass with the fix (tlc_filter + header); all 5 new tests fail on main's app code, so it is a real regression test.
FAIL, real-data rule (tests must not use invented ids/values/dates; uuid4/runtime values are fine):
services/graph/tests/test_fda_request_export_tlc_filter.py:28 fixed DATES 2026-01-01/2026-12-31; also :89 and :98.
:57 invented lot ' Lot-ABC-001 ', :89/:92 'LOT-ABC-001'. Use runtime values (e.g. f" {uuid.uuid4()} " for the untrimmed case) and derive dates at runtime.
:25 imports TENANT from test_fda_request_export_header.py:40 (aaaaaaaa-aaaa-... placeholder); use str(uuid.uuid4()) here.
Also 1 unresolved CodeRabbit thread at :93.
Lot codes, dates and the tenant id are generated per run (uuid4 and
today based dates) instead of fixed literals and the placeholder tenant.

Delta re-review c00c342..86079c5 (test-only, 1 file). My earlier FAIL is fixed: the fixed 2026 dates are now a 30-day window ending today, lots come from runtime uuid4 (Lot-, with the uppercase variant derived and asserted to differ), and the TENANT placeholder is replaced by a uuid4 per call via dependency overrides. grep finds no invented dates, lots or tenant constants; key_id=preshared-master is the existing auth-path id already used in other graph tests. The tlc_filter and header tests pass 13/13 locally. With queries.py and compliance.py reverted to the merge base, test_query_binds_tlc_as_exact_lot_filter and test_query_without_tlc_binds_null fail, so the regression is still caught. Deferring the Neo4j two-lot integration test to SEL-553 is acceptable because the unit tests pin the exact-match binding. Non-blocking: the new CodeRabbit thread at :71 (negative-path coverage for the route) is still unresolved. The PR is 4 commits behind main.
