fix(suppliers): do not cascade facility rows that arrive during removal - #3523
Facility removal counted lots, CTE events, and funnel rows, then deleted the facility in a later statement.
Those lot and CTE rows are ON DELETE CASCADE, so a row that committed after the count and before the delete was destroyed with the facility.
The delete now locks the facility on PostgreSQL and repeats the link check inside the DELETE, so the statement matches nothing when a link exists.

Restored in ef99d3f (removed in aa0e068), using no invented values: lot/event rows use empty placeholder strings, and only row existence and FK linkage are asserted.
test_delete_empty_facility: an empty facility returns 200 and the row is gone.
test_linked_lot_returns_409: a linked lot returns 409 and the facility is kept.
test_stale_empty_count_does_not_cascade_lot: the pre-check is forced to (0,0,0), but a lot that is still present yields 409 and survives (race).
test_stale_empty_count_does_not_cascade_cte_event: an event on the target facility whose lot lives elsewhere yields 409 and survives (race).
Local: pytest services/admin/tests/test_supplier_facilities_routes_1342.py gives 35 passed. With the route reverted to main, both stale race tests fail.

Note
Medium Risk
Changes deletion semantics and concurrency behavior for supplier facilities and traceability data; incorrect locking or EXISTS logic could block legitimate deletes or still allow data loss.
Overview
Fixes a race in supplier facility deletion where traceability lots and CTE events could be silently removed via ON DELETE CASCADE if they were inserted after a pre-delete count but before the facility row was deleted.
Deletion now locks the facility on PostgreSQL (SELECT … FOR UPDATE), shares linked-row counting via _linked_record_counts, and runs a conditional DELETE that only matches when lots, CTE events, and funnel rows are absent (NOT EXISTS via _no_linked_records). If that delete affects zero rows, the handler rolls back and returns 409 with updated counts (or 404 if the facility is gone). Removal-check reuses the same counting helper. FTL scoping rows are still deleted explicitly for databases without cascade on that FK.
Tests add happy-path delete, linked-lot 409, and monkeypatched “stale empty count” cases proving lots and facility-scoped CTE events are not cascaded away.

Facility deletion counted lots and CTE events, then deleted the facility
in a later statement. Those child rows are ON DELETE CASCADE, so a lot
or event that committed in between was destroyed with the facility.
Lock the facility on PostgreSQL and re-check linked rows in the DELETE
itself so that statement removes nothing when a link exists.

It looks like this branch is under active development. To avoid overwhelming you with review comments due to an influx of new commits, CodeRabbit has automatically paused this review. You can configure this behavior by changing the reviews.auto_review.auto_pause_after_reviewed_commits setting.
The removal-check endpoint now uses shared counts for linked lots, CTE events, and funnel events. Facility deletion locks the tenant-scoped facility on PostgreSQL, checks for linked records before deletion, and rechecks linked-record tables in the delete statement. Tests cover successful deletion, linked records, and stale linked-record counts.
Facility deletion has linked-record safeguards, but the required unauthenticated and repeated-deletion tests are missing. Add those checks before release.
Security architecture risk: Low · up to ef99d
The change strengthens protection against accidental traceability-data deletion without expanding deletion permissions. The locking and transaction design supports that protection, but its behavior under real concurrent PostgreSQL transactions has not been demonstrated by the supplied tests.
Retained concerns
No architecture-level concerns identified.
Security review details
Security Blast Radius
inferred — The directly affected operation remains removal of one tenant-scoped facility and its FTL configuration. The protected data comprises linked lots, CTE events, and funnel events. No broader deletion authority or new cross-service execution path was established by the inspected change.
Security Findings and Attack Paths
observed — The supplied security assessment retains no verified findings and leaves one candidate deferred for a missing exact verification receipt. That candidate points to the empty-facility test declaration at line 600. This location does not itself establish an exploitable production sink, and the verification gap remains unresolved.
Trust Boundaries and Controls
observed — The caller supplies the facility identifier, but deletion requires authentication and owner permission and selects the facility within the request tenant. It does not add a supplier-user ownership check; the merge-base route had the same tenant-level authorization scope, so this PR does not introduce that policy distinction.
Resilience and Maintainability Implications
inferred — Facility deletion and explicit FTL cleanup commit in one transaction. A rejected conditional DELETE rolls back before reloading, and request-session cleanup rolls back uncommitted work on failure or interruption. Repeating a committed deletion reaches not-found rather than performing another deletion. These paths support failure containment; commit-failure injection was not supplied.
Hardening Proposals
proposed — Validate the deletion invariant with separate PostgreSQL transactions for lot, CTE-event, and funnel-event writers. Exercise both commit orderings and interrupted deletion, asserting either conflict with record survival or successful deletion followed by rejection of the blocked child write.

Explanation
The description follows the template's Summary, Type of Change, Test Plan, Checklist, and Related Issues sections. It explains the race: lot and CTE rows cascade on facility delete after a count-then-delete gap, and the fix locks the facility and repeats the link check inside the DELETE. Four named tests are listed with their purpose, and a local run result is given (35 passed). Gaps: the Test Plan marks integration tests and manual testing as unchecked, and the Related Issues entry is vague ('Relates to SEL-421 facility removal') with no issue link. The checklist items are all ticked, including the sys.modules stub item, which the description does not clearly justify since no stub use is named. The description also includes an unrelated 'Restored in ef99d3f (removed in aa0e068)' line and automated footer text. These are minor and do not make the description largely incomplete.

Add the required cross-tenant deletion test.
This security-sensitive change moves tenant scoping into _load_facility_for_removal. The test suite must confirm that a facility from another tenant returns 404 and remains in the database.

No earlier grok review exists on this PR, so I reviewed the full diff against main (2 files: services/admin/app/supplier_facilities_routes.py and its test file).
Fixes a race in facility removal. On Postgres the facility row is now locked with SELECT ... FOR UPDATE before the linked-row counts run, and the DELETE re-checks with NOT EXISTS over lots, CTE events and funnel events in the same statement. A lot or CTE event that arrives after the count can no longer be cascade-deleted. If rowcount != 1, the code rolls back and returns 404 or 409.
Refactoring: the duplicated count queries are now _linked_record_counts, and the 409 message is unchanged. The response uses facility_name captured before the delete.
The FTL scoping cleanup is kept for databases that don't enforce the FK.
Tests: 4 new tests (empty delete, 409 on a linked lot, and stale-count races for a lot and for a cross-facility CTE event). The tests use realistic fixtures, and I found no fake data in the production code.
The head commit 52e955d is a signed-off merge of main. git merge-tree of 298c578 and the merged main parent produces exactly the head tree, so the merge carries no extra changes.
I ran tests/test_supplier_facilities_routes_1342.py locally at this SHA: 35 passed.
Nit: after the rollback on the rowcount != 1 path, the re-count runs without the row lock, so the counts in the 409 message are best-effort. That's harmless.

Add a PostgreSQL concurrency test for the facility lock.
The stale-count tests do not exercise with_for_update(). They use SQLite, commit the linked row before DELETE, and replace _linked_record_counts with zero counts.
A second session cannot commit a linked row while PostgreSQL holds the facility's FOR UPDATE lock. The foreign-key check waits on that parent-row lock. Pause removal after _load_facility_for_removal() acquires the lock, attempt a lot insert from a second PostgreSQL session, and assert that the insert remains blocked. After removal commits, assert that the insert fails because the facility no longer exists.
If the lock is removed, the insert can commit during the pause and the conditional DELETE can return 409. That is the counterfactual failure to detect, not the expected result while the lock is held.

The code change itself is sound. It locks the facility row (FOR UPDATE on Postgres), and the DELETE re-checks for linked rows with NOT EXISTS in the same statement, so a lot or CTE event that arrives after the count can't be cascaded away. On rowcount != 1 it rolls back and returns 404 or 409 correctly. FTL scoping cleanup stays as before. I'd pass the routes file as is.
Blocking: the new tests in services/admin/tests/test_supplier_facilities_routes_1342.py add made-up records (tlc_code TLC-KEEP, TLC-RACE and TLC-OTHER, product_description "Spinach", payload_sha256="abc", merkle_hash="def", kde_data={}). C.Lee's standing rule for RegEngine is real recorded data or no data in tests. Please either rebuild these four tests from real recorded rows, or drop them and keep only data-free tests (for example the 404 and 403 paths that already exist). Then I'll do a delta review.
Removes four tests (TLC-KEEP/RACE/OTHER fixtures) per real-data-only rule. Route fix unchanged.
Signed-off-by: Christopher Sellers <1@christophersellers.com>
This delta is one commit on top of 5cfd41f. It drops the four tests with made-up records and the unused import. The only added line reformats an existing fixture line from main, so it adds no new data. The route fix is unchanged from my earlier read and is sound. That clears the blocking issue from my FAIL. It's fine to merge on green CI. Note, not blocking: the race fix now has no direct test, so a real recorded-data test would be a good follow-up.
delete_supplier_facility now supports empty-facility success, linked lot/CTE/funnel rejection with 409, and guarded 404/409 responses after a zero-row conditional DELETE. TestDeleteSupplierFacility covers only 400 and 403 guard paths, and no other test exercises this route or handler.
Add focused tests in TestDeleteSupplierFacility for these branches. Keep the cross-tenant and PostgreSQL-concurrency cases separate.

Hermes delta review since aa0e068. The delta is only a clean merge of origin/main (cfe479e, after #3567). Fresh full review. The head moved past my aa0e068 PASS.
Route (supplier_facilities_routes.py): DELETE now locks the facility row with FOR UPDATE on Postgres, counts linked records, and then runs a single DELETE guarded by NOT EXISTS for lots, CTE events and funnel events. If rowcount != 1, it rolls back and returns 404 or 409, so a lot or event that arrives mid-removal can no longer be cascaded away. The tenant scope is kept on every query. removal-check reuses the shared count helper with no behavior change.
New test commit ef99d3f (Christopher): it restores the 4 delete/race tests. Lot and event rows use empty strings and no invented TLCs, products or hashes. One pre-existing "Spinach" was changed to "". No made-up data was added. The race tests monkeypatch the pre-count to 0 and confirm that both the lot and the CTE event (lot on another facility) survive with a 409.
Merge commits: git show --remerge-diff ee850b9e is empty.
Tests: tests/test_supplier_facilities_routes_1342.py passes 35/35 in a worktree-local env.
Nit, non-blocking: after a failed guarded DELETE where the rows have since vanished, the 409 reports zero counts.

test_delete_empty_facility: an empty facility returns 200 and the row is gone.test_linked_lot_returns_409: a linked lot returns 409 and the facility is kept.test_stale_empty_count_does_not_cascade_lot: the pre-check is forced to (0,0,0), but a lot that is still present yields 409 and survives (race).test_stale_empty_count_does_not_cascade_cte_event: an event on the target facility whose lot lives elsewhere yields 409 and survives (race).Local:
pytest services/admin/tests/test_supplier_facilities_routes_1342.pygives 35 passed. With the route reverted to main, bothstalerace tests fail.Checklist

Relates to SEL-421 facility removal.
Note
Medium Risk
Changes deletion semantics and concurrency behavior for supplier facilities and traceability data; incorrect locking or EXISTS logic could block legitimate deletes or still allow data loss.
Overview
Fixes a race in supplier facility deletion where traceability lots and CTE events could be silently removed via
ON DELETE CASCADEif they were inserted after a pre-delete count but before the facility row was deleted.Deletion now locks the facility on PostgreSQL (
SELECT … FOR UPDATE), shares linked-row counting via_linked_record_counts, and runs a conditionalDELETEthat only matches when lots, CTE events, and funnel rows are absent (NOT EXISTSvia_no_linked_records). If that delete affects zero rows, the handler rolls back and returns 409 with updated counts (or 404 if the facility is gone). Removal-check reuses the same counting helper. FTL scoping rows are still deleted explicitly for databases without cascade on that FK.Tests add happy-path delete, linked-lot 409, and monkeypatched “stale empty count” cases proving lots and facility-scoped CTE events are not cascaded away.
