fix(suppliers): do not cascade facility rows that arrive during removal - #3615
Replaces #3523. That PR closed when its branch was renamed from cursor/bc-… to gemini/facility-removal-real-data-tests, so Engine Review Pass can accept the author engine. The head is unchanged at ee850b9, which Muse fully passed on #3523.
Summary
Facility removal counted lots, CTE events, and funnel rows, then deleted the facility in a later statement.
Those lot and CTE rows are ON DELETE CASCADE, so a row that committed after the count and before the delete was destroyed with the facility.
The delete now locks the facility on PostgreSQL and repeats the link check inside the DELETE, so the statement matches nothing when a link exists.

Restored in ef99d3f (removed in aa0e068), using no invented values: lot/event rows use empty placeholder strings, and only row existence and FK linkage are asserted.
test_delete_empty_facility: an empty facility returns 200 and the row is gone.
test_linked_lot_returns_409: a linked lot returns 409 and the facility is kept.
test_stale_empty_count_does_not_cascade_lot: the pre-check is forced to (0,0,0), but a lot that is still present yields 409 and survives (race).
test_stale_empty_count_does_not_cascade_cte_event: an event on the target facility whose lot lives elsewhere yields 409 and survives (race).
Local: pytest services/admin/tests/test_supplier_facilities_routes_1342.py gives 35 passed. With the route reverted to main, both stale race tests fail.

Medium Risk
Changes delete semantics for supplier facilities and traceability-linked tables; the fix reduces accidental loss of compliance evidence but touches concurrency-sensitive DB behavior.
Overview
Fixes a race on supplier facility delete where traceability lots and CTE events could be silently removed via ON DELETE CASCADE even though the API intended to block deletion when links exist.
Removal now locks the facility row on PostgreSQL (FOR UPDATE), shares linked-row counting between removal-check and delete, and performs a conditional DELETE that only succeeds when NOT EXISTS linked lots, CTE events, or funnel rows in the same statement. If that delete matches zero rows, the handler rolls back and returns 409 with refreshed counts instead of cascading. FTL scoping rows are still cleaned up explicitly for databases without cascade on that FK.
Tests cover empty delete, blocked delete with a linked lot, and race scenarios where _linked_record_counts is stubbed empty but real linked rows remain.

…ut invented values
Restores the four TestDeleteSupplierFacility tests removed in aa0e068.
Lot/event rows now carry empty placeholder strings (no fabricated TLCs,
products or hashes); only row existence and FK linkage matter.
Facility deletion now uses a tenant-scoped lookup and lock, checks linked-record counts, and guards the delete with NOT EXISTS predicates. The removal-check endpoint uses a shared count helper. Tests cover successful deletion, linked-record rejection, and stale-count cases.
Facility deletion appears protected against linked-record loss, but cross-tenant, unauthenticated, replay, and PostgreSQL concurrency cases still lack targeted tests. Merge with owner acceptance of those coverage gaps or add the tests first.
Security architecture risk: Low · up to 9b166
The change strengthens deletion safeguards without an observed expansion of access or authority. Remaining uncertainty concerns actual PostgreSQL concurrency and failure-recovery behavior, which the supplied tests do not exercise.
Retained concerns
No architecture-level concerns identified.
Security review details
Security Blast Radius
observed — The caller supplies a facility UUID, but the destructive operation requires authentication and owner permission and matches one facility within the current tenant. Linked-record queries retain tenant predicates. Under tenant-consistent ownership, the directly affected data is that facility, its traceability relationships, and its FTL configuration.
Security Findings and Attack Paths
observed — The supplied security assessment retains no verified finding. Its sole candidate remains deferred because a valid candidate-bound verification receipt is missing. The exact cited line declares a successful-deletion test; that location alone does not establish an exploitable production path, and this inspection does not resolve the receipt gap.
Trust Boundaries and Controls
observed — The change strengthens the boundary between an owner's removal request and destruction of linked evidence: authorization remains in place, the lookup and DELETE both enforce tenant identity, and all three linked-record types participate in the delete-time exclusion. PostgreSQL row locking is conditional on the database dialect.
Resilience and Maintainability Implications
observed — The added stale-count tests preserve an existing lot or CTE event despite a zero-count precheck, including an event whose lot belongs to another facility. They use SQLite and precommitted rows, so they validate the exclusion predicate but not PostgreSQL locking, concurrent insertion, interruption, or failure recovery.
Hardening Proposals
proposed — Validate the preservation guarantee with PostgreSQL two-session tests for both insertion/deletion orderings, including funnel events, and failure injection between facility deletion and cleanup. Check that rejected or interrupted operations preserve linked evidence and that repeated deletion cannot affect unrelated facilities. This is additional assurance, not an observed vulnerability.

Full details: Title check
Explanation
The title names the fix and its subject, supplier facility removal. It states the main change: facility rows that arrive during removal are no longer cascade-deleted. Its scope matches the raw summary, which adds locking and a conditional delete that blocks removal when linked rows exist. Its wording is specific enough for a teammate scanning history.
Full details: Description check
Explanation
The description follows the template. It has a Summary, a Type of Change section with Bug fix checked, a Test Plan with Unit tests checked and details of four named tests, and a completed Checklist. It explains the race condition and the fix. Two gaps remain. The Related Issues entry is informal, and the 'Relates to SEL-421' line does not use the template's link format. The Summary has four bullets, and the template asks for one to three. The Test Plan also leaves the integration test box unchecked, and the description does not say why integration tests were not run. The description also includes Cursor bot footer text and a note about a replaced PR. These are not required by the template, but they do not block the check.

Add the required cross-tenant negative-path test for facility deletion.
The route scopes facility lookup and deletion by the authenticated tenant. The proposed foreign facility uses valid model fields and can reach the 404 branch. Assert that the facility remains after the request.
The stale-count tests use SQLite. They exercise the NOT EXISTS delete guard, not the PostgreSQL FOR UPDATE branch.

Head matches 9b166bf exactly. It is a merge of origin/main (65eb2b9) into ee850b9. range-diff shows the 3 branch commits unchanged (=), and diff vs main is still just supplier_facilities_routes.py plus the test file.
The remerge-diff touches only the conflict in test_supplier_facilities_routes_1342.py. The 4 delete tests (empty, linked-lot 409, stale-count lot, stale-count CTE event) are ported to main's TestIds fixture: ids.tenant_id/ids.user_id, _make_facility(db_session, ids), and tlc/desc/name values built as f"...-{uuid4().hex}". The old literals ("Target"/"Other", "TLC-FILTER-001") resolve to main's version. No invented names, companies, emails, products or lot codes.
The assertions are unchanged (200/"deleted", 409 + facility survives, lot and CTE event survive the stale pre-check). The unused patch import was dropped.
I didn't run the tests locally because there is no RegEngine worktree venv, and I installed nothing.

Add unauthenticated and replay negative-path tests for facility deletion.
The client fixture overrides get_session, get_current_user, and require_owner. No test in this file sends a DELETE without those overrides, so an authentication regression on this route would not fail these tests. The repository test guidance requires unauthenticated and replay negative paths for security-relevant changes. This PR changes a tenant-scoped destructive route.
Add these two tests:
Unauthenticated: Build an app that overrides only get_session and the tenant context. Do not override get_current_user or require_owner. Send a DELETE for an existing facility. Assert the authentication-failure status, then assert that the facility still exists.
Replay: After a successful DELETE, send the same request again. Assert 404. Assert that an unrelated facility and its linked lot remain.

Start the linked-row transaction before deletion.
The proposed deletion-first ordering is inverted. If deletion acquires FOR UPDATE first, the lot/CTE insert waits on the facility foreign key. Deletion can then commit with a 200 response, after which the insert fails its foreign key; it will not produce a 409 or a surviving row.
Start a PostgreSQL transaction that inserts and flushes a linked lot or CTE event, then keep it uncommitted. Start deletion in a second session and synchronize at _load_facility_for_removal so it must wait for the facility lock. Commit the insert transaction, then assert that deletion returns 409 and that the linked row remains. This synchronization also detects removal of with_for_update() rather than allowing the deletion to reach its pre-check before the insert commits.
