test(admin): replace invented facility/TLC values with data-free placeholders - #3599
Follow-up to #3523 (separate, branched from main so #3523 isn't blocked). Approved by Lead.
Change
services/admin/tests/test_supplier_facilities_routes_1342.py on main used invented domain values (TLC-001, TLC-EVENT-001, TLC-X, TLC-DUP-001, TLC-FILTER-001, "Baby Spinach"/"Spinach", "Warehouse A/X", "New Packhouse", "1 Main St", "Salinas", "93901"). They are replaced with module-level opaque uuid4().hex tokens; every assertion compares the response to the same token (round-trip only), so no fabricated record content remains.
Kept intentionally: u@example.com (RFC 2606 reserved), state "CA", roles, and the "Leafy Greens" FTL category name (real FDA Food Traceability List category).
#3523 restores 4 delete tests at the end of this same file (already data-free); only the _make_facility default hunk is near both diffs, so expect a trivial merge whichever lands second.
Reviewer: DeepSeek (non-pi engine), per Lead. Auto-merge not armed.
Note
Low Risk
Test-only fixture/assertion cleanup with no changes to admin API or business logic.
Overview Test hygiene only in test_supplier_facilities_routes_1342.py: hard-coded supplier/facility/TLC strings (e.g. TLC-001, warehouse names, Salinas addresses, product labels) are swapped for uuid4().hex-style opaque tokens, with assertions limited to round-tripping the same values through the API/DB helpers.
_make_facility defaults and request bodies follow the same pattern so tests no longer embed fabricated record content. Intentionally retained fixtures include RFC 2606 email, real FTL category naming where the catalog matters, state codes, and role enums.
No production route or service logic changes—coverage and branch targets stay the same.

The supplier-facility route tests now generate opaque random tokens for facility names, address fields, TLC codes, and product descriptions. The tests reuse these values in fixtures, requests, and assertions. Existing expected response codes and outcomes remain unchanged.
The route tests now provide less protection against lost traceability data. Restore the non-empty KDE case and check its stored values before merging.

BLOCKING, services/admin/tests/test_supplier_facilities_routes_1342.py:277: "street": "100 Depot Rd" is still an invented address. The PR's goal is to remove every invented value, so replace it with a generated token or "" like the other fields.
Assertions: the round-trip tests still compare name and tlc_code against the generated values, so they keep their meaning. No coverage is lost: these routes have no TLC or postal-code format validation tested here, and the hex tokens satisfy the onboarding min_length rules.
Heads-up: this conflicts with #3523 in the same file (#3523's _make_facility still uses the old invented values). Whichever merges second needs a rebase.

uuid4().hex produces lowercase-only TLC inputs. These round-trip assertions would still pass if the route incorrectly lowercased a TLC. Use distinct, fixed mixed-case placeholders so the tests detect case-folding and failures remain reproducible.
As per path instructions, “Traceability lot codes (TLCs) must be preserved exactly as received (no trimming, case-folding, or re-generation).” Based on learnings, “In test code, avoid using ... randomly generated IDs/UUIDs as inputs. Use fixed, hardcoded constants instead.”

Restore non-empty KDE coverage and assert persistence.
The {} payload skips the canonical bridge’s quantity/unit path. The route response does not include kde_data, so the current assertions cannot detect KDE loss. Other same-route tests send non-empty KDE data, but they do not assert stored quantity or unit values. Restore the payload and assert the persisted SupplierCTEEventModel.kde_data.
