fix(ingestion): EPCIS Preview, harvest creating_class_instance, generated test IDs - #3716
Ingestion-only EPCIS updates (graph harvest is #3731):
Preview labels on ingestion EPCIS and FDA exports (X-RegEngine-Preview, exportMetadata.preview / previewNotice, /formatsstatus: preview for both epcis and fda).
Harvest bizStep maps to creating_class_instance in _CTE_TO_BIZSTEP.
services/ingestion/tests/test_epcis_export_gs1_2.py uses generated GTIN/GLN/lot IDs, an independent GS1 mod-10 written out in the test, and known published valid examples as the non-circular guard.
test_stored_event_export_preserves_metadata_namespace runs without pyld (not in requirements.lock): asserts regengine:metadata namespace and @context terms. Preview @context keys are covered in test_epcis_export_preview.py.
Does not touch services/graph/**. EPCIS and FDA remain Preview. No compliance claims. Synthetic fixtures only (A-2165).
CI green + DeepSeek / Engine Review Pass from a different engine
Land order (ingestion)
#3716 then #3721 then #3722 then #3727 (H2 lot; merge main into each next after prior merges; no rebase). #3728 stays closed.
Note
Medium Risk
Changes export semantics (Preview disclaimers and harvest bizStep) that downstream partners may interpret differently; scope is ingestion export only with test coverage.
Overview
Ingestion EPCIS and FDA exports are explicitly Preview: responses add X-RegEngine-Preview, regengine:exportMetadata.preview / previewNotice, and matching @context terms; OpenAPI copy and /formats drop retailer portal claims and expose status: "preview" (EPCIS retailers is empty).
Harvesting CTEs now map to CBV creating_class_instance instead of collecting.
Tests add test_epcis_export_preview.py, replace hard-coded GTIN/GLN with generated IDs plus an independent GS1 mod-10 check against published GS1 vectors, and assert metadata @context without pyld.

Add X-RegEngine-Preview and exportMetadata.preview/previewNotice on every
EPCIS (and FDA) export response. Mark /formats epcis as status preview and
remove unconfirmed named retailer claims. Spec section 7 test 10 covered

Walkthrough
EPCIS descriptions identify the output as Preview and advise validation with trading partners. EPCIS JSON-LD metadata includes a Preview flag and notice. EPCIS and FDA responses include the X-RegEngine-Preview: true header. The formats listing marks both exports as Preview and removes the EPCIS retailer list. Harvesting events map to creating_class_instance. Tests cover Preview signaling and use generated GS1 identifiers and lot codes.
The change labels EPCIS and FDA exports as Preview and remaps harvesting events. The remaining concern is a test-coverage gap: the metadata test would not notice properties silently dropped during JSON-LD expansion. This is bounded and does not affect runtime behavior, so the change is mergeable with owner awareness.
Security architecture risk: Low · up to dc7e3
The changes affect export interpretation rather than access permissions or stored data. Existing tenant controls remain unchanged. Risk is limited mainly to compatibility with integrations consuming the changed harvesting business step; their production behavior has not been established.
Retained concerns
No architecture-level concerns identified.
Security review details
Security Blast Radius
inferred — The demonstrated impact is on documents returned to existing authenticated export clients, not expanded tenant-selection authority. The supplied dependency evidence does not identify production consumers, so downstream interpretation of the changed business step remains unverified.
Trust Boundaries and Controls
observed — EPCIS and FDA exports retain require_tenant_context and tenant-scoped reads; format discovery retains the same tenant-context dependency. The base-to-head comparison does not change these controls or introduce a new path around them.

Harvest bizstep mapping changed unexpectedly
Medium Severity
_CTE_TO_BIZSTEP now maps harvesting to creating_class_instance instead of collecting. Graph export still emits collecting for the same CTE, so the two Preview paths no longer agree, and this is an event-shape change this PR marks out of scope.

Checks requested by VS Code Lead
Literal GTIN/GLN/lot:test_epcis_export_gs1_2.py rewrite is clean (generated IDs only). FAIL remains in the new preview test:test_epcis_export_preview.py:100 hardcodes textbook GTIN 00614141999996 (not from fixtures). :105 GLN 0061414100014 and the LOT-* at :93 come from services/ingestion/tests/fixtures/01_harvesting.csv:2 (fixture-allowed). Grep for 13/14-digit and urn:epc literals otherwise only hits CBV URN constants and the zero-sentinel in epcis_export.py:404.
1 skipped test:test_stored_event_export_preserves_metadata_namespace at test_epcis_export_gs1_2.py:128 — pytest.importorskip("pyld"). pyld is not in requirements.in/requirements.lock, so this skip is permanent locally and in any env without an undeclared dep. That is the only JSON-LD expansion guard; new @context terms preview/previewNotice (epcis_export.py:629-630) are not expansion-checked. Skip is not justified as coverage for this PR.
Harvest → creating_class_instance: Correct for EPCIS 2.0 CBV / FSMA 204 harvest CTE (epcis_export.py:155). _CBV_BIZSTEPS already allows it.
Preview label: Accurate on EPCIS 200 responses (header + metadata + notice + /formatsstatus: "preview" + empty retailers). Named-retailer claims removed from prod copy.
Seeds: None.
Blocking / material findings
Check-digit test is tautological — test_epcis_export_gs1_2.py:142-155 (helpers :36-40). Mints IDs with calculate_gs1_check_digit and validates via _gs1_check_digit_valid → verify_gs1_check_digit; both call the same _gs1_check_digit (services/shared/fsma_validation.py:285-304). A reversed weight would still pass. The deleted known-valid / known-invalid vectors were the independent guard. Keep at least one independent known-valid vector per ID type (or hardcode expected check digits) alongside generated structure checks.
Textbook GTIN left in new preview test — test_epcis_export_preview.py:100 embeds 00614141999996. Contradicts PR “no literal textbook IDs” / “Synthetic fixtures only”. Use generated_gtin14() (or a fixture-sourced value).
Cross-service harvest bizStep drift (deferred but real) — ingestion now emits creating_class_instance; graph still maps HARVESTING → collecting and its _CBV_BIZSTEPS excludes creating_class_instance (services/graph/app/routers/fsma/compliance.py:348-354,572; graph test asserts collecting at services/graph/tests/test_epcis_export_gs1_2.py:200-204). PR intentionally leaves graph to Issue Engineer — track as a required follow-up before clients rely on consistent EPCIS.
Non-blocking
FDA Preview header vs /formats — epcis_export.py:769 sets X-RegEngine-Preview on FDA; :798-804 FDA format entry has no status: "preview" and still says “required by 21 CFR 1.1455.” PR body says FDA header is intentional; align the catalog or drop the header.
PR summary overclaims Content-Disposition quote fix — no Content-Disposition change in the diff; closing quote already existed on main.
Non-circular GS1 mod-10 tests with published examples; generated GTIN in
preview success path; run metadata namespace test without pyld (not in
lock); mark FDA /formats as preview.

Delta re-review vs prior FAIL at 498b7eb. Worktree /private/tmp/dsrev-3716 @ this SHA. Diff vs origin/main is only the three ingestion files (no unrelated merge-main churn).
FAIL — Independent mod-10 is present, but the four “Published GS1 textbook examples” in services/ingestion/tests/test_epcis_export_gs1_2.py:156-161 have no GS1 source URL/document citation. Provenance:
4006381333931 and 106141411234567897 could not be matched to any GS1 source (third-party calculator/library pages only). GS1 General Specifications §7.9.1-2 published SSCC-18 example is 376104250021234569, not 106141411234567897.
Requirement: each example cited to a real GS1 source and matching it; none invented. Not met.
PASS — Preview success path uses generated_gtin14(); no hardcoded GTIN left (0061414100014 is fixture GLN from 01_harvesting.csv).
PASS — test_stored_event_export_preserves_metadata_namespace runs without pyld; no skip; covered in the 14/0 run.
PASS — FDA /formats has status: "preview"; test_formats_fda_status_preview covers it.
PASS — Human PR summary no longer carries the Content-Disposition overclaim (Cursor auto-summary still has a stale Content-Disposition sentence; not counted as a blocker).

The raw assertions do not execute JSON-LD expansion. A future unprefixed metadata property can therefore pass the current checks but be dropped during expansion. Keep the raw assertions and restore the fixture-backed pyld expansion check as a separate optional test.
