Supersedes #3731. Fresh branch off current main with the identical final diff as a single conventional DCO-signed commit, because Commit Message Check failed on old non-conventional subject 093c47c2.
Summary
Graph-only Phase B P1 (VS Code Lead split). Ingestion is Pi's (#3716 and related); this PR must not touch services/ingestion/.
Harvest bizStep: HARVESTING → CBV creating_class_instance in BIZ_STEP_MAP and _CBV_BIZSTEPS (removes Phase A "kept intentionally" collecting note).
Tests: rewrite services/graph/tests/test_epcis_export_gs1_2.py to use generated GTIN/GLN/lot IDs with structure and round-trip checks. No textbook literals; no transformationID == event_id assert; no exact epcClass/readPoint literal equality.
Reviewer

Medium Risk
Changes GS1 EPCIS export semantics (harvest bizStep and transformation IDs) that trading partners may rely on; preview labeling reduces compliance risk but mapping changes can alter downstream validation.
Overview
Graph /export/epcis is now explicitly Preview: responses include X-RegEngine-Preview: true, JSON-LD regengine:exportMetadata (preview, previewNotice, expanded @context), and matching preview fields in XML; docs drop retailer-automation claims and tell callers to validate with trading partners. CORS exposes X-RegEngine-Preview to browser clients.
HARVESTING maps to CBV creating_class_instance (was collecting) in JSON-LD and XML CBV URIs. Transformation events normalize bare event_id values to urn:uuid:{…} via uuid.UUID parsing before completeness checks.
Tests in test_epcis_export_gs1_2.py assert preview metadata/headers, use generated GTIN/GLN/lot data instead of fixed literals, and add coverage for raw-UUID transformations, invalid GLN readPoints, and harvest quantity classes.

Add Preview response headers and metadata, map HARVESTING to creating_class_instance, and retain generated-ID export tests. Include CodeRabbit follow-ups for CORS header exposure, @JSON skippedEventsByReason, XML exportMetadata, and test hardenings.

The EPCIS export is labeled as a preview. JSON-LD and XML responses include preview metadata and the X-RegEngine-Preview header. CORS exposes this header. Harvesting events map to creating_class_instance. Transformation IDs are normalized to urn:uuid: when valid; invalid IDs and unencodable supplied inputs cause events to be skipped. Tests cover preview output, skipped-event details, GS1 identifiers, and quantity-class URLs.
Some exports can omit a transformation output or misstate an instance-level harvest. Resolve or explicitly accept these interoperability risks before merging.
Security architecture risk: Low · up to df957
The export remains authenticated and tenant-scoped, and exposing the preview header does not broaden browser access. The main risk is export integrity: certain transformations can now omit a supplied, invalid output identifier without reporting that loss.
Retained concerns
Medium · reliability · inferred: A transformation with a raw UUID, valid input, and a supplied output TLC that cannot be encoded now passes the completeness gate and is exported as input-only. Previously this combination was skipped as transformation_incomplete. The new input-side validation has no equivalent distinction between absent and invalid supplied output, so the exported count increases without recording the lost output. This weakens invalid-record containment and completeness reporting at the trading-partner boundary. Actual production occurrence and downstream consequences are unverified.
Security review details
Security Blast Radius
inferred — The identified export-integrity concern affects matching transformation rows within each authorized tenant export, in both JSON-LD and XML. The reviewed changes do not provide a route to another tenant's records or additional privileges. Attacker control over production graph writes was not established.
Trust Boundaries and Controls
observed — API-key authentication and tenant reconciliation precede database access. Missing tenant scope fails closed, and the query applies tenant predicates to events and joined entities, with additional runtime ownership checks for returned lots and facilities. These controls are unchanged across the PR.
Resilience and Maintainability Implications
observed — The existing asynchronous database context closes before export serialization. Serialization completes before the streaming response is returned, and exceptions produce a generic server error rather than leaving a database driver open through the response lifecycle.

The generated row["gtin"] and row["tlc"] values allow an exact expected URL. The current prefix, substring, and suffix checks accept extra path components, so malformed epcClass values can pass. Compare the complete URL with the expected GTIN and TLC. Apply the same exact comparison to the analogous quantity-class checks.

One-sided events with raw UUID transformation IDs were skipped before normalization could mark their IDs valid. Normalize parseable UUIDs first and cover output-only exports with a regression test.

Gate reorder correct: UUID normalization now happens before completeness check, preventing false skips of valid one-sided transformations. Tests cover raw UUID case without weakening validation (ValueError leaves invalid IDs rejected). XML metadata includes preview flag, JSON-LD context expanded cleanly. No security/CORS gaps in added paths.
UUID canonicalization before the completeness gate allowed silent input omissions and invalid transformation IDs. Skip these events with explicit reasons and cover both regressions.

Gate ordering now safely rejects invalid transformation inputs before completeness checks. Test coverage verifies both invalid and unencodable paths with generated GS1 IDs (not structural violations). HARVESTING→creating_class_instance mapping preserved. XML and JSON-LD consistently report preview status and skip reasons.

Skip transformations whose supplied output TLC cannot be encoded.
With a normalized UUID, the completeness gate accepts any row with an encodable input. If the output TLC was supplied but cannot form an EPC or class URI, the exporter emits the input only. The output is dropped and no skip reason is recorded.
Check the output with the sentinel in mind. The query returns "N/A" when no output Lot exists, and that string is truthy. A plain tlc truthiness check would skip input-only transformations that the gate accepts.
