fix(schemas): FSMAEvent TLC Digital Link hardening - #3588
Replaces #3527 with the same changes (its net diff against main at bff8a95), as one Conventional Commit so Commit Message Check passes. #3527 commit b92c95e was not conventional and cannot be rewritten without a force push.
Accept GS1 Digital Links with a custom path stem before /01
Enforce the 20-char AI10 lot limit after percent-decoding
Reject unencoded reserved characters and malformed % escapes
ASCII [0-9] digits, \Z anchors, re.fullmatch
Tests are data-free/structural; this PR adds no invented identifiers (no GTIN or lot values). tests/test_shared: 116 passed locally.
Reviewer: Codex. MERGE FREEZE is on: do not merge.
Note

Tightens the shared FSMA 204 TLC gate used before events are emitted, which may reject some previously accepted strings or change Digital Link acceptance; compliance ingestion behavior should be regression-checked.
Overview Hardens FSMAEvent traceability lot code (TLC) validation for LGTIN URNs and GS1 Digital Links in services/shared/schemas.py, ahead of Kafka-bound FSMA events.
Validation now uses re.fullmatch with \\Z anchors and explicit [0-9] digit classes. Digital Link TLCs may include optional custom path segments between the host and /01/…/10/…. Lot substrings are matched with carrier-specific allowed raw characters plus %HH escapes, then _decoded_ai10_lot_within_limit enforces the GS1 AI (10) 1–20 character limit on percent-decoded lots and rejects malformed % sequences. The GTIN-14 + suffix production pattern is tightened similarly.
tests/test_shared/test_fsmaevent_lot_level_tlc.py gains structural, data-free tests (newlines, bare %, pattern shape, decode-based length). .secrets.baseline only updates a line reference for schemas.py.

Walkthrough
TLC validation now uses full-string matches for production codes, LGTIN class URNs, and GS1 Digital Links. Digital Links can include custom path segments before /01. LGTIN and Digital Link lot components can include valid percent escapes. Validation checks the decoded lot length and allowed characters. Tests cover these formats, invalid escapes, and rejected trailing newlines. The secrets baseline records an updated finding line number.
Some malformed or URI-invalid Digital Links can still pass TLC validation, so the hardening change should be corrected before merge.
Security architecture risk: Moderate · up to 66077
The stricter format checks improve validation, but the new custom-path matcher introduces a potential denial-of-service path from crafted ingestion values. Tenant access controls reduce exposure; deployment-wide impact has not been established.
Retained concerns
Medium · security · inferred: The new custom-stem matcher can amplify rejected ingestion input into quadratic regex work. A long Digital Link containing repeated /01/{14 ASCII digits}/10/A candidates followed by a disallowed fragment delimiter makes the matcher try successive candidate starts and repeatedly scan the remaining suffix before rejection. The base required /01 immediately after the host and did not have this repeated search. The TLC field has no maximum length, and EPCIS performs this validation synchronously inside async request processing. A caller able to reach tenant-gated ingestion could therefore occupy the validating worker and interfere with requests sharing it. Authentication and whole-document size limits constrain exposure, but do not provide a per-value work bound. Actual latency and deployment-wide impact remain unmeasured.
Security review details
Security Blast Radius
inferred — The identified availability exposure is the ingestion process executing shared TLC validation, rather than new tenant-data access or external-fetch authority. Other traffic sharing that validating worker could be affected; worker isolation and the maximum deployment-wide scope are unverified.
Security Findings and Attack Paths
inferred — FSMA-TLC-001 follows attacker-controlled TLC text through synchronous full-string matching. Repeated eligible AI paths plus a terminal forbidden character create repeated suffix scans before the decoded-lot control can run. This is a source-derived attack path, not a measured exploit.
Trust Boundaries and Controls
observed — EPCIS routes require a tenant-context dependency, and the EDI route requires edi.ingest permission. EPCIS strict mode blocks failed schema validation; EDI validation failures stay outside the canonical stream even in advisory mode. These controls constrain access and preserve the validation-to-persistence boundary, but do not bound regex execution cost.
Resilience and Maintainability Implications
observed — The pre-existing EDI reservation lifecycle records an interchange identifier in Redis for seven days before schema validation; the strict rejection path does not release that reservation. The same identifier can subsequently receive a duplicate response despite rejection. This capability was already reachable with invalid TLCs at the base, and the PR changes neither reservation authority nor key scope, so it is not retained as an introduced security concern.
Hardening Proposals
proposed — Parse Digital Link path components once, select the applicable AI sequence deterministically, and enforce explicit total-length or segment limits before validation. Validate rejection-work growth with increasing repeated-AI malformed inputs so custom-stem support retains a bounded-work guarantee.

Avoid quadratic backtracking when matching custom path stems
For a malformed TLC containing many /01/<14 digits>/10/x segments followed by #, the new stem retries each /01/ candidate while the optional trailing-path pattern rescans the remaining input, producing quadratic rejection time. Using the actual compiled patterns, a 46 KB input took approximately 1.97 seconds to reject versus 0.005 seconds before this commit; doubling the segment count approximately quadruples runtime. This validator runs on caller-controlled TLCs through the EPCIS and EDI ingestion gates, and FSMAEvent.tlc has no maximum length, so a relatively small malformed field can occupy an ingestion worker. Parse the path segments deterministically or otherwise bound the matching work before applying this regex.

Require percent-encoding for a double quote in a Digital Link lot.
_DL_LOT_RAW_CLASS accepts ", so https://example.com/01/01234567890123/10/A"B passes both validation stages. A raw double quote is not a URI path character. Remove it from the raw class; %22 can still represent the lot character. (rfc-editor.org)
As per path instructions, “reject unknown or malformed KDE fields rather than coercing them.”

Reject bare % in the custom Digital Link path stem.
_DL_CUSTOM_STEM accepts any run of characters except /, whitespace, ?, and #. That includes a % that is not followed by two hex digits. For example, https://example.com/%/01/01234567890123/10/A matches _TLC_DIGITAL_LINK_RE. Its lot A also passes _decoded_ai10_lot_within_limit, so validate_tlc_format accepts the malformed Digital Link. The validator returns the value unchanged, so the stored lot data is not altered. The defect is that a malformed identifier is admitted.
A path segment in RFC 3986 is built from pchar. A pchar is an unreserved character, a sub-delimiter, :, @, or a well-formed %HH escape. A bare % is not a pchar. The project rule for this code is to reject malformed KDE values rather than accept them. Restrict each stem segment to pchar:

The newline test appends "\n" only to _ALREADY_REJECTED. Every value in that set already fails without the newline: blank strings and bare LGTIN and Digital Link prefixes. The test therefore passes even if the validator accepts a newline after an otherwise valid TLC.
Add a synthetic valid TLC for the LGTIN URN format and one for the GS1 Digital Link format. For each value, assert that validate_tlc_format accepts it. Then assert that the same value with "\n" appended raises ValueError.

Add validator-level cases for encoded LGTIN and Digital Link lots.
The new length and escape assertions call _decoded_ai10_lot_within_limit directly. No test in the repository sends an encoded LGTIN or Digital Link lot through FSMAEvent.validate_tlc_format and checks the result. The rejection cases in this file fail at the regex before the helper runs, so they do not cover the helper call.
If the helper call in validate_tlc_format were removed, every test in this file would still pass, and an encoded lot longer than 20 decoded characters would be accepted. If the helper received the whole value instead of matched.group("lot"), valid 20-character lots would be rejected. No test would fail in either case.
Add parametrized validator cases for each LGTIN and Digital Link prefix form that the patterns accept:
A lot that decodes to 20 characters. The validator returns the value.
A lot that decodes to 21 characters, including one built from %41 escapes. The validator raises the production-pattern ValueError.
Keep the existing newline and bare-percent cases. They check different inputs and are not duplicates of these cases.

Code verdict from e03e3e7 stands (TLC Digital Link hardening, 31 tests). Note: tests use invented lot-code strings as format inputs, carried over from #3527.
Head confirmed 660778d (merge of origin/main add1ea6 into 3de164b). Net diff vs main: schemas.py, test_fsmaevent_lot_level_tlc.py, .secrets.baseline only.
Remerge-diff: the only conflict was generated_at in .secrets.baseline, resolved to main's value; nothing else changed in the merge.
.secrets.baseline: only the existing schemas.py entry's line_number moves 164 -> 165 (same hash, same line content, shifted by the new unquote import). No new allowlisted secret.
schemas.py: fullmatch + \Z closes the trailing-newline hole; ASCII [0-9]; optional Digital Link stem before /01; carrier-specific raw classes with %HH escapes; AI(10) 1-20 limit and 82-char set enforced after percent-decode; malformed % rejected. Production GTIN-14 pattern behavior unchanged aside from \Z. Logic looks correct.
Tests: structural and data-free (no GTINs, lots, names, or sample data); synthetic strings like "x"*20 / "%41" exercise length only. No made-up data.
Ran tests/test_shared/test_fsmaevent_lot_level_tlc.py locally against this head: 31 passed.

Digital Link lot charset is wrong
Medium Severity
_DL_LOT_RAW_CLASS treats RFC reserved symbols as illegal on the wire and still allows a raw ". GS1 Digital Link path lots may carry unencoded pchar characters such as +, (, and =, while " must be %22. validate_tlc_format will therefore drop compliant Digital Link TLCs that _TLC_LGTIN_RE and EPCIS extraction already accept, and will let a raw quote through.
