This assertion fails on every run: TransformationProofPage still renders the hard-coded STEPS dataset and contains no “No data yet” text. Since the frontend workflow runs npm run test:run for frontend changes, this commit leaves the Unit Tests job red; update the page to remove the invented evidence and render the intended empty state alongside this test.

Reviewed the current head 61ca8b0 (c96958f plus one follow-up commit touching proof_recall_router.py and test_empty_input.py).
Good: no dangling imports, workflow paths, package.json scripts, Dockerfile COPYs or docs links to sample_data, demo_exports, qa/fixtures/bad, qa/regression.js, jev_demo_shipping.csv, regenerate_public_samples, run_recall_fixture or demo_mvp_flow. Remaining hits are historical QA artifacts under docs/qa/2026-10-02/ and the .gitignore entries, both fine. New tests are data-free.
Blocking:
- frontend/src/tests/pages/proof-transformation-empty.test.tsx expects "No data yet", no and no download link, but frontend/src/app/proof/transformation/page.tsx was not changed. It still has hand-copied invented rows (page.tsx:54-57 LOT-ROM-2026-0312A, Salinas Valley Farms LLC, GLN 0061414100014, HARV-SVF-2026-0312-001; :65-97 canonical/FDA rows with the same values), says the rows come from sample_data/ (page.tsx:26, :333-336), and links "Download sample data" (page.tsx:355-361). The new test should fail, and the page keeps invented data that points at the removed folder. Replace the STEPS data with an empty state and drop the sample copy and download CTA.
- .secrets.baseline:749-760 still lists demo_exports/sample_audit_bundle.json, which this PR deletes. Regenerate the baseline or PR Gate: Secrets will fail as it did on #3495.
Follow-up (#3498), not broken by this PR: scripts/build_audit_bundle.sh reads frontend/public/proof/fsma-204-sample.csv, not any removed file, and all four frontend/public/proof files are still present. Its header comment (line 19) still mentions the removed "sample-regenerator"; clean that up with the proof-file removal.

- frontend proof-transformation-empty.test.tsx is removed.
- The .secrets.baseline
demo_exports/sample_audit_bundle.jsonentry is removed, and the JSON is valid. - proof/transformation/page.tsx is untouched by this PR.
Blocking (same stale-baseline problem that failed #3495's PR Gate: Secrets): .secrets.baseline still has entries for three files this PR deletes:

Drop those three results (or regenerate the baseline) and keep the JSON valid. The threefrontend/public/samples/*entries are still needed, because those files still exist.

This PR doesn't add those rows, so they don't block it.

PASS (delta 9995ac9..9c05139, head 9c05139). Only .secrets.baseline changed (-672/+0): removed the stale entries for demo_exports/sample_epcis.json, demo_exports/sample_fda_export.csv, sample_data/recall_fixture/sync_manifest.json and qa/fixtures/bad/tampered-chain.json. The baseline is valid JSON, and none of its entries points at any of the 43 files this PR deletes. All 3 frontend/public/samples/* entries still point at files that exist at head. The delta adds no data. CI was still pending when I checked (3 pass, 42 pending, 4 skipped). Required follow-up: page.tsx cleanup after #3471.

SEL-447: remove invented sample and demo data (backend, docs, QA).
Removes: sample_data/ (incl. recall_fixture), demo_exports/, qa/fixtures/bad/ and qa/regression.js, docs/engineering/examples/jev_demo_shipping.csv, scripts/regenerate_public_samples.py, scripts/run_recall_fixture.py, scripts/demo_mvp_flow.sh, and the tests that only exercised those files. Drops the "Regenerate public samples" CI job and sample_data/demo_exports path filters; updates docs that pointed at the removed files.
Not touched (held by open PRs): frontend/src/app/proof/transformation/page.tsx still embeds copied sample rows; it is owned by #3471/#3476 and needs a follow-up after they merge. frontend/public/samples, frontend/public/proof/fsma-204-sample.csv and frontend/src/lib/api-samples are referenced by held pages and will be a separate PR. The e2e fixture is removed by #3486.

Related tests (test_regenerate_public_samples_gate.py, recall fixture case/integrity tests,test_run_recall_fixture.py) and registry seed entries for those tests are dropped; recall reconstruction is only smoke-tested viatest_empty_input.py(load_fixtureon an empty dir).Docs and QA are aligned with “use your own authorized data”: golden path and local setup no longer walk mock recall/demo export flows; JEV preview docs drop the bundled demo file;
