Fixes four bugs in the Operations Most effective models panel.

• Contributor filter (🐛 bug: Most effective models contributor filter joins short repo names against owner/repo keys #10687): PR records are keyed by the owner/repo parsed from their PR URL (falling back to pr.Repo), so short configured repo names now match contributor run-log keys and same-named repos under different owners stay distinct.
• History coverage (🐛 bug: Most effective models 30d/All silently use bounded recent history #10688): run stats now read the rotated .1 task-run log too, and the response carries a coverage object (closed-PR scan lookback, oldest retained run, partial flags) that the panel renders, so 30d/All no longer silently imply complete history.
• Unmeasured run rates (🐛 bug: Most effective models displays 0% run rates when no runs were recorded #10689): run-derived percentages render — when a row has no recorded runs, and the note says run columns come only from the contributor task-run log.
• Runtime labels (🐛 bug: Most effective models labels every Pi model local regardless of provider #10690): a Pi row is local only for local providers (lemonade/, ollama, GGUF), hosted for known hosted provider prefixes (e.g. openai-codex/), and unknown otherwise.

Tests added in contribute_effective_models_test.go; docs in contributor-relay.md; changelog fragment changelog.d/fixed-10687.md.
