Summary

• Post one marked reporter-trust wait comment when a human-filed issue is filtered for maintainer triage
• Add and later clear the configurable hive/awaiting-triage label around that wait
• Surface the bucket as "awaiting triage" in the repo-card breakdown and document the workflow

Validation

• gofmt -w / gofmt -l on changed Go files
• git diff --check
• Per AGENTS.md, did not run local go test; CI is the verdict

Fixes #10537 (intake visibility only; does not implement label-driven repo mode).
