docs: RFC-016 proposes measuring a file's real quality from its audio - #317
RFC-016 proposes measuring a lossless file's real quality from its audio rather than from what its container says, to find fake lossless files (an MP3 decoded back into FLAC) and fake hi-res ones, and a Quality page to list them.
The detector is the desktop's.waveflow_core::analysis::bandwidth already finds the "wall" a lossy encoder leaves (a 20 dB fall with nothing coming back above it). The server ports it, fed by FFmpeg instead of symphonia, and holds the port to the original with a constants test and a parity test against analyze_file.
Measured before it was proposed. A prototype of the port matched analyze_file exactly (same cutoff and fall) on 44 files: the instance's 35 FLACs and 9 fakes made from them. It costs 0.27 s per three-minute FLAC on one thread (about 650 times real time). On this instance it finds two FLACs with a wall at 20.6–20.8 kHz, and fourteen "24-bit" files that use 16 bits.
Three measurements, lossless files only: the wall, the effective bit depth (an OR over integer samples) and a 256-byte averaged spectrum. The verdicts are computed in SQL at read time and reuse the core's probable_fake_lossless_sql!: lossy_source, upsampled, padded, consistent, plus pending, unreadable, silent, lossy and not_measured.
Background, bounded, never on the answering path: one core by default (WAVEFLOW_QUALITY_PARALLELISM, 0 turns it off). It holds back while a scan runs, kills a stuck FFmpeg at its deadline, and re-measures only when the content hash or the detector's version changes.
Storage: one new track_quality table, empty at upgrade, with no rescan.
Access: any member of a library may read its quality, tenancy enforced in the queries. Only an owner or manager may ask for a library to be analysed again. The verdict is not added to song items or to the Subsonic façade, for the desktop's reason that a false accusation should not appear on every row.
Web client: a Quality page (verdict chips, filters, the list sorted worst first), a "Real quality" section in track properties with the averaged spectrum, and a spectrogram generated on demand by FFmpeg.
This PR is documentation only. Nothing is implemented until the RFC has been read.

@coderabbitai On the outside-diff comment about lines 356-359 (when a track keeps its id), fixed in ca3b688. Decision 5 now separates three cases: a changed file at the same path keeps its id, because the scanner matches by path first; a moved file keeps it when the scanner relocates it, by hash or by a hint naming exactly one missing track; and a file the scanner cannot relocate becomes a new track that starts pending and inherits nothing. A measurement is never matched to a track other than the one whose content it measured.

@coderabbitai On the outside-diff comment about lines 378-381 (invalidating measurements when FFmpeg changes): fixed in f90c729, slightly differently from the suggestion. Rather than folding the FFmpeg build into QUALITY_VERSION, which someone would have to remember to bump, each row now records decoder, the first line of ffmpeg -version read at start-up. A measurement is current only when its hash, its version and its decoder all match, so any upgrade, downgrade or different build re-measures in the background with nobody bumping anything. Step 2 tests it. I did not cite the FFmpeg 6.1 WavPack fix as the example, because I have not verified it.

## Commands
Tests need no service container: `test_app()` builds a `Config` over a `TempDir` and the suite drives the same router `main` serves. FFmpeg and ffprobe must be on `PATH`.

Même chemin : l’identifiant reste stable, mais un nouveau full_hash rend la mesure obsolète.

Déplacement non reconnu : une nouvelle piste commence en pending, sans hériter de l’ancienne mesure.

## Architecture & conventions
- **Identifiers and time.** Public ids are UUIDs; timestamps are Unix epoch milliseconds. Album and artist ids are *derived* UUIDs (version 8, RFC 9562 §5.8): the identity engine in `src/pid.rs` hashes the tags that name the entity, under the configurable spec `WAVEFLOW_PID_ALBUM`/`WAVEFLOW_PID_ARTIST`, so the same files answer the same ids on a fresh install. Track ids stay drawn at random — six tables cascade off them, and a scan matches a track by path, then by content hash, then by the relocation hint in `track.pid`. That hint is the track spec evaluated over the file's tags, and it stays a hint: it is asked only when the first two have nothing to say — a file both moved and re-encoded — and it moves nothing unless it names exactly one track whose file has genuinely disappeared. Changing `WAVEFLOW_PID_TRACK` drops every stored hint on the next boot: a hint written under one spec must never be compared against a lookup computed under another, because two specs can evaluate to the same string and the hint would then hand a new file an unrelated track's identity. The next ordinary scan writes them back from its skip path, so clearing them costs no rescan — and a track spec change still re-identifies nothing. Changing a spec re-identifies everything it governs: the next boot notices, schedules a full rescan of every library, and album favourites do not survive it.

## Decisions
### Identity and catalogue authority
The server scanner is authoritative for libraries, folders, tracks, albums, artists, genres and artwork. A track has a stable UUID. Its relative path is a mutable locator, a quick fingerprint narrows relocation candidates, and a full byte hash confirms deduplication or relocation. Tag changes must update the same row. Missing files become unavailable rather than being immediately deleted.

Summary
RFC-016 proposes measuring a lossless file's real quality from its audio rather than from what its container says, to find fake lossless files (an MP3 decoded back into FLAC) and fake hi-res ones, and a Quality page to list them.
waveflow_core::analysis::bandwidthalready finds the "wall" a lossy encoder leaves (a 20 dB fall with nothing coming back above it). The server ports it, fed by FFmpeg instead of symphonia, and holds the port to the original with a constants test and a parity test againstanalyze_file.analyze_fileexactly (same cutoff and fall) on 44 files: the instance's 35 FLACs and 9 fakes made from them. It costs 0.27 s per three-minute FLAC on one thread (about 650 times real time). On this instance it finds two FLACs with a wall at 20.6–20.8 kHz, and fourteen "24-bit" files that use 16 bits.probable_fake_lossless_sql!:lossy_source,upsampled,padded,consistent, pluspending,unreadable,silent,lossyandnot_measured.WAVEFLOW_QUALITY_PARALLELISM,0turns it off). It holds back while a scan runs, kills a stuck FFmpeg at its deadline, and re-measures only when the content hash or the detector's version changes.track_qualitytable, empty at upgrade, with no rescan.probable_fake_lossless.This PR is documentation only. Nothing is implemented until the RFC has been read.
