This PR replaces #3744 with the same tree as one conventional commit so the Commit Message check and CI Status Gate can pass. Do not close#3744; DevOps will close it after this merges.
Summary
Hardens the settings router (still outside PRODUCTION_ENABLED_ROUTERS):
Enforce retention floors with validation on PUT
Redact api_keys in every response
Rate-limit PUT
Emit audit events with the signed-in TenantContext actor (principal id, kind, email)
detect-secrets-hook vs .secrets.baseline on changed files (clean)
Review requested: Hermes
Note
Medium Risk
Changes tenant configuration and compliance-related retention enforcement plus API key exposure boundaries; behavior is well covered by tests but affects security-sensitive settings paths.
Overview
Hardens the ingestion settings router with validation, secret handling, abuse controls, and audit attribution on profile and retention PUT paths.
Retention: New DataRetentionUpdate enforces FSMA-style minimums on writes (422 below floor); GET still uses the floor-free DataRetention model so legacy stored values do not break reads. API keys: Responses redact secrets via allowlisted metadata on a copy—DB and in-memory cache keep full records so unrelated saves do not wipe keys. PUT handlers get 30/min slowapi limits and best-effort SETTINGS_UPDATE audit entries (changed field names only, actor from TenantContext, elevated severity when DB write falls back to memory). CompanyProfile rejects unknown fields and caps string lengths.
Tests extend test_settings_1342.py (limiter wiring/reset) and add test_settings_hardening.py for floors, redaction, 429s, audit shape, auth, and profile bounds.

…rate limit, audit
Replacement for #3744 with the same tree as one conventional commit so the
Commit Message check passes. Retention floors, api_keys redaction, PUT rate
limit, and audit events with TenantContext actor.
Signed-off-by: Christopher Sellers <1@christophersellers.com>
The settings router adds bounded profile and retention input models, API-key redaction on settings responses, and rate limits on both PUT endpoints. Successful updates schedule best-effort audit events with changed field names and database-fallback status. Tests cover validation, redaction, rate limits, auditing, authentication, and tenant isolation.
Profiles stored before this change that exceed the new length caps or hold extra keys can lock a tenant out of reading or updating its settings. Use a tolerant read model with a separate bounded update model before merging. The audit and rate-limit concerns are smaller follow-ups.
Security architecture risk: Low · up to fa8ef
The changes strengthen settings controls without an identified authentication or tenant-isolation regression. A legacy-data compatibility issue can nevertheless block settings access and retention-policy updates for affected tenants. Exposure is limited to deployments where this router is enabled.
Retained concerns
Medium · reliability · inferred: The stricter CompanyProfile model is also used when loading persisted settings. A profile containing an oversized string accepted by the previous API can now fail deserialization before GET, profile PUT, or retention PUT reaches its normal logic. This prevents API-based correction of the profile and blocks retention-policy remediation for the affected tenant. The regression is source-supported; the population of affected records is unknown.
Security review details
Security Blast Radius
inferred — The compatibility failure is tenant-record scoped: it affects tenants whose stored profiles violate the new bounds. The inspected handlers do not let a caller select another tenant’s settings through the path parameter. No changed shared authentication or limiter implementation expands the failure across their dependents.
Security Findings and Attack Paths
inferred — A caller previously authorized to update its tenant profile could persist an oversized field that becomes unreadable after this change. The new bounds prevent creating that condition through the new profile PUT, but do not recover existing records. This supports an availability and retention-remediation concern, not a demonstrated cross-tenant attack or disclosure.
Trust Boundaries and Controls
observed — GET and both PUT handlers retain the authenticated tenant-context dependency and replace the requested tenant identifier with ctx.tenant_id before accessing persistence. Redaction occurs at the response boundary without replacing internal key records, so subsequent settings saves preserve those records.
Resilience and Maintainability Implications
inferred — The existing read-modify-write lifecycle has no added version check or transaction protecting concurrent profile and retention updates, and memory fallback does not establish durable recovery. Base-to-head comparison shows these limitations predate this PR; they are not retained as introduced concerns.
Hardening Proposals
proposed — Separate strict profile-write validation from legacy stored-profile loading, or provide a migration and recovery path before applying the new reader. Preserve the ability to submit a valid corrective profile and update retention when the existing profile exceeds the new bounds.

Explanation
The PR changes three files: services/ingestion/app/settings.py, services/ingestion/tests/test_settings_1342.py, and services/ingestion/tests/test_settings_hardening.py. The settings.py diff contains only the work described in #3744: retention floors, api_keys redaction, PUT rate limiting, audit events, and CompanyProfile bounds. The test changes support those requirements. The router is not added to PRODUCTION_ENABLED_ROUTERS, and the summary lists no change to server/router_policy.py or the route-security manifest. The audit actor now uses ctx.principal_id, ctx.principal_kind, and ctx.actor_email instead of the service label. #3744 lists this as a follow-up, so it goes beyond the required scope. It stays inside the audit code that this PR changes, so it is related work and not an unrelated change. I could not confirm the TenantContext attributes or the SETTINGS_UPDATE enum member because the shared package paths were not found at this head. That does not change this verdict.

Explanation
Requirements from #3744 checked against services/ingestion/app/settings.py at head fa8ef76 (merge base 8c977b9).
Met:
Retention floors [#3744]: DataRetentionUpdate sets ge=730 for cte_retention_days and audit_log_retention_days, and ge=1 for export_retention_days. PUT /retention uses this model, so values below the floor return 422. The read model DataRetention has no floor, so legacy values still load on GET.
Redaction [#3744]: _redacted_response() runs on all three GET paths (DB hit, cache, defaults). It returns a model_copy. The stored JSONB and _settings_store keep full records. Both PUT endpoints return only {"updated": true}.
Rate limit [#3744]: @limiter.limit("30/minute") from shared.rate_limit on both PUT endpoints, with request: Request added.
Bounded profile [#3744]: CompanyProfile uses extra="forbid" and max_length on every string field.
Audit privacy [#3744]: _audit_settings_update is best-effort. Failures are logged and do not reach the request path. Details contain no profile or key values.
Not met:
#3744 requires audit events that contain changed field names. The code passes changed_fields=sorted(profile.model_dump().keys()) and changed_fields=sorted(retention.model_dump().keys()). These lists hold every model field, including unchanged fields and defaults. They do not compute which fields changed. A request that changes one field still reports all eight profile field names (or all four retention names).
Tests: the summary reports test_settings_hardening.py covering floors, redaction, 429, audit shape, auth, and tenant isolation. I did not read or run the test file. Coverage is taken from the summary only and is not verified.
Resolution
Compute the changed field names before the write. Compare the stored prior values (profile or retention) with the submitted values. Pass only the names whose values differ as changed_fields to _audit_settings_update. Keep the values out of the audit details. Add a test that sends one changed field and asserts that changed_fields contains only that name.

Apply profile length limits only to the write model
For tenants whose saved profile exceeds a newly introduced limit (for example, a website longer than 500 characters), these constraints make existing settings unreadable. The previous endpoint accepted and persisted those values, but _db_get_settings() now deserializes them through SettingsResponse.profile: CompanyProfile and raises an uncaught validation error. GET and both PUT endpoints consequently return 500; even submitting a corrected profile cannot recover because PUT loads the old settings before replacing the profile. Separate the bounded write model from the legacy-compatible read model, as this change already does for retention, or migrate existing profiles before enforcing these constraints on reads.

Split the read model from the bounded write model for CompanyProfile.
CompanyProfile now has extra="forbid" and max_length caps. The same class is the profile field of SettingsResponse. _db_get_settings builds SettingsResponse(**{**stored, ...}) from stored JSONB. Pydantic v2 applies these constraints to the nested dict.
A tenant may already have a stored profile that is over a cap, such as address or website over 500 characters. It may also hold a key the model does not define. In that case:
GET /{tenant_id} raises ValidationError and returns a 500.
Both PUT handlers call _db_get_settings first, so they also return a 500.
The tenant cannot read or repair its own settings. The same lockout also blocks the retention PUT.
The retention change avoids this problem. DataRetention stays floor-free for reads and DataRetentionUpdate enforces the floors. Use the same pattern for the profile. The new test_model_forbids_extra_fields and test_model_enforces_max_length tests must then target CompanyProfileUpdate. Also add a test that a GET with an over-length legacy profile returns 200.
In update_profile, change the body type to CompanyProfileUpdate. Then assign settings.profile = CompanyProfile(**profile.model_dump()).

Log audit setup failures at warning level, not debug.
The except Exception branch covers failures that happen before the audit coroutine exists. These include the audit import, AuditLogger.get_instance(), and construction of AuditActor and AuditResource. These failures log at debug, which production log levels hide. The PUT still succeeds and no audit event is written, so the gap is not visible.
Failures inside audit.log(...) run later on the scheduled task. _audit_task_done already logs those at error. The except RuntimeError branch drops the event without any log. audit.log is an async def, so the coroutine must be closed on that path to avoid a "never awaited" warning. The PUT handlers are async def, so this branch runs only when the helper is called without a running loop.

Key the settings rate limit by tenant as well as client IP.
The limiter key is the client IP only. Requests from different tenants that share a source address share one 30/minute bucket per endpoint, so one tenant can block settings writes for others. The same key applies to the second limiter decorator at line 372.
With the default memory:// storage, each worker process keeps its own count. The effective limit is the configured limit multiplied by the worker count. Production should use a shared storage URI, such as RATE_LIMIT_STORAGE_URI or REGENGINE_REDIS_URL. Use a key function that combines the authenticated tenant identifier with the client IP.

Audit changed_fields lists every field, not the fields that changed.
profile.model_dump().keys() and retention.model_dump().keys() return all model fields on every PUT. This includes fields that kept their old value and fields the client did not send, because they take defaults. The audit event therefore cannot show which setting changed. The trail is misleading for a compliance setting such as retention.
Compare the old and new values before the assignment. Record only names whose values differ. Names are safe to record; values are not. Capture the previous value before settings.profile = profile and before settings.data_retention = ....
