feat(integration): harden router for findings 2-6 - #3748
Hardens the held integration router for findings 2–6 from /workspace/devops/router-reviews/integ-cred-options.md (the named 2026-10-28-product-settings-audit.md file covers product/settings/audit only; integration findings 2–6 are listed under “Out of scope for the findings 2–6 PR” in integ-cred-options.md).
Finding 1 (credential storage) is deferred — options memo only; not implemented here. integration remains out ofPRODUCTION_ENABLED_ROUTERS / route-security manifest allowlist (no edits to those files).
Webhook nonce cache is in-process (same caveat as the current rate limiter without Redis); multi-replica replay window is best-effort until Redis-backed storage.
Finding 4 is enforced at the HTTP upload surface rather than inside CSVSFTPConnector.parse_csv to stay within “integration router files and their tests” scope.
Finding 1 still leaves secrets in the process-local registry — do not enable this router in production until a store lands.
scripts/generate_route_security_manifest.py --check failed in this environment on an unrelated GET /metrics ownership error; manifest was not modified.
Review requested: Hermes
Note
Medium Risk
Changes authentication-adjacent webhook behavior and credential configure/sync paths, but the router remains off production allowlists and finding 1 (secret storage) is still deferred—in-process nonce/replay protection is best-effort across replicas.
Overview
Hardens the held integration API router (findings 2–6) without enabling it in production or implementing deferred credential storage (finding 1).
Abuse controls: Adds shared slowapi rate limits on configure, sync, CSV upload, disconnect, and profile create/update/preview (webhook stays 60/min via a named constant).
Webhook security: Verification failures now return one fixed 401 payload instead of connector ValueError text (no secret-state oracle). Successful deliveries are tracked in an in-process nonce cache so identical body+signature replays within ~5 minutes are rejected before the connector runs again.
Input safety: Connector/sync/profile request models use extra="forbid" plus length and numeric bounds; CSV upload query params are capped. Parsed CSV ingest events are recursively passed through sanitize_cell at the upload handler before they are returned.
Audit: Configure, disconnect, sync, CSV upload, and profile create/update emit best-effort tenant audit events tied to ctx.principal_id / kind / email, logging changed field names only (never secrets).
Tests: New test_integration_hardening.py covers limits, webhook oracle/replay, sanitization, bounds, audit, auth/tenant isolation, and production-hold regression; existing integration and SafetyCulture webhook tests updated for uniform 401 and limiter wiring.

Walkthrough
The integration router adds bounded request validation and rate limits for profile, connector, sync, mapping preview, CSV, and webhook operations. It recursively sanitizes parsed CSV values and emits best-effort audit events for mutations. Webhook handling checks replay keys and uses a shared 401 response for verification failures and replays. Unsupported webhooks continue to return 501. Tests cover these controls and update fixtures to reset shared state.
Resolve the incomplete-sync and altered-ingest-value risks before merging. Webhook failure recording and timestamp validation also remain open. The reported rejection of distinct webhook events is not supported for the registered connectors.
Security architecture risk: Low · up to 52e5f
The changes largely strengthen existing controls and do not enable the integration router for production. A credential-validation response can expose rejected input back to its submitter. Replay protection is also best-effort rather than an across-worker guarantee, but it does not weaken the existing signature authentication.
Retained concerns
Low · security · observed: New forbidden-field and length validation creates additional credential-bearing error paths, while the shared validation handler returns error input values without redaction. Rejected credentials can therefore appear in the 422 response to their submitter. The underlying handler predates this PR; the additional rejection paths are new. No disclosure of another tenant's stored credentials or downstream logging of these responses was established.
Security review details
Security Blast Radius
inferred — The demonstrated validation disclosure is limited to rejected request values returned to their submitter when the integration router is enabled. The inspected path does not retrieve another tenant's credentials, grant additional privileges, or demonstrate response-body recording by a secondary consumer. Production exclusion further limits current effective exposure.
Security Findings and Attack Paths
observed — A credential-bearing value rejected by the new model constraints enters a validation error. The installed shared handler serializes exc.errors() through a converter that preserves dictionary keys, including input, and returns the result in the 422 body. Successful configure responses and new audit payloads omit credential values, but those controls do not redact validation failures.
Trust Boundaries and Controls
observed — Tenant mutations retain authenticated context and use its tenant identity rather than trusting the path tenant. The webhook remains intentionally API-key-free and delegates authentication to the connector. SafetyCulture requires a configured secret and a valid constant-time HMAC check before parsing the payload or fetching audit data with tenant credentials.
Resilience and Maintainability Implications
inferred — Replay suppression is not an at-most-once processing invariant. Checking and remembering are separated by awaited connector work, allowing concurrent duplicates. The router also keys on raw headers that differ from SafetyCulture's accepted and normalized signature identity, so a captured valid delivery can evade suppression through header variation. Failed verification does not consume a nonce, and tenant/connector scoping limits cache ownership. These limitations leave previously possible replay exposure rather than weakening the unchanged signature gate; downstream durable side effects were not established.
Hardening Proposals
proposed — Redact rejected input values from credential-validation responses while preserving useful field locations and error categories. If replay rejection is intended as a deployment-wide guarantee, derive identity from verified canonical data and use an atomic shared claim with explicit failure, expiry, and retry semantics. Otherwise, document the control as bounded same-process suppression.

Derive the replay key only from authenticated input
For a valid SafetyCulture webhook, a caller can bypass replay detection by adding or changing x-signature on each retry while retaining the original body and valid x-sc-signature. SafetyCultureConnector.handle_webhook verifies x-sc-signature or x-safetyculture-signature and ignores x-signature, but this code gives that unauthenticated header precedence in the nonce key. Consequently, every retry gets a fresh cache entry and triggers another inspection fetch. Derive the replay key from the tenant, connector and authenticated payload, or from the canonical signature actually verified by the connector.
The reason will be displayed to describe this comment to others. Learn more.
Reserve replay keys before awaiting webhook processing
When two identical signed SafetyCulture requests arrive concurrently, both can pass _webhook_nonce_seen_before before either reaches _webhook_nonce_remember: handle_webhook awaits _fetch_audit_detail, allowing the second request to enter while the first is processing. Both requests are therefore accepted and perform the same inspection fetch, even within one process. The individual dictionary locks do not make this check-and-record sequence atomic. Reserve an in-flight key atomically before awaiting the handler, then remove it on failure so failed verification does not permanently consume the key.
Head confirmed unchanged at 270108ee805d717f906f30fa2f3387a0cd00b376 (single commit; only integration_router.py, test_integration_hardening.py, test_integration_router_1342.py). Finding 1 stays deferred; integration remains in VALID_ROUTER_NAMES and out ofPRODUCTION_ENABLED_ROUTERS / EXPERIMENTAL_ROUTERS (regression covered by test_integration_stays_out_of_production_enabled). No edits to server/router_policy.py or the route-security manifest.

Rate limits on configure/sync/csv-upload/disconnect/profile mutations + webhook 60/min
PASS — shared limiter with named budgets; tests hit 429. Keyed by slowapi.util.get_remote_address → request.client.host only (no X-Forwarded-For spoof path in the key func).
PASS — ValueError → single _WEBHOOK_REJECTED_DETAIL body (no str(exc)); replay of same body+sig inside 300s TTL → same 401 and connector not re-entered. Signature verify still goes through shared.webhook_auth / hmac.compare_digest. Nonce remembered only after successful verify.

sanitize_cell on CSV upload results (=+-@, tab, CR)
PASS on HTTP upload surface — recursive _sanitize_ingest_events after to_ingest_dict; safe_cell covers =, +, -, @, \t, \r. Test asserts ' prefix on =, +, @ (incl. nested).
(a) Nonce cache per-process (multi-worker replay risk) — does not block. Same class of caveat as memory-backed slowapi without Redis. Acceptable while the router is not production-enabled. Recommend shared store (Redis) follow-up before any prod enable; also note check-then-remember is two lock acquisitions (same-process TOCTOU under concurrency) — shared atomic set-if-absent would close both.
(b) parse_csv itself not sanitized — does not block. Callers that return cell strings over this router: upload_csv only, and that path sanitizes before response. trigger_sync returns counts/errors only (no cell payload). SFTP parse_csv inside the connector does not surface CSV text on this HTTP API. Defense-in-depth sanitize inside CSVSFTPConnector.parse_csv (and any persist path) remains a good follow-up before prod enable / finding 1 store, but it is not a merge blocker for findings 2–6 as scoped.
(c) scripts/generate_route_security_manifest.py --check failing on unrelated GET /metrics — does not block. Reproduced on this head and on origin/main (0e4c186): identical RouteOwnershipError: Expected exactly one existing operation for GET /metrics, found 0. Manifest unmodified in this PR.

Webhook replay nonce is bypassable
High Severity
The new webhook replay key mixes the body with a guessed signature header from a short preference list that does not include x-sc-signature, SafetyCulture's primary header. Adding or changing an unused header such as x-signature mints a new nonce while handle_webhook still verifies the real signature, so a captured valid webhook can be replayed inside the TTL.
The reason will be displayed to describe this comment to others. Learn more.
Nonce replay check is not atomic
Medium Severity
_webhook_nonce_seen_before and _webhook_nonce_remember take the lock separately, with handle_webhook awaited in between. Two in-flight copies of the same digest can both see a miss, both verify, and both complete, so the new replay window does not hold under concurrent delivery.

Keep a strong reference to the audit task.
The event loop holds only weak references to tasks. Nothing else holds this task, so it can be garbage-collected before audit.log completes. The audit record would then be lost with no log entry, because the done callback never runs. Audit records are compliance evidence.
Store the task in a module-level set and discard it in the done callback.

Replay check and record are not atomic across the await.
_webhook_nonce_seen_before runs, then await connector.handle_webhook(...) yields, and only then does _webhook_nonce_remember run. Two identical requests that arrive concurrently both pass the check. Both reach the connector and are processed. The nonce window does not stop an immediate parallel replay in one process.
Reserve the key under the lock before the await. Release it if verification fails. This also keeps the rule that a failed attempt does not burn the nonce.

Log webhook verification failures server-side.
The handler now maps every ValueError to the uniform 401 and discards the exception. It leaves no log entry and no evidence record. Operators cannot tell a missing secret from a bad digest or a malformed payload. A ValueError raised while normalizing a validly signed payload is hidden the same way. Both cases lose evidence of the failure.
Keep the client body uniform. Record the reason on the server without logging secrets or the payload.

The router now returns one uniform rejection body for every webhook
verification failure, so assert that body instead of the old per-reason
detail strings.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Merged main into this branch. There were no conflicts.
Fix:Test ingestion was failing on three tests in test_safetyculture_webhook_auth.py (which landed on main). They asserted the old per-reason 401 detail strings, but this PR now returns a uniform {"error":"webhook_rejected",...} body. I updated the three assertions to expect the uniform body. The router code is unchanged.
Local checks (Python 3.11):pytest services/ingestion/tests -n auto passed (rc=0). The SafetyCulture, hardening and router_1342 files also pass when run serially.
Reviewer note, not changed: the replay-nonce key reads x-signature, x-hub-signature-256 or x-safetyculture-signature, but the SafetyCulture connector signs with X-Sc-Signature. For SafetyCulture the nonce key therefore falls back to tenant + connector + body only. Replay rejection still works, but consider adding x-sc-signature to that list. I left it alone because it's webhook-auth code.

Replay check races across await
Medium Severity
Replay detection looks up the nonce, then awaits handle_webhook, then records the nonce. The lock only covers the dict read and write, not that gap. Two overlapping copies of the same signed request both see an unused nonce and both run the connector.

Bind the replay key to verified data.
The router keys the nonce on the first non-empty x-signature, x-hub-signature-256, or x-safetyculture-signature header. SafetyCulture verifies x-sc-signature first, then x-safetyculture-signature. Therefore, a replay can preserve the valid x-sc-signature and add or change X-Signature, producing a new nonce and triggering another fetch. An arbitrary change to x-safetyculture-signature fails verification. When all selected headers are empty or absent, the key uses the tenant, connector, and body only.
Key the nonce on the tenant, connector, and authenticated payload, or on the connector’s normalized verified signature. Add a replay test that varies an unrelated X-Signature header.

before trigger_sync calls datetime.fromisoformat or connector.sync; preserve the
optional behavior when since is omitted.

Ingest sanitizer mutates KDE strings
Medium Severity
_sanitize_ingest_events runs the export helper sanitize_cell on every string leaf of parsed CSV events. That helper prefixes a quote on values starting with =, +, -, or @, so legitimate KDEs such as negative temperatures and minus-prefixed lot codes are altered before they leave the upload handler. FSMA 204 requires exact traceability data as received.
Redact rejected credential values from validation responses.
The shared validation handler serializes exc.errors() without removing input. An unexpected credential field can therefore place its value in the 422 response. Remove input values before returning validation details.

"""Handle request validation errors with structured JSON response."""

return JSONResponse(
status_code=422,
content={
"error": {
"type": "validation_error",
"message": "Request validation failed",
- "details": _json_safe(exc.errors()),+ "details": _json_safe(details),

Review comment at @services/ingestion/app/integration_router.py at line 92:
Update _validation_exception_handler to remove each validation error’s input
field before passing the details to _json_safe, while preserving the remaining
validation details and the existing 422 response structure.

Provide continuation for capped syncs.
For a connector with more than 1,000 matching records, this cap prevents a complete sync in one request. IntegrationConnector.sync returns next_cursor, but trigger_sync neither returns it nor accepts a cursor. Repeating the request can fetch the first page again while reporting success. FoodReady supports cursor-based fetching. (raw.githubusercontent.com)
Expose a continuation cursor or continue processing in bounded batches. As per path instructions: “Flag any change that could drop, truncate, silently default, reorder, or corrupt” KDEs or CTEs.

Review comment at @services/ingestion/app/integration_router.py at line 111:
Update trigger_sync and the sync request model so capped syncs can continue from
IntegrationConnector.sync’s next_cursor, or process results in bounded batches
until complete. Ensure subsequent pages are fetched without restarting at the
first page and the continuation cursor is returned or otherwise preserved.

Note
Medium Risk
Changes authentication-adjacent webhook behavior and credential configure/sync paths, but the router remains off production allowlists and finding 1 (secret storage) is still deferred—in-process nonce/replay protection is best-effort across replicas.
Overview
Hardens the held integration API router (findings 2–6) without enabling it in production or implementing deferred credential storage (finding 1).
Abuse controls: Adds shared slowapi rate limits on configure, sync, CSV upload, disconnect, and profile create/update/preview (webhook stays 60/min via a named constant).
Webhook security: Verification failures now return one fixed 401 payload instead of connector
ValueErrortext (no secret-state oracle). Successful deliveries are tracked in an in-process nonce cache so identical body+signature replays within ~5 minutes are rejected before the connector runs again.Input safety: Connector/sync/profile request models use
extra="forbid"plus length and numeric bounds; CSV upload query params are capped. Parsed CSV ingest events are recursively passed throughsanitize_cellat the upload handler before they are returned.Audit: Configure, disconnect, sync, CSV upload, and profile create/update emit best-effort tenant audit events tied to
ctx.principal_id/ kind / email, logging changed field names only (never secrets).Tests: New
test_integration_hardening.pycovers limits, webhook oracle/replay, sanitization, bounds, audit, auth/tenant isolation, and production-hold regression; existing integration and SafetyCulture webhook tests updated for uniform 401 and limiter wiring.Reviewed by Cursor Bugbot for commit 52e5f0e.
