Summary

Raise the full-corpus integration CI job cap from 20 to 30 minutes after two otherwise unrelated PR heads hit the old cap during hosted-runner slowdowns (#718). Keep the serial test command, corpus verification, memory diagnostics, and every other workflow step unchanged. Bump Hitlist to 1.82.11.

Stacked on #717. Keep this PR in draft until 1.82.10 is merged and published, then retarget to main.

Verification

• ./format.sh and ./lint.sh pass.
• 57 focused release-artifact, deploy-script and CI-corpus tests pass.
• The scoped diff changes only the timeout/comment, version and task review.
• After a separate memory-heavy test run ended, local ./test.sh passed: 3,129 tests, 89% coverage. Earlier preflight refusals preserved the memory safety floor. Full CI is required before merge.

Superseded by #717: the same 30-minute integration cap is now included there so its final CI can finish and #718 can ship in 1.82.10. The separate 1.82.11 branch is retained for audit only.
