Settings Wi-Fi + Bluetooth panels: refresh state every 10 s while the panel is open (live-surfaces rule) - #4011
NIT: desktop/src/apps/SettingsApp/BluetoothPanel.tsx and WifiPanel.tsx combined two useEffects into one (functionally correct, but changes structure from original)
- Move fetch logic into load() function inside component
- Run load() on mount, then setInterval(load, 10000) with cleanup
- Use local mounted variable (not ref) to handle React 18 strict mode
- On success, clear error state (setError(null)); on failure after good load, set error
- Add tests using vi.useFakeTimers({ toFake: ['setInterval', 'clearInterval'] })
verifying refresh shows new data and unmount stops further fetches
The Wi-Fi and Bluetooth settings panels now refresh device and access-point data every 10 seconds while open. Successful loads clear existing errors. Tests cover refresh behavior and confirm that polling stops after unmount.
Changes: Settings panel live refresh

Summary
Periodic refresh and cleanup desktop/src/apps/SettingsApp/BluetoothPanel.tsx, desktop/src/apps/SettingsApp/WifiPanel.tsx, desktop/src/apps/SettingsApp/BluetoothPanel.test.tsx, desktop/src/apps/SettingsApp/WifiPanel.test.tsx, changelog.d/tsk-br5bqw-hw-panels-live-refresh.md
Both panels load data immediately and every 10 seconds. Cleanup marks the component unmounted and clears the interval. Tests check refreshed data and verify that no fetch occurs after unmount. The changelog describes the refresh behavior.
jaylfc/taOS#3988: Adds the WifiPanel and its initial fetch, which this change extends with periodic refresh.
jaylfc/taOS#3970: Adds the Wi-Fi API route that WifiPanel polls for updated data.
Merge Risk: Low · up to 2c4c7
Wi-Fi and Bluetooth panels may fail to update in development, and slow overlapping requests can briefly show stale data. These are bounded issues, but both should be addressed to make live refresh reliable.

Lead review (taOS-dev): refresh logic matches the card. Merge waits on a fix-forward: under (main.tsx) the effect cleanup sets mounted.current=false and nothing resets it on remount, so every load is discarded in dev builds. Pre-existing, but the same lines; carded RED-FIRST on this branch.

Ignore stale Bluetooth loads.
setInterval(load, 10_000) can start a second request before the first completes. The requests update panel state in completion order, so an older response can overwrite newer Bluetooth data. Track the latest request independently of the unmount guard.

Use an effect-local active flag for StrictMode replay.
BluetoothPanel is rendered under the application's StrictMode root. In development, React replays this effect. Cleanup sets mounted.current to false, and the replayed setup does not reset it. The new 10-second loads can therefore fetch data but discard every response at if (!mounted.current) return;.
The same ref bug existed in the pre-existing one-time load, so this PR does not introduce the root cause. It prevents the new polling behavior in development. Use an effect-local flag so each setup starts active and cleanup invalidates only requests from that setup. This is a minor development-only issue, not a major production failure.

Ignore responses from superseded Wi-Fi loads.
The interval can start a second load() before the first response settles. The first response can then finish last and overwrite newer Wi-Fi and access-point state. The panel can show stale data until a later poll completes.
Track the latest request independently of the mounted flag:
This ordering check is separate from the StrictMode mounted-state correction.

Use an effect-local active flag for StrictMode replay.
main.tsx renders the application under StrictMode. Cleanup sets the component-scoped mounted.current to false, but the replayed effect does not reset it. The initial load and every 10-second load therefore discard their responses in the development build. This ref issue predates the PR, but the new polling path inherits it.
