Summary
Publish service addresses from project registrations and atomic endpoint contributions. Explicit eligibility changes and deletions withdraw records; unavailable observations retain applied state. Durable lifetime tracking rejects delayed updates for retired contributions and permits replacement resources to publish. The control plane combines accepted records into ordered zone snapshots.
