Summary
Private DNS continuity is included in the component PRs: delivery contracts in #232, context reconciliation and publication in #233–#234, regional capacity and observations in #235, query serving and recovery in #236–#237, and runtime guidance and validation in #238–#239. Name-only references and private ownership records are included in #244. The final file tree in #244 is identical to this PR.
