Recognize lexical and verified canonical workspace-root spellings without resolving individual file aliases. Preserve ordered grants, exclusions, literal root names, and lexical-parent rules across POSIX, Windows drives, and UNC shares. Reject ambiguous Windows drive-relative inputs without widening read or write permissions. Centralize platform selection in WorkspaceRootStrategy.forPlatform and cover literal UNC share names with regression tests.

When there's no workspace volume this maps a rooted drive-less pattern into /ROOT/... (or /UNC/... for a UNC cwd). Does that mean !/**/.env no longer reaches C:/x/.env? With ["C:/**","!/**/.env"] and cwd //server/share/ws, /ws or undefined, base returned false for that file and head returns true. Should a drive-less rooted exclusion apply across namespaces?

Following up on the forPlatform thread on WorkspaceRootCanonicalizer.ts: if the factory goes, are the strategy classes still needed? The only differences are root spelling and case-folding, and two helpers in filePatterns.ts taking isWindows might cover that with less surface.

Related work and stack
Part of #1948. Extracted from #1999 as an independently mergeable prerequisite. This PR does not close the feature issue.
The branch contains one squashed commit combining the workspace-root prerequisite, permission-matching fixes, and review follow-ups. Merge this PR before #1999, then rebase #1999 onto main so its diff contains only reader safety and cancellation changes.
Behavior
Read allowlists recognize the lexical and verified canonical spellings of the task-local workspace root. Each ordered rule is evaluated against both spellings before the next rule runs, preserving absolute wildcard exclusions and later re-inclusions. Workspace names containing brackets, stars, question marks, or POSIX backslashes stay literal instead of widening a permission to neighboring directories.
Windows candidates, patterns, and roots use the same conversion. Explicit UNC paths remain distinct from drives and rooted paths without a known volume. Rooted paths in a UNC workspace resolve against that network share, and lexical parents cannot climb above the drive/share root into another matcher namespace.
Only the workspace root is resolved through realpath; individual file aliases are never resolved by the approval matcher. Unknown or unresolvable roots retain lexical matching, with resolution failures logged. Read and write allowlists retain independent exclusions, canonical workspace-root equivalence is read-only, and protected-file policy is preserved.
No reader implementation, settings, lifecycle, dependencies, changesets, or changelogs are changed.
Windows drive-relative hardening (intentional behavior change)
In addition to symlinked workspace-root support, this PR intentionally fails closed for drive-relative Windows candidates and patterns, including bare drive designators. A drive-relative path depends on per-drive process state that the task-local matcher cannot safely infer. Workspace-relative candidates and rules are also rejected when the workspace root is drive-relative, even if resolving that root succeeds.
This applies to both read and write allowlists. Explicit absolute grants remain usable with an ambiguous workspace root, and their ordered exclusions remain effective. The base implementation could instead treat these inputs as a drive root or ordinary workspace-relative names; in particular, a relative grant could approve an absolute file outside the actual workspace. This pre-existing permission-matching issue was found while validating Windows root normalization. The hardening stays with the shared matcher changes rather than restoring that unsafe interpretation or introducing a separate reader feature.
