feat(rate-of-closure): add advanced wedge impact visualization

Summary

• evaluate retained pose, twist, and articulated wrist geometry at the exact impact/closest-approach time
• add the versioned rate-of-closure.impact-scene/v1 UI-independent scene and metric contract
• add locked-scale orbitable wedge impact views to PyQt6 and React with named cameras, vector toggles, keyboard/pointer controls, and PNG/SVG/JSON exports
• make every web metric visibly expandable with equation, frame, units, assumptions, and availability
• preserve miss labeling and explicit rigid-shaft, no-turf-feedback, and no-optimal-bounce claim boundaries

Verification

• python -m pytest tests/rate_of_closure -q — 576 passed, one existing polynomial-generator legend warning
• npm test -- --run — 347 passed
• npm run build, npm run type-check, npm run lint — passed
• Ruff check/format — passed
• strict changed-module mypy — passed
• protected module-size budget — passed
• headless Chrome QA at 1600x1400 — named view, vector toggle, keyboard orbit, expanded definition; zero console errors
• current standalone PyQt branch window launched and responsive
