Change and mathematical scope

Implement the previously missing joined manual financial-meter source path: the fixed meter now produces its own financial START/BODY and creates the existing A4 manual owner in the same process. Seven modules connect the persistent parent/writer, fixed loader and normal/optimized manual entry, complete STARTED candidate/terminal reconciliation, combined cleanup, and a separate once-only importer for the enclosing operation's own MANUAL_ONLY financial cost.

The strict FD1/native producer guard and old payload adapter remain intact. Own financial import is separate from the donor's distinct-target close; CLOSED_KNOWN entry metadata alone does not settle cost. First-error identity, full-census/current-HEAD checks, unknown-cleanup debt, exclusive publication/readback and once-only release remain explicit.

Independent AI review accepted the exact joined source and separately accepted the new pure-control results. This draft contribution is implemented source plus bounded fixture controls. Genuine original owner/bootstrap runtime qualification is still unrun/unissued. Original S06.03, full C05 and authentic V03 remain incomplete; original progress stays 43.5% (22/49 activities; 2/10 full stage gates; 1/10 overall milestones; fixed 24 components/52 helpers), added original credit zero and stagnation UNKNOWN_NOT_RESET. The app goal remains separately paused.

Task, base and overlap

Explicit user-assigned integration; main base 7c49fe32c55de02c2c873655c804b16e4c3fef0a. New directory only: research/h25-manual-meter-integration/. Scope changes from the predecessor audit-only NO-GO to concrete source implementation under the user's later Proceed instruction; prior failures remain retained.

Thirteen implicated public donor bodies from PR #6588, exact head ff7df8391c3bb3f5518ce43682ba4c1e41380e3e, are retained byte-for-byte as inert .py.txt references. The source map records URLs, raw Git blobs, SHA256 and byte counts. Donor history is not claimed to be an ancestor of this main-based contribution. The new C2 successor makes explicit profile selection; donor IO/lease/kernel and old payload source remain retained.

Relevant PR/canonical records were refreshed this round. Three exact function/financial-import PR-body searches found no new counterpart; this bounded search is not a global source-absence or novelty claim. The selected architecture follows Pro v28. Shared workflow repair #6699 stays separate, ready/unmerged at inspected head 42edc5dbcd1f7f8afa21ac76e7ee7faa1497ccb5. This PR modifies no shared workflow/helper and adds no TASK/VERIFY runtime replay hook or 3,961-package replay request.

Validation

Parent ran the newly reviewed cold controls once per mode: 43/43 normal and 43/43 optimized; zero failures, errors or skips. Each mode contains 40 new behavioral DATA/fake-effect cases plus three static routing checks: 43 distinct methods, 86 observations total, two issued commands, no reruns. No original C2/F4/A4 module, native owner, protected runtime or original control campaign ran.

Exact issued commands/raw stdout/stderr/GNU time are under evidence/validation/. The campaign used fresh cold copies, env-i ENV6, CPython -S -s -P -B with only optimized adding -O, fresh cache prefixes, timeout20s/kill-grace2s and prlimit AS1GiB/CPU20s/file1MiB/FD256. All ten authored and ten cold source/control file hashes stayed unchanged. Parent-reported tool wait durations are a separate observation, not independently raw-verified GNU timings or a speedup claim.

Control-source GO: 04:15:20 UTC; whole joined-source acceptance: 04:17:53 UTC; independent raw-result acceptance: 04:22:07 UTC. Source froze at 04:21:33 UTC before the unchanged 04:23:20 deadline. One bounded repair batch fixed first-clock failure/one-use consumption and updated the parent source pin; exact rejected/intermediate versions and deltas remain preserved locally, with the relevant deltas and pins exported. No rejected/intermediate controls were executed.

Archive checks are separate from runtime validation: python3 -S -s -P -B check_integrity.py reads/hashes only and imports no archived source. INVENTORY/SHA256SUMS explicitly document their self-exclusions; raw Git bytes and 100644 modes are checked at publication. The thirteen donors total654,798bytes and retain their public pins. Hardcoded original runtime paths identify the source subject; this archive is not an installed/portable native grant.

Accounting: two conservative25s command debits =>50s new; supplemental combined185.890533479s. Separate canonical historical policy remains94.550533479s; do not add overlapping ledger scopes. Preparation, Pro/agents/review, physical cleanup, CI/publication/final metadata costs remain OPEN_NOT_ZERO. No new scientific budget, schedule, goal resume or automatic next round follows. Hosted checks must be read at the actual submitted head; planning/integrity success supplies no genuine runtime or scientific credit.

Open next questions

First establish the real installed source/private-capability and per-mode admission contract, genuine provider/adjudicator/request/START/reservation, current IO/EX/birth/lease/full census/funding and any eligible distinct target. The selected plan8MiB/snapshot32MiB profile limits require actual resource-valid inputs; full-domain fit is unproved.

Then, under separately applicable native execution authority, obtain genuine normal/optimized initializer, distinct-target close and own-settlement outcomes, full applicable original controls (original120 union and separately scoped additional obligations), immutable custody, independent adjudication and complete costs. Only full original S06.03 acceptance can change the original activity/gate. No real grant/current input/native outcome is supplied by this archive.
