Change and mathematical scope

Add research/h25-manual-bootstrap-acquisition/: a fixed pre-entry driver around the published manual parent, 26 new behavioral controls, exact external dependency mapping, Pro/source/result review, and a scoped genuine negative observation.

One actual normal C2 diagnostic observed the source-fixed financial directory absent (HEAD_ABSENT, planned exit 78), under verified real EX with known once-only cleanup, no error and no IO uncertainty. Independent AI review accepted the point-in-time negative. The round closed; optimized native execution, genesis and manual dispatch did not follow. This is not a financial predecessor, debt/orphan absence proof or positive S06.03 qualification.

Original weighted completion stays 43.5% (22/49 activities; 2/10 full stage gates; 1/10 overall milestones; original 24 components/52 helpers). Added original credit zero. C05/authentic V03 remain incomplete; goal service separately paused and original stagnation UNKNOWN_NOT_RESET.

Task, base, related work and provenance

Explicit user-assigned implementation/contribution follow-up. Base 7c49fe32c55de02c2c873655c804b16e4c3fef0a; only one new archive directory, no shared workflow, TASK/VERIFY or replay-registry changes. External dependency #6709, exact head 24417a34746985dd110d70a42b2b863b96963c12, supplies seven existing implementation modules plus thirteen inert donor bodies (893,714 bytes). All twenty have exact public URL/size/SHA256/Git-blob mapping; no duplicate bodies or false ancestry claim. Separate workflow repair #6699 remains unchanged. Bounded related-PR research and the complete Pro response are distinguished from global novelty or accepted mathematics.

Implementation and verification

The one-shot driver retains actual parent startup/loader handles, verifies real C2 EX before any prepare, checks paired canonical nofollow ENOENT, and preflights a bounded complete permitted role graph before actual F4 reading on a present branch. First-error/unknown cleanup remains STOP. It is not a persistent manual IPC bridge. Absolute subject/source bindings need a newly reviewed profile for another installation.

• 26/26 new pure normal and 26/26 new pure optimized: 52 observations, zero failures/errors/skips; once each, independently accepted against exact source/raw hashes. These literal controls are not the original native campaign.
• One genuine native normal: HEAD_ABSENT, two EX observations, known once-only CLOSE_RETURNED, no IO uncertainty or errors; zero financial records, prepare/dispatch disabled. Independently reviewed. Native optimized 0; reruns 0.
• Source driver SHA256 efdeaa05a025de9d457355052a18027c2ce5e1733ae3003d9de2e8782c45dea0; controls d3a924a5d8ca48eadfdbf2bfdf3ee709860d43be4103564080c8c60615f1b4eb. Authored/cold pairs and installed seven source hashes remained unchanged.
• Native CPython 3.12.3 isolated normal mode, GNU TERM20s/KILL2s watchdog, 1GiB AS/20s CPU/256FD limits; original lock and existing sources preserved. No old meter or unchanged controls rerun.
• GNU wall/CPU/maxRSS: pure normal 0.40s/0.38s/24,792kB; optimized 0.31s/0.31s/24,664kB; native 0.18s/0.14s/31,364kB. Native driver-local interval127,782,506ns versus Tool wait0.071924388s; scopes remain distinct, no speedup/whole-cost claim.
• Passive python3 -S -s -B check_integrity.py verifies archive path/byte hashes only; no candidate import/native hook. Raw native EX/FD/process/financial/census and private consultation transport remain local; public summary pins retained raw evidence.

Timing exception preserved: initial05:29 stop enforced; technical review05:29:07 was seven seconds late, corrected immutably; parent explicitly reassessed05:31:14 under standing authorization. No retroactive gate pass, clock reset or hard-limit extension. Source frozen05:38:46 before05:39; review05:51/hard05:59 unchanged. Initial control freeze retains an earlier interface snapshot; final source/result review binds final bytes.

Full original native campaigns, eligible formal target, A4 owner/provider/START/reservation/settlement and independent resource/cost acceptance remain unqualified. Original acceptance alone changes original activity credit. No merge/new budget/schedule/automatic next round is requested.
