Records one independently AI-reviewed finite GNU time/glibc observer source subject and makes five existing retention source bodies readable through public UTF-8 interfaces. The observer selection now names startup/support objects, actual native registrations, loader assumptions, ENOEXEC boundary, inherited usage holders and exit-time FILE writing. It preserves missing/malformed/partial usage and supplies no early-seal authority.

The prospective non-PIE ET_EXEC/glibc-only choice is explicit. No installed /usr/bin/time, build, security profile, native environment or host setting was changed or qualified. Whole S03.07 remains incomplete. S03.08 was already delivered in #6715. Original activity tracking stays 44.75%,23/49,S03 7/8, stage gates2/10, overall1/10, original24 components/52 helpers; added original credit0.

Reuse rather than replace #6317 archive/oracle (336015471e4f1bb95998f293aa76823fe11e33d5), #6339/#6346 known-close/primary sequencing, #6351 original caught-primary scope, and #6709 actual caller source (24417a34746985dd110d70a42b2b863b96963c12). #6711 is a negative bootstrap observation, not authority. #6370/#6373/#6369 and #6549 retain their conditional source scopes. The five .txt bodies in research/h25-s03-retention-text-inputs are unchanged copies of already-public #6715 archive objects, not new accepted implementations. Public text readers could not inspect the compressed archive; ORIGIN-MAP.json links the exact original paths/members/bytes/hashes. Copies came from retained matching originals without archive decoding. The sixth body requested by the consultation, historical_eligibility.py, was not established as an already-public source-map object and is explicitly not included.

Validation

Source reasoning and exact byte/JSON/hash checks only. The distinct native review retained49 indexed byte/hash checks and68 local evidence pins. The compact public catalogue contains52 primary-reference rows; this is a different count from the original52 helper IDs. CONTRACT.json is byte-identical to the accepted1708B subject. The native export's eight files are independently technically reviewed; the adapter assessment finished 7.002453seconds after its09:12UTC deadline, with explicit retained correction and no on-time gate credit. Source acceptance had completed separately at08:45:43UTC. Failed export snapshots remain local, not silently rewritten.

The additional five reference bodies have parent-checked exact byte/mapping equality; no new scientific adoption is claimed. Native MANIFEST.json binds its source argument/config/reference files. ORIGIN-MAP.json binds the readable inputs. Raw private Pro prompts/responses, runtime records and financial ledgers are excluded. No VERIFY execution hook, project imports, unchanged control reruns, native/compiler/scientific/archive execution, kernel/process probes, resource fit, performance or kappa claim. Hosted status will be read for the actual submitted head. All physical preparation/review/publication/final-metadata costs remain OPEN_NOT_ZERO.

Then select the complete finite file-size/profile, genuine enclosing START/reservation/bill endpoints, owning-leaf archive/oracle/consumer error and K-termination amendments with inherited controls. The next original result is one connected guardian/C2/fork-only borrower/issuer/writer-seal/archive/readback/release implementation and independent complete R01-R11 SOURCE adoption. No standalone native contract, readable input, helper or PR closes it. Installed-native/current ownership, numerical fit and one-use execution admission remain later distinct gates. The closed timebox and stopped implementation dispatch are not reopened by this publication.
