feat(skills): add unified catalog backed by cached skills.sh API - #496
Adds Skills discovery beside Plugins in the existing catalog. The URL-bound switch, search/card primitives, agent selector and install command share the landing's visual system. Cards retain GitHub source links and keep browsing on UAP. Browse counts show the actual collection total, with load-more controls above and below the cards. Install controls appear for the selected Skill, and commands preserve the repository and exact declared-name hint without inventing a GitHub folder. Unsupported source/name metadata cannot produce an installation command.
A provider-neutral Go API adapts skills.sh's anonymous website/CLI endpoints behind a validated OpenAPI contract. It bounds upstream requests and persists a last-good cache with stale fallback. The isolated Hetzner service is live at https://api.universal-agent-plugins.com; only the new API DNS record changed. The apex/www website remains on GitHub Pages. These upstream endpoints are undocumented, so the adapter and cache deliberately contain that dependency.
Validation: backend focused race suite and independent review; 259 landing tests plus command-safety regressions, typecheck, lint (warnings only), nine-locale validation, static generation, and browser search/install/copy/navigation/pagination checks. Real Anthropic frontend-design acquisition and saved installation passed in disposable profiles; source/normalized/projected bytes match an immutable GitHub commit. Native agent commands and scanner used fixture seams; this is not native-agent or scanner qualification. Public HTTPS/CORS, all three discovery views, search, and cache persistence across service restart passed.
Catalog translations and styles load with the feature; unrelated detail/download pages keep the existing HTML budget. Unicode Skill names and multi-agent CSV arguments use validated portable quoting.
The React CLI picker is unchanged. Future Vue component reuse is documented separately from this website delivery.
