The repo is configured for Git LFS, but `git-lfs` is not installed in the working environment. Every push/merge/checkout fires an LFS hook that fails with `git-lfs: not found`, forcing `--no-verify` and ad-hoc hook/filter bypasses on routine operations. During the PR #42 merge the post-merge hook aborted a branch-switch **mid-operation**, leaving the local working tree half-reverted — alarming and recoverable (all commits were safe on the remote), but a realistic path to losing **uncommitted** work if a future operation's abort discards it. The configuration is now **vestigial**: the only LFS patterns in `.gitattributes` are the five shapefile extensions, and all shapefiles were deleted in C-39 — so the LFS rules match **zero** current files yet still break tooling for anyone who clones without git-lfs. Tier 2 (not 1): the failure is visible and recoverable (no silent data/model corruption), but it is structural tooling fragility that recurs on every push/merge with a demonstrated near-miss. **Fix (either):** (a) `git lfs install` in the environment; or (b) since no LFS-tracked files remain, retire LFS — remove the LFS rules from `.gitattributes`, drop the `filter.lfs.*` git config, and delete the LFS hooks. Option (b) is cleaner given the shapefiles are gone. Not part of any causal cluster (environment/tooling, not application code).
