feat(eve): define answerable setup decisions

Summary

At a high level, the goal is to separate all setup flows into two stages:

Prepare

In this stage, all questions are answered by the user to determine a precise plan of what changes should be made.

This includes things like "are you using vercel connect or portable credentials?" or "are you using a new photon project or an existing one"

This is a naturally branching flow, and so for agents to be successful here, they need to be able to safely invoke the command, discover what questions exist, prompt the user to answer the question, then pipe that answer back in, building up a command of the form:

eve add channel/foo --headless --answer 'q1=a1' --answer 'q1=a2'

Apply

Once all questions are answered, that plan can be applied, and we can safely do all our external mutations (creating connectors, scaffolding code, etc.

In order for this scheme to work, we need to massage the interfaces that the setup flow implementer has access to to encourage certain invariants. In particular, the Prepare flow should not make any external changes, and the Apply flow should not be able to ask any additional questions.

We also want to have a single interface that can be shared between the TUI, the interactive CLI, and the headless CLI so that they can all share the same code.

That's all to say, in this PR, we need to update the Asker interface to have a bit more parity with the Prompter interface to support some quality of life interactions (namely, a question with a pre-selected default value).
