### Added
- `list_filings` (generated) — Form 4 filings as a paginated list, newest filed first, filtered by `ticker`, `cik`, or a filed-date window. Free. Wraps `GET /v1/filings`, which shipped in the backend on 2026-08-04 after four distinct users had 404'd that path 382 times over 90 days. The codegen pass on 2026-08-10 did not pick it up, so the endpoint existed for eight days with no tool; found by running `codegen:check` during an unrelated copy sweep, which is not a reliable way to notice a missing tool.

### Changed
- `list_congress_trades` and its `chamber` parameter now state that **coverage is U.S. House only**. Senate eFD returns 403 to datacenter traffic, so `chamber=Senate` is a valid filter over data we do not have; it matches nothing and the response carries `X-Coverage-Note: chamber-not-covered` (insiderapi #215).

This is the change worth upgrading for. An assistant reading the previous description would filter by Senate, receive an empty array, and report *"no Senate trades found"* to its user — stating as fact something that is an artifact of our ingestion rather than of Congress. An empty result is now never ambiguous.
