feat(contracts): add the identity gate rollout scripts - #2379
Each identity policy change and each revocation resets owner capacity. If a governance batch does not refresh every operator in the same transaction, new requests fail. These steps are easy to get wrong by hand, so this PR adds scripts that write and check the batches (scripts/upgrade/identityGate.ts).
upgrade:identity checks the identity section of the protocol config. Then it deploys the ZKPassport verifier, the registry behind its proxy, and a new BondingRegistry implementation. Its batch upgrades BondingRegistry, sets the policy with required = false, and refreshes every operator.
upgrade:identity:enforce and upgrade:identity:relax turn the requirement on and off. enforce refuses when there are fewer verified owners than the largest committee needs.
upgrade:identity:revoke revokes one identifier and refreshes every operator in the same batch.
upgrade:identity:rotate-verifier deploys a verifier for a new ZKPassport version and sets it. Credentials stay valid.
upgrade:identity:validate reads everything back after a batch runs.
upgrade:identity:check runs the exact Safe batch on a mainnet fork before anyone signs it.
upgrade:identity:proof-fork replays a real proof on a fork. upgrade:identity:simulate runs the whole rollout on a fork.
The batches and the plan stay local and are not committed. docs/architecture/upgrades.md has the steps.
Summary by CodeRabbit
New Features
Added support for configuring and managing identity verification for bond owners, with staged rollout controls and checks for credential validity and operator capacity.
Added tools to simulate rollout stages, validate deployed identity settings, handle operators missed during rollout, and verify identity-proof registration on a forked network.
`upgrade:identity` reads the new `identity` section of the protocol
config and deploys ZKPassportIdentityVerifier, an OwnerIdentityRegistry
owned by the protocol owner, and a linked BondingRegistry
implementation. Its governance batch upgrades BondingRegistry,
publishes the registry with `required = false`, and refreshes every
registered operator, because each identity policy change resets
counted owner capacity. `upgrade:identity:enforce` and
`upgrade:identity:relax` write the batches that switch the requirement
and refresh every operator; `upgrade:identity:validate` reads the
result back. The batches and the plan stay local.

Walkthrough
This change adds identity-gate configuration and rollout scripts. The scripts prepare, enforce, relax, and validate the gate. Additional scripts replay a ZKPassport proof on an Anvil mainnet fork and simulate the rollout on a local fork.

The rollout scripts are mergeable with owner awareness of narrow validation limitations. Older saved plans and repeated-policy batches can bypass registration checks, while same-block registrations can require an unnecessary refresh. Address these before relying on validation for a rollout.

`upgrade:identity:proof-fork` reads the proof that the identity panel
downloads, deploys ZKPassportIdentityVerifier with its settings and an
OwnerIdentityRegistry on an Anvil mainnet fork, checks that another
owner is rejected with WrongBinding, registers the bound owner against
ZKPassport's real verifier, and checks the identifier and the expiry.
- `enforce` refuses while fewer owners than the largest committee
needs have a credential that lasts to the window end (`--force`
overrides), so the batch cannot leave requests with zero capacity.
- `enforce`, `relax`, and `validate` refuse a saved plan of another
deployment; `prepare` checks the ProxyAdmin owner and the root
verifier's code.
- `validate` takes the expected `--required` value, compares the
domain and scope exactly, and checks the identifier namespace.
- The config check requires an explicit FaceMatch boolean, string
domain and scope, and a uint48 maximum validity.
- One batch refreshes at most 200 operators.
A dry run on an Anvil mainnet fork showed that the `localhost` network
is pinned to chain 31337. The replay now runs on the `mainnet` network
with RPC_URL and PRIVATE_KEY pointing at the fork, as the other fork
simulations do. Impersonated accounts sign through a plain provider,
the deployer is funded, and a plain `Error(string)` revert shows its
reason, such as ZKPassport's "Verifier not found" for a retired
version.
Assert the registered expiry in the proof rehearsal.
The rehearsal checks only the identifier. It then logs expiresAt without comparing it. A registration with a wrong but future expiry passes this rehearsal. replayProof already computes the expected expiry and checks it. Reuse that calculation in the rehearsal so it compares the stored expiry for the proof owner before it logs the result.

Update the identity registration rehearsal to reuse the expected-expiry
calculation from replayProof and compare the stored expiry for the proof owner
before logging the result; keep the existing identity check and log behavior for
matching registrations.
The test matches the contract's capacity window and identifier namespace reads only IDENTITY_CAPACITY_WINDOW. It checks capacityWindowEnd against hand-written arithmetic and never reads the contract's boundary. A change to _windowEnd in BondOwnerCapacityLib.sol that keeps the 30-day constant would still pass this test. capacityWindowEnd also sets the enforce deadline in enforceDeadline, so a divergence would move that deadline without a test failure. The Solidity suite uses its own JavaScript replica and does not import the helper, so no inspected test covers the helper-to-contract match.
Keep the existing constant check. Add an assertion that derives the window boundary from contract-observed behavior, such as a window-end value the contract exposes or the capacity result at the window-edge timestamps. Do not match the Solidity formula text.

- validate reads registrations past the head of a lagging log RPC (or a
fork's own blocks) from the connected chain, so the check has no gap.
- The rehearsal checks the registered expiry against the proof, with the
calculation that the proof replay uses.
- The docs ask to validate each batch before the next one is written.
Log RPC lag: fixed. The check reads blocks past a log RPC's head from the connected chain.
One refresh list per stage: kept one list. The docs now say to validate each batch before you write the next.
Re-registered operator flagged: kept. The remedy is a refresh, which is safe for a counted operator.
Nitpick (registered expiry in the rehearsal): fixed with the same calculation as the proof replay (expectedExpiresAt).
Nitpick (window boundary from contract behavior): skipped. The Solidity suite tests the window edges, and the TypeScript test now checks the shared constant. Matching behavior across the two would need a contract harness for one helper.
Checks: IdentityGate.spec.ts (8 passing), tsc --noEmit, the pre-push hook, and upgrade:identity:simulate --proof with a real ZKPassport proof again (fork block 26319813). It passed every step, and the registered identifier and expiry match the proof.
validate now reads the registrations from the block where the batch
read its operator list to the policy change, from the connected RPC
only. On a fork, a public log RPC has other blocks after the fork
point, so the bounded scan could miss a registration made on the fork.
Discovery for a batch keeps its full-history count check.

Validation refuses same-block registrations that are already counted.
735-736: Minor · Functional Correctness · Low value
Validation refuses same-block registrations that are already counted.
The late-registration scan covers the whole policy block, so it includes operators that registered after the policy transaction in that block. Under the default admission policy (no cooldown), an eligible operator in that position is counted when it registers. Validation still lists it as unrefreshed and refuses until --refresh-missing runs, and that refresh does not change its capacity. If an admission cooldown is enabled, the operator is not counted at registration, and the refusal is not a false positive.

Add a cap-boundary test for expectedExpiresAt.
81-83: Trivial · Maintainability & Code Quality · Low value
Add a cap-boundary test for expectedExpiresAt.
expectedExpiresAt returns the earlier of validUntil and proofDate + maxValidity. No test calls this helper. The spec imports only expectedIdentityId and readProofBundle from identityProofFork, and the on-chain cap test covers the Solidity contract, not this function. A regression that returns validUntil unconditionally would not fail the test suite. It would fail only in a manual proof replay.
Add a case where validUntil is later than proofDate + maxValidity, and assert that the result equals proofDate + maxValidity. Import expectedExpiresAt in the spec alongside the existing helpers.

Add a registration at the toBlock boundary to the late-registration test.
283-288: Trivial · Maintainability & Code Quality · Low value
Add a registration at the toBlock boundary to the late-registration test.
The test scans blocks 10 through 20 but places no registration at block 20. The caller passes the latest policy-update block as toBlock, and the scan includes that block. The inclusive upper bound is therefore the boundary the caller relies on, and the test does not exercise it. Add a registration at block 20 and assert that it is returned.
This test only checks inclusion at the boundary. lateRegistrations returns operator addresses without log or transaction indices, so it cannot check whether a registration in the same block was ordered before or after the policy change. Expressing that ordering requires an API change and is out of scope for this test.

Update the late-registration test’s logs and expectations to include a

not add same-block ordering checks.
Assert the getLogs address and topic filter in the late-registration test.
Assert the getLogs address and topic filter in the late-registration test.
The mock getLogs filters only by block range. addedOperators also passes address: registry and topics: [CIPHERNODE_ADDED]. A change to either value still returns the same fabricated logs, so the test still passes. The fabricated logs also use ethersLib.ZeroHash as topic 0 instead of the CiphernodeAdded event topic. Assert both filter fields, and use the real event topic in the fixture.
If a filter assertion fails, the mock throws inside the retry loop in addedOperators. With one provider, that loop makes three attempts, with 1 s and 2 s delays between them, before it rethrows. The rethrow ends the whole call, so the delay occurs once, not once per block window.

- validate stops on a saved plan without writtenBlock, instead of a
late-registration scan over no blocks.
- The late-registration test uses the CiphernodeAdded topic, checks the
log filter, and covers a registration in the policy block.
- A test covers both ends of expectedExpiresAt.
Plan without writtenBlock: fixed, validate stops on it.
Batch that repeats the current policy: kept. setPolicy returns before the capacity reset, so nothing goes stale.
Same-block registration after the policy change: kept. It is flagged, and --refresh-missing leaves its count unchanged.
Tests: the late-registration test uses the real CiphernodeAdded topic, checks the log filter, and covers a registration in the policy block; a new test covers both ends of expectedExpiresAt. 10 passing.
- prepare deploys OwnerIdentityRegistry behind a transparent proxy
(scripts/protocol/identityRegistry.ts); the protocol owner owns the
registry and its proxy admin. The plan records the implementation and
the proxy admin.
- validate reads back the registry implementation, its proxy admin, and
the admin's owner.
- The proof replay deploys the same way.
Rehearsed with a real ZKPassport proof on a mainnet fork (block
26329583): prepare, validate, register (1,234,562 gas), enforce, relax.
…perator
A revocation makes owner capacity read zero until refreshes count the
owners again, and nodes refresh only at window starts. A plain revoke
call would stop E3 requests until the next window.
- `upgrade:identity:revoke -- --identity <id>` checks the identifier
with a call from the protocol owner, then writes one batch: revoke,
then refresh every registered operator.
- Under a required policy it refuses when too few owners would still
count (--force overrides).
- validate takes the last capacity reset (a policy change or a
revocation) as the end of the late-registration check.
- The dispatch is a table; the refresh calls are shared.
The ZKPassport app chooses the proving version, and the verifier accepts
one. After a ZKPassport release, owners cannot register or renew until
governance sets a verifier for the new version.
- `upgrade:identity:rotate-verifier` deploys a verifier from the config
and writes one setVerifier batch; credentials and reservations stay.
It reads the current verifier on-chain and refuses a change to the
domain, scope, identifier type, or OPRF key hash, which derive every
identifier, and refuses a rotation that changes nothing.
- prepare refuses to run again when a plan exists: a second registry
makes every owner prove again (--new-registry overrides).
- The verifier deployment is shared by prepare and the rotation.
- Docs: the rotation runbook and setVerifier(0) as the emergency stop.
A batch is written days before the Safe executes it. Late registrations,
admission cooldowns, and an Aragon execution in one transaction can all
change the result, and validate only sees it after execution.
- `upgrade:identity:check -- --stage <stage>` starts a fresh Anvil fork,
sends the written batch exactly as governance will (with Aragon, the
proposer Safe calls the Admin plugin), then checks owner capacity at
T-1 against the largest committee and the gas against half the block
limit. It refuses an enforce or revoke batch past its deadline, which
the plan now records.
- scripts/upgrade/identityFork.ts holds the fork helpers; it reads the
capacity at a pinned block. identityGate.ts exports the batch paths.
- The revoke pre-check calls from the protocol owner through the
provider; the signer cannot stand in for another sender.
…otation
The fork rehearsal now executes every batch as governance sends it (with
Aragon, one Admin plugin transaction from the proposer Safe), through
the shared fork helpers, and covers the new operations:
- enforce: the batch check refuses the forced payload, then it executes;
- rotate-verifier: refuses an unchanged config and a changed domain,
rotates to another proof validity, and the credential stays;
- revoke (with --proof): refused while too few owners would remain,
then forced; the credential clears;
- relax: the batch check passes, then validate.
Passed with a real ZKPassport proof on a mainnet fork (block 26329708);
the largest batch used 3,907,780 gas of the 60M block limit.
validate now requires the IdentityRevoked event of a written revoke batch, so a batch that never executed cannot pass. With Aragon governance, the scripts save and print the Safe Builder file that the proposer Safe imports; the raw action file is labelled review-only. prepare --rewrite writes the prepare batch again for the contracts in the plan, until it executes. The rehearsal checks all three, and the runbook adds the layout snapshot step after the registry deployment.
…ehearsal
The rehearsal checked only that validate refuses an unexecuted revoke batch, which a wrong event match would also do. After the batch executes, validate must now find the revocation and stop only at the owner capacity.
