What & why
Moves the managed github-actions Dependabot block from weekly to monthly and caps open PRs at 3. Every update run and every rebase of an open PR is a billed Actions run, and the private projects are close to the 2,000-minute free limit. Security updates ignore the schedule; cooldown stays at 7 days. Projects get it with
make -C .devtools syncafter the next release.Part of the same effort as studiobimo/.github#60, studiobimo/.github#61 and studiobimo/bimo-mod#64.
