Consolidates the outstanding Dependabot maintenance PRs into a single, reviewable change set. Preserves the documented compatibility baseline rather than combining incompatible major-version changes.

Do not bypass the dependency check with--forceor--legacy-peer-deps.eng/compatibility-contract.jsonand published compatibility documentation both certifyMicrosoft.Data.Sqlite10.0.12. Keep the provider-test project's defaultSqliteClientPackageVersionat 10.0.12 (instead of the Dependabot-proposed 10.0.13) until a deliberate certification update advances the contract, docs and validation together.
